1 GreenSquare Job Description Team Technical Manager GreenSquare Construction Job Family & level Location Construction Level 6 Swindon Date updated June 2015 JE Score Organisational Structure Reports to Construction General Manager; 3 direct reports two Technical Project Managers and Technical Coordinator. See Appendix A for organisation chart. Role Purpose Manage the technical design process for individual construction projects, ensuring a seamless transition from planning permission design through to full technical design suitable for procurement and construction. Role Context Works as part of a team who together manage a programme of construction contracts for homes safely, profitably, on time and on quality. The job holder therefore works with colleagues to identify and mitigate substantial operational risks, including health and safety, poor quality and cost over-runs (potentially m) implicit in their responsibilities. Key Accountabilities 1. Develop a Technical Design programme for each project and manage the technical design process to deliver the Build and Sales information packs in readiness for the programmed start on site date. 2. Appoint and manage the technical design team to deliver optimal design solutions for efficient delivery of each contract. 3. Prepare and manage the design budget including tendering and agreeing fee agreements with external consultants and certifying interim and final fee account applications. 4. Initiate, co-ordinate and chair technical meetings to ensure efficient use of time and effective flow of information. 5. Identify and implement practical value engineering/cost saving opportunities, whilst maintaining design, quality and contract integrity. 6. Anticipate and resolve design issues to ensure efficient construction on site. 7. Manage the external processes associated with: site surveys and investigations; planning matters, including discharging of planning conditions; legal agreements; utilities infrastructure, building control; building guarantees/warranties; obtaining statutory consents; and party wall awards. 8. Develop and co-ordinate the efficient delivery of appropriate design and build information to all departments, including development, construction, commercial, housing management, marketing and sales and customer services. 9. Evaluate new contract opportunities for technical viability.

2 10. Provide technical advice and support to Development to assist with assessing new sites and design of non-gsc contracts. 11. Check all detailed drawings to ensure scheme compliance with clients Design Brief and Employer s Requirements. 12. Check all detailed drawings to ensure scheme compliance with DQS (Design Quality Standards), CDM and other applicable standards and regulatory requirements. 13. Check specialist suppliers details to ensure that they are coordinated with architects and engineering consultants drawings, specifications etc. Responsibilities: Supervisory/managerial Confidential information Budgetary/Financial Security Specialist Advice Health and Safety Responsible for up to 9 managers, ensuring they are managed In accordance with the Management and Leadership at GreenSquare document. Ensure security of data, especially sensitive personal data, in line with the information management policy/it policy Responsible for jointly managing and achieving annual budgets and business plans commensurate with a commercial business with contracts worth 30-45m, production of homes and annual company revenues of 10-20m. Lead on compliance with regulatory and statutory building design requirements. As outlined in GSC H&S Policy for this role. Generally: Ensuring that safe systems of work are implemented; Enforcing personal protective equipment requirements; Conducting and documenting managerial spot checks or working practices to ensure compliance with health and safety policies and procedures Ensuring that employees are adequately trained for the tasks they perform; Monitoring premises and work equipment, reporting faults where necessary; Identifying and reporting health and safety related problems; Participating in the risk assessment programme, including production and review of risk assessments; Setting a good example on health and safety matters. 4 Experience Essential Desirable General Educational achievement/ ability level Degree or equivalent experience. Specific skill/experience required Minimum of 5 years experience as Technical Design Manager for a residential developer or contractor. Deep understanding of the technical aspects of the construction industry. Able to anticipate and resolve complex technical construction issues and problems during the detailed planning stage and troubleshoot technical problems arising during construction. Liaising and building strong working relationships with external consultants, architects and local authorities. Experienced in setting and managing budgets. Experience of design team coordination, checking design drawings and specifications and liaising with site construction teams on complex multi-tenure schemes. Experienced in developing and implementing policies and procedures to control the technical design process.
