City of Henderson and Clark County have provided their data so far. City of Las Vegas was contacted and said they will provide it in near future. Boulder City has also indicated they have sidewalk data to share. City of North Las Vegas has indicated they do not have this data. City of Mesquite has been contacted as well, no reply yet. Looking to get as much data already collected and available assembled to lessen the scope of collection work needed in study by consultant. ---end of notes for January April 4, 2018 Had meeting with NDOT concerning the availability of LIDAR data in February. NDOT informed us they had worked with a group called Euroconsult Engineering until approximately two years ago on collecting LIDAR data of the state roadway network. The contract with Euroconsult expired and NDOT did not have the software necessary to decipher the LIDAR data collected by Euroconsult. A hard drive containing raw LIDAR data for Clark County was sent to us from Kyle Bacon at NDOT in Carson City. Rush Wickes attempted to contact Euroconsult via three different methods, LinkedIn, and Facebook, but did not hear any response. He discovered on April 4th in a Reuters article that Euroconsulting had filed in March for company insolvency. This may mean that their data may be forever inaccessible if their translating software is proprietary. -- End of notes Dynamic Traffic Assignment (DTA) Model Development 30 On-going. Consultant is building the network and the RTC staff is helping checking the network. Have monthly communication with the contractor. Coordinated with the contractor to schedule a meeting/workshop in early March and perpared the meeting/workshop agenda. BX Page 2
3 Las Vegas Valley Millennial Study 9 Updated preliminary "Workforce of Tomorrow" project plan; Continued to research and review previously conducted Millennial surveys/studies; Developed draft survey questions pertaining to transportation and housing preferences (12/19/17) Updated project plan following internal meeting; Preliminary discussions with project partner on project scope (1/31/18) Held several meetings with project partner (LVGEA) to discuss scope, plan, and research methodology; Phase I scope and consultant agreed upon; Partnership agreement finalized in late February for Phase I; Preliminary internal discussions re: Phase II (3/01/18) Consultant completed Stage 1 of research and compiled initial findings; Met with consultant and LVGEA in late March for status update; Meeting scheduled in early April for Stage 2 and 3 direction and to review initial findings (4/04/17) Activity Based Model (pilot project) 4 12/11/2017 is pending for contract negotiation 1/2/2018 negotiation is completed, pending for Board approval 1/30/2018 approved by the board, Insurance documents received, and the notice of proceed is issued. The kick off meeting will be scheduled soon. 2/28/2018 Kick-Off meeting is scheduled to be March 6th, invitations were sent out to MPO planners and NDOT modeling staff 3/28/2010 Kick-off meeting took place on 6th of March. Task 1 deliverables were delivered. We also authorized Caliper to procure "Database USA" database as part of the task Land Use Scenario Planning Analysis 0 No activity for this month BX GIS Analysis and Visualization 90 Ongoing effort. Works worked on include, * Crash data analysis (part of MAP-21 requirement) using data obtained from NDOT; * Web App - Southern Nevada Strong (SNS) Community Engagement Interactive Mapping Tool development; * Web App - Researching and testing the feasibility of creating a MAG Interactive Maps application alike RTC application hosting local transportation, census, land use, demographic, employment, economic, and other desired data. * Web App - Planning Analysis Tool (PAT) maintenance and update. 4 Intelligent Transportation Systems Studies Internet of Things (IoT) & Connected and Autonomous Vehicle (CAV) System Architectures implementation agreement under development January 4, This is going to be a study that will be directed by Southern Nevada FAST as it is closer to their area of practice and expertise. The RTCSNV Metropolitan Planning department will not be involved in managing this study. --End of notes-- Long Range Transportation Planning Performance Based Planning 45 On-Going in house project. Transferred posted speed from the Travel Demand Model to NPMRDS network and provided the data to the NPMRDS data administrator so that the data can be inputed into the NPMRDS Analytics. Work on MAP21 required reporting Performance Measures, Crash data analysis and INRIX data. Attend monthly Performance Measures Working Group meeting Bicycle and Pedestrian Planning 15 participation on the Clark County Rural Streets Study included scheduling the final SAC meeting to review a summary of the Open House event and the draft study report. Completed GIS data for existing bike facilities in Southern Nevada in Transportation Safety Planning 33 Attended and represented RTC at the Strategic Highway Safety Plan (SHSP) committees Regional Transportation Plan 45 Call for s completed (June 2017); Local agencies' project proirities identified; Requested projects under review and RTC staff is developing a proposed program of projects; Travel Demand Model network verification underway; Public engagement mapping tool remains under development. A limited RTP amendment to initiate and update 5 projects was developed and is under review by the RTC Board for action in January High Capacity Transit System Development and Planning 30 With input from the community and stakeholders, an initial universe of alternatives was created. Additionally, evaluation criteria against which these corridors will be evaluated have been drafted. Community outreach is ongoing with 5 events scheduled per week. 5 Clark County Rural Street Standards 0 RH Northeast Valley Transportation Network Study 70 The last meeting was held on Novmeber 27th, 2017 to discuss roadway/intersection deficiencis and mitigation measure. The consultant is analyzing the suggestions recieived by the techincal advisory committee Planning and Infrastructure Needs for Emerging Transportation Technologies 10 Staff-led State of Practice review continuing; project project scope developed and under review; project should initiate in February Complete Streets Implementation Study 0 not initiatied. CH Boulder Highway Multimodal Transportation Investment Study Bruce Street Green and Complete Street, Charleston Blvd. to North Las Vegas Blvd. 40 The technical advisory committee met on October 25, 2017 to discuss existing conditions and develop problem statements. The next meeting will be a workshop which is planned to be held on January 31, implementation agreement under development. January 4, 2018 Anticipating submission of scope from City of Las Vegas in month of January, CR --end of notes-- January 31, Awaiting submission of scope from City of Las Vegas in February, Have been in touch several times with Fred Solis at City of Las Vegas on this and he has advised it is under internal revision and review April 4, 2018 There was a pre-proposal conference held on February 12, 2018 for the Bruce Street Green and Complete Street Study. 6 Citywide Pedestrian and Bicycle Plan - North Las Vegas implementation agreement under development January 4, 2018 The scope document was submitted by the City of North Las Vegas in mid- December and I returned a revised scope document to them for consideration on January 2, We are working on getting the particulars together on the stakeholder engagement and public participation aspect of the study. Expect to have completed scope in perhaps another week or two and willl follow up with ICE. April 4, 2018 Alta Planning group was selected over Kimley Horn for the contract of preparing the Citywide Pedestrian and Bicycle Plan for the City of North Las Vegas. An interview was held with both firms on March 20th. Alta submitted a contract price of $146,138. This will be combined with $7,500 in staff time for the RTC on the project. Anticipated notice to proceed to be given by the RTC board at May meeting. End date for study is May, end of report--- January 31, 2018 The scope document was submitted to the finance department in mid January and a meeting was held concerning the scope and RFP development on January 29th. The schedule is as follows: February 5th - Advertising orders for study RFP placed (begin of silent period). February 12th - Preproposal conference February 15th - Deadline for receipt of written questions and addenda. February 20th - Responses to Written Questions Due February 27th - Pre-Evaluation Meeting, Proposal Distribution and Evaluation Team February 27th - March 13th - Proposal Review and Evaluation Process March 20th - Interviews with Consultants and Final Evaluation March 22nd - Purchasing Deadline April 2nd - Agenda Team Deadline April 12th - RTC Board Meeting - awarding of contract April 23rd - Anticipated Notice to Proceed April 23rd, 2018 to March 31, Contract Performance Period. Evaluation Committee will consist of three people from City of North Las Vegas - Johanna Murphy, Tim Reesman and Mike Hudgens and two people from RTC - Rush Wickes and Cathy Halka. ----end of notes---- Page 6
7 Pedestrian Safety and Comfort 4 RTC issued a notice to proceed on March 26, CH Railroad Museum and River Mountain Loop Trail Access Improvements - Boulder City 5 First meeting of Participating Agencies took place on December 14, The second meeting among project stakeholders and Participating Agencies took place on March 15, 2018 to begin reviewing existing conditions data and projected future traffic volumes after opening of the I-11 Boulder City Bypass School Trip Generation and Siting Study not initiated. Procurement documents with RTC Purchasing. RFP to be issued on March 22, Livable Centers Study Pilot Program 5 Selection Committee identified the the FY18 study: Deer Springs District, City of North Las Vegas. RTC staff and North Las Vegas staff are working to execute an interlocal agreement. Final scope is complete and an RFP released Economics of Bicycling in Clark County not initiated Impacts of Emerging Technology on Public Transit scope under development NG Planning Administration General Outreach 25 RTC staff conducted routine activities in preparation for future outreach on several UPWP planning studies. (Note: many outreach activities are billed to the associated project task numbers or planning administration depending on the nature of the outreach conducted) Stakeholder Coordination 25 Staff engaged in routine coordination with the Federal agencies, NDOT and the local entities. They also participated in monthly meetings of the Planning Executive Group and related work groups on RTP/TIP/STIP development and FAST Act performance measures Planning Administration 25 Staff participated and provided support to the following RTC meetings: RTC Board (9/14), MPS (9/12), TAAC (9/27) and EAC (9/28). Additionally, staff participated and provided support to other regional transportation planning efforts involving NDOT, the Southern NV Regional Planning Coalition, the Transportation Resource Advisory Committee, and Southern Nevada Strong, among others Unified Planning Work Program UPWP Amendment developed for October adoption --end of notes--- Kickoff meeting for UPWP with NDOT scheduled for February 22nd, 2018 Developed an MPO UPWP Table for tracking the expenditures for each respective UPWP study against the overall annual upwp budget --end of notes for January Transportation Improvement Program 40 Managed and administered several amendments and administrative modification to the Transportation Improvement Program Environmental Justice/Title VI / Ladders of Opportunity 25 No work was performed on this task over the past month. Staff continued to build on plans and collaboarte with integral partners Transit-Oriented Development (TOD) 35 In the month of February 2018, I reviewed and provided additional comment and design to the final draft TOD Briefing Book for the RTC "On Board" Transit Plan, I have continued planning and scheduling for a TOD Symposium and TOD Field Trip. The Field Trip to Salt Lake City is now scheduled for March 22-23, I went on a scouting trip to SLC on (February 25-26) to met with UTA folks and reviewed TOD site locations. RL DF Page 8
