1 e-punjab School THE PROBLEM The department of School Education, Punjab had provided adequate infrastructure to all the secondary and senior secondary schools but it was only being put to limited use to check mails and electronic communications. Facts and figures in the shape of reports were still in hard copy and Excel sheets. It was required for the department to have a centralized database where information about the schools, teachers and students was stored. In order to monitor the functionality of schools efficiently the e-punjab School initiative was undertaken which covered all aspects of asset management. THE CUSTOMER The Sarva Shiksha Abhiyan is a Govt. of India initiative which aims at providing free and compulsory education to all children in the age group of Sarva Shiksha Abhiyan (Punjab) overall goals include universal access and retention, bridging of gender and social category gaps in education and enhancement of learning levels of children. THE PROCESS Project Inception Under this phase CSM notified the SSA authority regarding the team nominated for this project and seek conformation about name and contact details of Nodal Officer from SSA who would be the point of contact for CSM. Project Plan The project plan was prepared by the CSM Project Manager (and was reviewed by CSM Program Manager and SSA) to form the basis of the actual project work plan. This formed the baseline against the project being tracked and controlled. Methodologies and Deliverables

2 Once the project was initiated, requirements gathering and analysis was the first phase in software development life cycle and a process of reviewing business's processes to determine the business needs and functional requirements that a system must meet. Requirements Analysis During this stage, SSA s requirement was ascertained with the software requirements specifications Design In this stage the Detailed Design for the project was made. The conceptual and logical models developed in the High Level Design stage were translated into Physical Data Models and detailed design of each architectural component was taken up. Development This stage involved development of the software, which includes development of user interfaces, business components, database creation and unit testing. The migration of existing data to the new system was also undertaken. Testing In this stage all the components, scripts and Database were tested in complete flow together, different tools were used to create to do testing like stress testing etc. User Acceptance Testing In this Stage, the deliverables as per Contract/Project Charter was validated against the implemented solution. Then a user acceptance testing was conducted after data migration using the migration engine system test scripts and data for the acceptance testing were provided. User Training We are interested in providing a solution that is proactive and able to meet the total solution needs of our clients; hence apart from the initial implementation training, we organized regular training to meet some exigency needs THE SOLUTION

3 A web based application with MIS&GIS system for effective administration and management to bring transformation in the education system of the state. It is an initiative to universalize and improve quality of education through decentralized and context specific planning and a process based, time bound implementation strategy. The entire project can be divided into three major parts Management Information System Geographic Information System Web Portal The MIS part deals with all the information required to run the school management system. The output of the system is demonstrated as MIS Reports to the management as well as the citizen. It records the school infrastructure details starting from the physical position of the school to building, class, room details, availability of necessary amenities like drinking water, playground, lavatory etc. Following are the features: MIS module is the infrastructure record system that deals with the school infrastructure details. Faculty Information System collects all the information about the teaching and non-teaching staffs from the point of recruitment onwards and including the data on qualification, work experience and their salary information, retirement information, case information, GIS details, loan details, recovery details, service book of the teacher etc. Student Management System collects all the information like their personal information, attendance, fee, text books, academic performance records etc. The General Administration System keeps the complete track of information of the school administration. The GIS combines layers and layers of information various locations, on a single map with accurate, reliable and timely data with better tools to manage the school. This data can then be visualized, compared, measured and analyzed. As the maps were not created for Punjab District by any other departments, all the village maps had to be prepared with help of Census Record and geo-referenced using the topo-sheets. The schools were then plotted manually and the MIS database was linked to it. The whole system was now web-enabled and can be accessed by citizen. MIS as well as geo-queries are available for analysis purpose. This is also linked with

4 Google Map so that the same map can be visualized using the satellite map. Apart from general GIS Viewer features, distance of a school from a place can be calculated on the map and shortest distance can be seen using Google Map Tool. This helps the management in identifying actual distance rather than aerial distance. All the information has been published on the web for citizen consumption. This makes the whole system transparent and with regular feedbacks from different corners of society, the system is becoming more and more robust & user friendly. Each school has been given with principal and computer teacher s user ID & password to manage their own school portal. Similarly other stakeholders like District Education Officer, DMs of different intervention heads, DGSE & secretary of School Education Department have been provided with user ID/password to access internal data and taking action on requests from lower offices. IMPLEMENTATION OF THE SOLUTION A team of experts from CSM Technologies, SSA and district personnel from 22 districts were involved in the training. There were in fact 44 personnel from 22 districts in which 22 were primary and the others were back-up personnel for the training. The district personnel gave training to the high school, senior secondary and middle school authorities comprising of the Headmaster and a Computer Science teacher. Considering the magnitude of the no. of schools, the Train the Trainer model was adopted. The training was completed in around a month.
