2 Cognis SHEQ Policy Statement CIL integrated Safety, Health, Environment and Quality (SHEQ) management philosophy, is to produce products on time, which continuously meet customers requirements, while ensuring the safety, health and welfare of employees, contractors, customers, the community and the environment in which CIL operates. To achieve the desired policy goal, CIL has put in place a documented management system which includes programmes of work to achieve continual improvement in the company s SHEQ management performance. The commitment to comply with all pertinent legislation and regulations is regarded as a minimum standard requirement in the company operations; while through the management system a framework for setting and reviewing SHEQ targets is provided to direct and steer the company to its ultimate objective of zero defects in its SHEQ performance, and achievement of profitable growth. The company will also, through its management system, provide a communications network which will ensure that the SHEQ performance in operations and the review of its achievement in set targets and goals is available for consultation to all relevant bodies. SHEQ Policy of Cognis Ireland Ltd. The objective of this policy document is to outline the SHEQ system in operation at CIL. The SHEQ policy in place is an integral part of the total management control of the plant. CIL recognizes the necessity to implement and maintain a SHEQ system in order to:- Protect the safety and health of all employees and the local community. Maintain the company status as quality suppliers of Fine Chemical products. Operate high standards of environmental protection. To give support to achieving these goals the management committee of the company decided to introduce the ISO 9002 quality system in March CIL attained the ISO 901:2000 in March As there is significant overlap in the requirements of the Quality management system, the environmental management system (i.e. ISO 14001), and the Safety management system, a common document management system (Q- SYS) modified to address the requirements for Environmental, Health and Safety Management. See Attachment C.2 for accreditation certifications mentioned here. CIL recognizes that site activities can be represented as a series of interactive processes. They include; Management process This process controls the allocation of resources and support of site systems. There are both global and local policies in the SHEQ areas and annual global and site targets are Page 2 of 5

3 generated. As part of the management review process new targets are also identified and agreed. Management is responsible - (see responsibility and authority/ job descriptions) for ensuring needs are resourced and included in the budgetary planning. Progress against targets is reviewed at management meetings (monthly), reported corporately each quarter and also at annual management review. Environmental progress and key performance indicators are reported monthly by the Environmental & Health group leader. This report includes waste indices and plant performances. Supply chain process This process represents the activities associated with product order processing and inventory management. Critical to this is accurate forecasting by marketing personnel and production planning by the logistics controller. This production plan provides the schedule for raw material purchase from approved suppliers and the shipment with approved haulers and shippers. On time shipment is reported monthly and inventory levels are maintained as low as possible. The production plan is reviewed as is necessary and is considered as a dynamic document available on the network in a read only manner. Production Execution process Product is produced in accordance with the production plan. Each week the output and raw material variances are compared with plan. Quality performance is measured daily and variances reported weekly. Process optimisation activities are focused on maximising product output and minimising waste and environmental impact. Quality Management Process Quality of the process is managed by buying approved raw materials, following approved procedures, using calibrated equipment, in process monitoring and finished product monitoring prior to dispatch. The site LIMS system reports daily performance and generates weekly summary reports. Raw material performance is reported each month by the Quality Control chemist. Customer Related process Customer satisfaction is paramount. This process ensures timely realisation of orders and rapid resolution of complaints. On time shipments, customer complaints and First pass Quality are always in focus. Cognis will continuously monitor its suppliers, transport companies and contractors for quality of products and services and their safety and environmental policies and performance. Key performance indicators are measured monthly such as First Pass Quality, production Output, Raw material variances, customer complaint rates ect which facilitate performance against target monitoring. Products supplied by Cognis Ireland are said to have reached the required SHEQ Standard when they meet the following criteria: Page 3 of 5

4 1. They conform to the technical specification under which they are offered for sale. 2. They are produced safely with due regard for the health of our employees, the local community and the local environment in Little Island. 3. They are labeled and packed in accordance with the appropriate regulations to ensure they arrive at our customers in good condition using approved distribution channels. 4. They are sold at a price that provides an acceptable return to the Company. 5. They are delivered within the time scale agreed with the Customer. CIL Will a) Comply with all laws and regulations pertinent to SHEQ. b) Environmental Care is a pre-requisite in all aspects of operations. c) Routinely analyze all aspects of its SHEQ operations and identify areas of concern and take appropriate corrective action. d) CIL recognizes the importance and commitment of employees in achieving SHEQ policy. 5 Environmental Policy CIL is committed to excellence in all aspects of its operations, instilling high environmental values in all employees, utilising the best environmental and operational practices in all of its processes, and continual improvement in pursuit of overall excellence. CIL, subscribe to the belief that the integration of Safety, Health, Environment, and Quality (SHEQ) into a single Management System provides the best template for development and progress on a going forward basis and subsequently has committed itself to an integrated SHEQ Management System for the site. The Company believes that the development of an integrated approach to SHEQ Management will enhance its status as a quality manufacturer and supplier of Fine Chemicals and Nutrition products. CIL is committed to building on its good relations with customers, suppliers, neighbours, and regulatory authorities. Products manufactured and supplied to the market by CIL are expected to conform to the technical specifications under which they are manufactured and sold; are produced safely with due regard for employees, neighbours and the environment; are correctly packaged and labelled in accordance with appropriate regulations; are delivered on time and in good condition, using approved distribution channels. Likewise CIL management insist that, its operations, the Company will comply with all applicable laws and regulations. Compliance with its Integrated Pollution Control Licence is a minimum standard required and management programmes, which are designed, and approved by senior executives to drive the Company down a path of continual improvement. Results of environmental performance and targets are freely available to employees and the public. The Company meets regularly with interested parties, including local residents, to discuss issues of mutual interest and concern. Page 5 of 5
