3 Representation Our clients do not consider our subcontractors independent of Mangan To the client, they are Mangan
4 Electrical Contractors Mangan s engineering work will put us in environments of live electrical power which is work for trained and licensed electricians.
5 Professional Services Our requirements for qualifying professional and engineering services will be different than the requirements for our electrical or general contractor requirements.
6 Trades We defer to the expertise of our subcontractors to perform trade activities that we oversee.
7 Independent Contractor Occasionally we utilize independent contractors or consultants. Their work is also a representation of Mangan s deliverables.
8 Subcontractor Defined: An individual, or in many cases, a business that signs a contract to perform part or all of the obligations of another's contract.
9 Staffing Agency Defined: A service that matches the labor needs of its corporate clients with individuals who have the skill sets necessary to meet those needs.
10 Why Qualify? Prior to use, our subcontractors are qualified in order to: Secure only subcontractors with a record of safety and quality performance Acceptable OSHA and EMR rate Ensure the insurance requirements by our clients and Mangan are met Additional endorsements naming Mangan on their policy Submit to the terms and conditions for work through the contract agreement A Master Service Agreement must be in place prior to the onset of any work
11 Why We Qualify cont Prior to use of our independent contractors we will qualify them based on: Their independent contractor status Their insurance coverage and willingness to endorse Mangan A mutual contractual agreement
12 Why We Qualify cont Our staffing agencies are qualified based on a similar set of requirements, differing in only their process for providing qualified candidates.
13 How We Qualify Employee fills out a Sub Request Form This is very necessary in order to determine the qualifications based on subcontractor type and the work to be performed Qualifier process is initiated Contact is made with sub representative Mangan initiator of the process is copied on e- mail communications
14 How We Qualify (cont d) Qualified subcontractors appear on the Google Site, SUBCONTRACTOR Resource Center
15 How We Qualify cont Hurdles Poor safety standards Lacking in insurance coverage Contractual conflicts
16 How We Qualify cont Most of the hurdles are overcome Our goal is to form a relationship with the subcontractors and staffing agencies we set out to qualify Allow at least two (2) weeks to qualify the sub or staffing agency Fill out the Sub Request form (located on the Google Site: Safety-Resource Center under forms ) and send it to safetytraining@manganinc.com to get things started
17 Safety and our Subs It is imperative to share the JSA findings and practice the same due diligence with the subcontractors as we do our own employees.
18 Safety and our Subs cont Our subcontractors are to understand and participate in the safety requirements of our client and Mangan. This can include but is not limited to: Badging and client orientation Drug testing PPE Emergency evacuation procedures Accident and incident reporting
19 Safety and our Subs cont Independent contractors are to follow Mangan and the client s safety programs. This can include but is not limited to : Mangan safety orientation Badging and client orientation Self paid drug testing Self provided PPE Emergency evacuation procedures Accident and incident reporting
20 Safety and our Subs cont Employees through a staffing agency, or contract employees are processed and trained and expected to perform as if they were Mangan Inc. employees: New Employee Orientation and on-going refresher training Drug screen PPE is provided Flash reporting SMART cards KPI compliance
21 Safety and our Subs cont Concerning their work, listed below are differences that are to be noted: Subcontractors are self directed and have an internal established safety program running parallel to ours and the client s Independent contractors are self directed and will follow Mangan and the client s safety processes and usually do not have their own Staffing agency contract employees are directed by Mangan and follow our safety program and procedures as well as those of our clients
22 Subcontractor Use FAQ s What if the client is already using the sub. Do we still need to qualify them for use on the same site? Yes The client may or may not go to the same extent of back checking the subcontractor s safety and licensing The subcontractor represents Mangan while on the project We need insurance documentation with Mangan referenced
23 Subcontractor Use FAQ s What if I need them for a short, quick job that does not require site work or will not affect the deliverables? When filling out the Sub Request Form, there is a section that allows you to request a waiver from the process. Provide an explanation and submit it to safetytraining@manganinc.com for consideration.
24 Subcontractor Use FAQ s What if I need to utilize the subcontractor or independent contractor right away, before the two week period to qualify? On the Sub Request Form note when you need them to be available for work. The safety department will do what it can to expedite the process but the subcontractor will need to respond to our requests promptly. The Mangan Requestor may need to be a part of the expedition process to move things along.
25 Subcontractor Use FAQ s What is the process for vendors whose employees need to go on site? To date, we do not qualify our vendors, even if they go onsite There are agreements and/or warranties established through the project that cover their equipment We will escort their employees and oversee their activities while on site
