Overview The Climate Smart Virgin Islands (VI) Comprehensive Disaster Management (CDM) Strategy and Work Programme Framework is based on the outputs and outcomes of the two-day workshop on Mainstreaming Climate Change Adaptation into the National Comprehensive Disaster Management (CDM) Work Programme held in Tortola, Virgin Islands on 23 and 24 August The workshop served as a pilot to test the application of the Climate Change Adaptation and Disaster Management Guidance Tool (G Too l) for the development of climate smart1 Comprehensive Disaster Management work programmes of the Caribbean Disaster and Emergency Agency (CDEMA) Participating States. Specifically, this activity field tested the participatory scenario development workshop process that is the delivery mechanism for the G Tool and identified ways in which both this process and the G Tool manual could be improved to ensure maximum utility to the intended end users and to develop the draft climate smart work programme of the Virgin Islands. 4 Box 1: The G-Tool Workshop - Mainstreaming Climate Change Adaptation into the National Comprehensive Disaster Management (CDM) Work Programme (appendix I). The workshop was convened by CDEMA and hosted in collaboration with the VI Department of Disaster Management. It was supported by the Austrian Development Agency (ADA) under the CDEMA Mainstreaming Climate Change into Disaster Risk Management for the Caribbean Region (CCDM) Project, which aims to strengthen regional, national and community level capacity for mitigation and management and facilitate a coordinated response to natural and technological hazards and the effects of climate change. Within this wider context, the G Tool was developed to help national disaster offices in CDEMA Participating States integrate climate change adaptation into their Comprehensive Disaster Management work programmes. The goals of the G Tool manual are to: Provide stakeholders with a comprehensive, common understanding of climate variability and climate change. Introduce stakeholders to the ideas and language of natural disasters and adaptation to natural hazards. Provide detailed guidance on how to mainstream climate change adaptation into the national CDM Work Programme. Develop a climate smart CDM work programme. The expected outcomes were: (i) Enhanced understanding of climate change issues among members of the informal multi disciplinary, multisectoral network of stakeholders about climate change and its impacts on the Virgin Islands (VI) including how climate change will affect existing development challenges and vulnerabilities and how climate change adaptation can affect current vulnerability and future risk; (ii) Existing and alternative adaptation options for the VI and gaps in current capacities are identified; and Climate change adaptation measures for mainstreaming into the country Comprehensive Disaster Management Work Programme are identified; (iii) Draft Climate Change Adaptation mainstreamed (climate smart) CDM work programme for the Virgin Islands; (iv) Piloting of the climate change mainstreaming guidance tool (G-Tool) and recommendations are identified for the improvement of the G-Tool and participatory scenario development process; and (v) A report, which includes Outcomes of the National CCA CDM Work Programme workshop including an enhanced Climate Smart CDM Country Work Programme; Presentations; Limitations; Opportunities for enhancing the utilisation of the Tool; Recommendations for the enhancement of the Tool; and Confirmation of proposed revisions to the Tool based the feedback and outcomes of the National CCA CDM Work Programme Meeting. The participatory scenario development workshop is the heart of the G Tool process. It engages stakeholders in the development and exploration of plausible sectoral/economic futures and enables them to examine possible disaster and climate change options and consider the implications of disaster and climate change risk for projected national development. The workshop process then takes participants through steps to identify adaption options and results and map them to the national disaster organisation s programme framework. Participant feedbacks from the Virgin Islands (VI) 4

5 workshop and observations made by CDEMA and the facilitators during its roll-out have informed the further refinement and finalisation of the manual and workshop process. The main objective of the pilot workshop was the participatory development of a climate smart CDM work programme by mainstreaming climate change adaptation into the national disaster risk management framework (CCA2DRM). Due to resource constraints, the pilot workshop was scheduled to be conducted over a two day period. This proved to be an overly ambitious time line in which to introduce stakeholders to the concepts of climate change, climate change impact, adaptation planning and mainstreaming. As a result the main output of the pilot workshop was a framework for a climatesmart strategy for the VI Country Work Programme rather than a full updated Climate-smart VI CDM Strategy and Programme Framework. The difference between the actual and planned outputs is as follows: due to the limited time available (a 2-day rather than the 3-day workshop) the participants were only able to mainstream climate change adaptation amendments to selected sections of the CDM Strategy (outcomes and outputs), but were unable to take the mainstreaming process to the level of the work programme with the introduction of adaptation activities (Figs 1 to 3). At the end of the workshop, it was agreed that the CCA2 CDM process would be continued as follows: 1. The amended VI CDM Strategy and Programme Framework would be prepared by the consultants (Fig. 3) 2. The Department of Disaster Management with further stakeholder inputs would take responsibility for completing the mainstreaming process climate smart changes the in the CDM Work Programme (August - December 2011). 3. The Department of Disaster Management would aim to make the climate smart strategy operational in The Department of Disaster Management would review the G Tool manual and provide feedback on its usefulness and ease of use, within a week of the workshop. Upon further review CDEMA took the decision to assign responsibility for bullet-item 2....completing the mainstreaming process climate smart changes the in the CDM Work Programme to the Consultant (Box 3). 5

6 Box 2: The G-Tool Workshop Accomplishments As a result of this workshop the framework for a climate-smart strategy for the VI Country Work Programme was developed (see Section 6). From the perspective of capacity development, awareness enhancement, and skills development, the pilot workshop was a success and the following was accomplished: o Climate threats to national development identified and prioritised; o Adaptation options identified; o Adaptation results statements drafted; o Mainstreaming entry-points identified; and o Climate change adaptation result statements incorporated into national Comprehensive Disaster Management Strategy. o Twenty-two representatives of VI agencies exposed to the G Tool manual and participatory workshop development process. o Specific recommendations for improvements to the participatory scenario development workshop and the G Tool manual were made during the workshop. In addition the workshop had the following immediate results were achieved: o Understanding among workshop participants of climate change issues and concepts and their practical operational application improved. o Engagement between the VI Department of Disaster Management and sector stakeholders facilitated. o G Tool Manual and Participatory Scenario Development Workshop Process piloted and improved. Box 3: Terms of Reference - Refine and elaborate the Draft CDM Country Climate Smart Work Programme Based on workshop outputs: o o Revise the outcome and outputs of the draft Climate Smart CDM Country Work Programme to reflect climate smarted language as required (Fig.3). Revise the activities of the draft Climate Smart CDM Country Work Programme to incorporate climate smarted/ rewritten activities. Undertake a gap analysis of the refined workshop outputs and undertake any further refinement or elaboration of the work programme to ensure that the Virgin Islands CDM Country Work Programme is fully climate smart. o This may include the climate smarting through rewriting of results/ or activities not addressed during the workshop but which are critical for the consideration of the Virgin Islands. o Development of new result areas and corresponding activities which may be necessary to carry forward the Virgin Islands climate smart work programme. Based on the outputs of the gap analysis and refined workshop outputs at prepare the refined and elaborated CDM Country Climate Smart Work Programme and submit to CDEMA (this report) who will review the document to ensure that necessary elaborations and adjustments are addressed. Revise the refined and elaborated CDM Country Climate Smart Work Programme based on feedback from CDEMA for onward submission to the Virgin Islands. 1 1 CDEMA submits the work programme to the Virgin Islands who will complete the process of developing a final work programme through a consensus building approach as outlined in the Guidance Tool (G Tool). 6

The Climate Smart VI CDM Strategy and Programme Framework 2012 to 2013 The Climate-smart VI CDM Strategy and Programme Framework presented below extends the process of mainstreaming climate change adaptation to the entire strategic framework and work programme. 2.1 Revise Workshop Outputs During the pilot workshop outcome statements 2, 4, and 4, and selected output statements associated with outcomes 2, 3 and 4, were made climate smart by introducing climate change adaptation language (Figs. 1 to 3). The output of the pilot workshop process was a draft Climate Smart CDM Country Work Programme Framework (Fig. 3). The workshop output was revisited, to amended, where necessary, to fully reflect climate smarted language as required. The Climate Smarting process was continued by the Consultant after the workshop to refine the workshop output and incorporate indicative adaptation activities in the VI CDM work programme (Fig. 4a to 4c). 2.2 Fully Climate Smart Virgin Islands CDM Country Work Programme Sections of the VI CDM Strategic Framework (outcome and output statements) that were not mainstreamed during the workshop (the un-shaded sections of Fig. 2) were reviewed and amended to introduce the Climate Smart language necessary to provide consistency when mainstreaming climate change adaptation at the activities level of the CDM logic model. The resulting strategic framework of Climate Smart outcomes and outputs is shown in Fig. 5. The Climate Smart amendments to the strategic framework were next reflected in the Staff Subprogramming Areas and Activities (Fig. 6), indicating the allocation of roles and responsibilities for climate smart activities within the DDM. Specific climate change adaptation actions were then mainstreamed into the VI CDM work programme with corresponding indicators to assist with the development of a performance framework (Table 1). The CCA2DRM process was applied to the last two years of the VI CDM Strategy and Programming Framework as the first three years of programming activity would have already passed at the time of the drafting of the Climate Smart amendments. Figs. 5 and 6 and Table 1 represent a draft, indicative, fully Climate Smart VI CDM Strategy and Programming Framework. Once reviewed and approved by CDEMA, the Climate Smart CDM Strategy and Programming Framework will be reviewed by the VI DDM and will serve as the basis for the finalisation of the process of mainstreaming climate change into the national comprehensive disaster management framework and the formal adaption and implementation of the proposed Climate Smart amendments. 7

NDOs and national GCC/FP collaborate with CCCCC in the development of CBAs for priority high-cost adaptation options. 3.7 Non-structural climate variability mitigation and climate change adaptation addressed (especially in the building sector) Coastal erosion reduced by employing best practices in coastal protection involving mangrove replanting. GCC hazard mapping and modelling (3.1. and 3.2) used to identify high-risk no-build areas for critical infrastructure and human settlement. 12
