1 TECHNICAL INSTRUCTION (NAVSEA TEMPLATE) Ref: (a) NAVSEA (TECHNICAL INSTRUCTIONS) Enclosure (if : [] This Technical Instruction (TI) is issued pursuant to reference (a) from my capacity as the Contracting Officer s Representative (COR) for the contract/order identified below. This TI is issued with the understanding that implementation is within the present scope of the contract/order and that it does not change the statement of work or other terms and conditions. Nothing herein should be construed as amending the subject contract/order or as changing any contractual requirements. If the contractor believes that compliance with anything herein would constitute a change in the requirements of the subject contract/order, the contractor should not accept the TI and notify the Procuring Contracting Officer (PCO), in writing, within ten (10) working days, specify the reason(s) for such belief, and take no further action. A copy should also be sent to the COR. Note: The contractor shall inform the COR, in writing, when 75% of the costs allotted to this TI have been expended. Expenditures for this TI shall not exceed the allotted amount. This TI is contingent upon the availability of funds and performance shall not commence until funding has been obligated on the contract/order. 2 TI No./Revision No. TI-11, Rev. 00 TI Description Audits The Contractor shall perform routine checks on the three Visual SourceSafe (VSS) databases to verify they are intact, all data corruptions are cleared, and source code entry is continuing for the applications Website/Web Portal Development and Web Services Integration Transition all NUWCDIVNPT Internal Portal and SharePoint out-of-the box applications to the Enterprise Portal (inavsea), in compliance with NAVSEA mandate. The Enterprise Portal is a higher version of SharePoint than current version used at NUWCDIVNPT. o Create standardized templates for SharePoint transition. Transition all Code 104 supported SharePoint custom applications to the milcloud in accordance with DoD data center consolidation efforts approved by the Government. Upgrade platform, redesign the software approach and documentation, implement Government identified changes and migrate data, all in compliance with Information Assurance Requirements. Update various SharePoint sites based on customer requests including: Code 001-TD Site, Code 00L Ethics site, Code 25 Ask Facilities/Safety site, Code 02 Banner, and the Code 1064 Forms Management Site Requirements Identification and Analysis The Contractor shall respond to software project management requests for customer derived requirements to include the following systems: o ecraft, Enchilada and Newportal migration to Data Centers Project Planning The Contractor shall participate in planning with the Data Center Application Optimization (DCAO) office to assess the readiness of several local software systems to transition to Data Centers and provide input to data calls by completing Compliance Assessment Worksheets. 5 TI No./Revision No. TI-12 Rev. 00 TI Title TI Description FY2017 Incremental Routine work detailed in SOW with continuation of FY17 projects during this period of performance as follows: 4.1 Server Infrastructure: Provide systems administration execution for operating systems in the Code 114 Data Center (Windows, VMWare, Windows XP, Red Hat Linux) including: o Upgrade the RDT&E servers from Windows XP to Windows 7 Operating systems. Upgrade and enhance the server infrastructure Storage Area Network (SAN) components. Migrate SharePoint portal to inavsea, the Defense Information Systems Agency (DISA), and Microsoft platform. Migrate B3COI servers to DISA. Set-up the EMC Virtual Desktop Infrastructure (VDI) using Information (GFI) sec. 6.0, no. 4, 6 and 14. Manage and audit Host Based Security System (HBSS) including: o McAfee upgrade of HBSS. Travel to/from Norfolk, VA (3 contractors /6 trips each), Jacksonville, FL (2 contractors/ 6 trips each) and Newport, R.I. in support of Certification and Accreditation (C&A) for NMCI and RDT&E servers and applications. Maintain server infrastructure in compliance with the 2017 Naval Command Inspection Program (NCIP). Resolve remediation issues identified during the 2017 Cyber Security Inspection Navy Marine Corps Intranet (NMCI) Continuity of Services Contract (CoSC) and Next Generation (NGEN) Support o Coordinate with command/department points of contacts on plans for FY17 NMCI Tech Refresh. o Provide coordination for NMCI Multi-functional Devices (MFD) rollout throughout NUWC. Deleted: IT Governance and Application Portfolio Management o. Compile status reports for IT Program project data and task reports for Command compliance programs: o Report on NMCI Seat Refresh Acceptance and issue tracking. o o Prepare RDT&E briefings. Travel to/from Washington, D.C. (2 Contractors / 5 trips each) in support of WFC RDT&E governance Risk Assessment Provide recommendations to business impact analyses to determine critical staff, systems, data, and operational requirements: o Access and report any potential risk after Gold Disk and Retina audits of all Database Servers and Project Servers. 4.5 Configuration Management 2

6 TI No./Revision No. TI-12 Rev. 00 Complete scans for the wireless audit scanning initiative with ongoing configuration and management duties including: Maintain CM of hardware, software, networks, data, and system documentation using commercial CM tools or when applicable develop custom CM tools for review and approval by Government before deploying tools Audits Develop and implement audit controls, rules, and logs approved by Government. Draft configuration/design audits for review and approval by Government. Execute approved audits per GFI 6.0 no Help Desk/Client Support Services Act as first responder and primary dispatch for all facets of IT services, including application support, unclassified/classified networks, file and print services, domain access, AIS Information Security, and telephones using a comprehensive ITSM (Information Technology Service Management) applications including: o Deploy SIPRNet Token CAC for all classified domain account holders. o Work with Server TPM to code iet Helpdesk to improve generation of accurate support metrics. Work with iet Helpdesk developers to obtain additional report options. o Perform Account Management by creating, reactivating, disabling and deleting accounts in accordance with GFI 6.0 no o Perform RDT&E refresh rollout to approximately 1,500 computers throughout NUWC, which includes an upgrade from Windows7 to Windows Remediation Services Upon Government approval execute all vulnerability remediation efforts, automated and manual, across all networks both Classified and Unclassified per GFI 6.0 no Update GFI 6.0 no. 26 with new solutions as discovered after reviewed and approved by the Government. o Review and remediate on all Domain Controllers and DNS servers in the unclassified environment. Install/configure, operate and maintain systems hardware and software and related infrastructure according to compliance standards. Provide remediation services in response to compliance audits and identified remediation issues to maintain full IA and Security compliance at NUWC utilizing the DISA Assured Compliance Assessment Solution (ACAS). Perform updates on the DMZ, SDREN, classified and unclassified RDT&E and B3COI production retina scanners. Resolve remediation issues identified during the Cyber Security Inspection. Resolve remediation issues in preparation for the 2017 NCIP inspection.
