2 Presentation Structure National Food Control System Risk Assessment (RA) Risk Management (RM) Risk Communication (RC) Food Safety Emergency Response (FSER) Plan/System Food Safety Concerns
3 National Food Control System Bhutan Agriculture & Food Regulatory Authority (BAFRA) under the Ministry of Agriculture & Forests (MoAF) - National Food Inspectorate since BAFRA focal points for IPPC & CAC, national enquiry point for WTO-SPS Agreement, national competent authority for biosecurity. Department of Livestock (DoL) contact point for OIE. BAFRA - inspection & certification of plant/plant products, animal/animal products and any other food commodities. BAFRA effective implementation of sanitary & phyto sanitary measures.
4 National Food Control System (Contd.) Entry of plant/animal of any species and their products are restricted into Bhutan Biosecurity Policy. Import of plant/plant materials & live animals subject to quarantine at the point of entry (guided by the Plant Quarantine Act & the Livestock Act).
5 In-country : Risk Assessment (RA) Primarily targeted to disease outbreaks, movement of plant/plant products & animal/animal products both within the country & from other countries. RA tool mainly qualitative in view of lack of data and lack of analytical capacity of the field staff. At the field level, RA more on investigation of the problems & the situation to predict the type & magnitude of the problems in hand & the likely impact the problem would create. DoL adoption of the preventive actions through implementation of good animal husbandry practices in the farm. BAFRA monitoring of farm biosecurity measures. In case of Import : Import RA done through Question & Response (Q&R) system.
6 Risk Assessment (RA) (Contd.) Information provided by the exporters well analysed for the purpose of food, health and environment safety. Import allowed only from disease-free area which is regulated strictly through import permit license. Import regulation done based on the following: 1. Recognised farm sources based on the criteria set by BAFRA & DoL 2. Certification & implementation of codes of practices (GAP, GHP, GMP, GCP) & management systems (HACCP, ISO 22000) 3. Recognition of the exporting firms by national authorities of the exporting county (Eg. EIC, FSSAI, APEDA when the import is from India). Import inspection at the entry point physical inspection of the consignment, verification of documents, sampling & screening using rapid test kits (being planned), sampling & lab analysis at the national referral labs where deemed practical & appropriate.
7 Risk Management (RM) & Risk Communication (RC) RM activities stepping up the existing biosecurity measures, internal quarantine measures, movement control measures, inspection & certification, zonation of any epidemic type of disease & allowing import from recognised sources only. Means of risk communication on food safety & public health information exchange in the form of published papers, high level advocacy programs, food safety awareness training, information exchange at the Ministry level. Spokesperson identified in RC to the stakeholders, general public and the consumers.
8 FSER Plan/System Bhutan NO FSER system in place (although it is being planned) However, we have a National Influenza Pandemic Preparedness Plan (NIPPP) in place wherein the movement of poultry & poultry products to & from the outbreak area is strictly prohibited until & unless the area is declared infection free through adopting OIE code of practice. The NIPPP involves multi-stakeholders.
9 Food Safety Concerns 1. Meat, poultry & their products veterinary drug residues, pesticide residues, Salmonella spp, E. coli, Camphylobacter spp. 2. Dry fish pesticide residues, heavy metals 3. Fresh fruits & vegetables pesticide & other chemical residues 4. Pre-packaged/processed foods chemical hazard (leaching), Clostridium spp 5. Street food primarily microbiological hazard
