International Center for Integrated Water Resources Management: How can we help USAID?
ICIWaRM is a Category 2 UNESCO Center Under the auspices of UNESCO Provided and funded by Member States Committed to engage in support of UNESCO s strategic programme objectives Render technical assistance through capacitybuilding and training, research, networking, knowledge-sharing and exchange of information Form a unique network to complement and expand implementation of UNESCO s programmes Enhance the impact and visibility of UNESCO A modality without precedence in the UN system Source: UNESCO 180 EX/18 (2008)
ICIWaRM Mission Statement Advancement of the science and practice of integrated water resources management (IWRM) to address water security and other water-related challenges by regional and global action, through new knowledge, innovative technologies, collaborative interdisciplinary scientific research, networking, training and capacity development, within the framework of UNESCO s International Hydrological Programme (IHP).
Program Focus Focus on practical science and technology development which can be readily transferred to improve integrated water resources management (IWRM) in developing nations and contribute towards meeting Millennium Development Goals. Seek collaborations for joint applied research, capacitybuilding and training programs through existing UNESCO Centers and established programs, with particular emphasis on Latin America and the Caribbean, and Africa.
ICIWaRM Organizational Structure & Relationships U.S. Mission to UNESCO UNESCO Secretariat for IHP U.S. State Department I/O & Office of UNESCO Affairs ICIWaRM Advisory Board U.S. Federal Agency Partners U.S. National Commission for UNESCO and U.S. National Committee for IHP ICIWaRM USACE IWR Operating Group ASA(Civil Works) and HQUSACE Core Partners: Universities, NGOs, Professional Organizations
ICIWaRM Operating Context 2010 Report to Congress on the Senator Paul Simon Water for the Poor Act of 2005 IHP Phases VII & VIII and IHP Strategy for UNESCO Water Family UNESCO IHP Program USG Objectives for International Water Resources US National IHP Committee ICIWaRM s Focus U.S. National Commission for UNESCO & the U.S. National Committee s Strategic Plan
IWRM and USAID s Work Agriculture: Food security depends on long-term water supply, not drilling a couple of wells and moving on. Democracy & Governance: Watershed planning is local democracy in action, and expanding democracies is a key objective of U.S. foreign policy. Economic Growth & Trade: Water activities can create jobs and lead to increased economic activity. Environment: USAID takes an integrated approach to natural resources management. Land and water must be managed skillfully Education & Training : USAID places a special emphasis on improving opportunities for women and other underserved populations. Global Partnerships: Since its inception, USAID has worked in cooperation with U.S. and international partners this strategy has never been more important... Humanitarian Assistance: Spending that most effectively helps those who are in need hopefully includes a dose of planning to avoid the next disaster. Global health: What can you say?
Some Examples of Ongoing or Recently Completed Projects
Co-Chair, Steering Committee, UNESCO IHP/ WWAP/ NARBO publication series Integrated Water Resources Management at River Basin Scale Coordination of translation to Spanish of Integrated Water Resources Management at River Basin Scale (Part 2: Guidelines) (ongoing collaboration with UNESCO and IDB)
Drought Atlas for Pilot Regions of Latin America (in collaboration with CAZALAC, Chile) Even with poor datasets, helps answer questions managers ask: How unusual is the current drought? What is the likelihood that the current drought lasts X months? What is the drought that we must make contingency plans for?
ICIWaRM is creating a free, non-proprietary program for regional frequency analysis Drought Atlas for Pilot Regions of Latin America (in collaboration with CAZALAC, Chile)
Integrating Water Resources Planning, Collaborative Modeling, & Structured Participation Supporting Shared Vision Planning in Peru: Improving adaptation to change and democracy building around water resources planning
Shared Vision Planning Integrates on-the-ground experience by USACE in planning principles systems modeling collaboration into a practical forum for making resource management decisions. SVP means involving stakeholders in the technical analysis in BOTH the data and technical relationships
Capacity-building (e.g., customized short courses on hydrologic and hydrogeologic modeling) Kenya and Ethiopia Collaboration with USGS Planning 2011 workshop with Itaipú Binacional (Paraguay, Brazil)
1. Networks of scientists working on arid zone hydrology 2. New regional group GWADI-Arabia recently formed 3. Products including near-real-time global satellite estimates of precipitation 4. Planning a Training Manual and Course on Flash Flood Risk Management (cosponsors ALECSO and ISESCO) Named Technical Secretariat for UNESCO global network "Water and Development Information for Arid Lands," or G-WADI.
Participation in Design of Middle East and North Africa Network of Centers of Excellence on Water
Advising the National Autonomous University of Mexico (UNAM) on developing a wetlands inventory for Mexico
Senegal River Basin IWRM Working with local water management agencies on near-real time stream-flow forecasting systems, coupling satellite precipitation measurements and distributed hydrologic models. Promoting participatory approaches to planning, including social, economical and environmental aspects in addition to hydrology. Involving local institutions in technology transfer and contributing to stakeholderrelevant research in local universities.
Adaptation to climate change
Summary, discussion IWRM is not just for WASH. Water for food, adaptation to climate change, energy, democracy, economic development Ties with academia (applied science), UNESCO, nonprofits, and other USG agencies Forums for regional work, joint activities with other donors Funding mechanisms in place with USAID and other agencies What are your challenges, and how we can help?
