1 Building & Site Plan Review DR18-6: Arrowhead Plaza Lots 2 & 3 Drive-thru restaurant TO: Design Review Advisory Committee (DRAC) FROM: Ashley Koehler, Planning and Zoning Administrator REPORT DATE: 7/26/18 MEETING DATE: 7/31/18 FUTURE REVIEW: P&Z Commission (pending 8/8/18) The owner/applicant is proposing to construct a 1000sf drive-thru restaurant. No tenant has been selected so this is a spec-built restaurant space. The Sketch Plan was submitted on 7/10/18 and Staff s comments were incorporated into the revised submittal received on 7/20/18. DRAC then reviewed the site plan and elevations on 7/23/18 and voted to recommend approval of the design concept with conditions but did not approve the color (white and black) and requested a follow up meeting to review alternate building colors and more specifics on the materials to be used. ANALYSIS: The application materials have been reviewed for compliance with the zoning regulations in the Land Development Code (LDC) and the Design Standards for the CC Zone (Appendix A of the LDC) as documented in the Staff Report for the 7/23/18 meeting. The table below outlines only the applicable sections related to colors and materials. Regulation Required / Allowed Proposed Conformance / Staff Comments C.4. Materials / Color All sides of a building shall be covered with exterior building materials that predominately consist of those materials indigenous to the intermountain West, including brick, natural or block stone and painted or natural wood. Changes in material between the building s base, middle and top shall be provided. Substitute materials that are equal in durability may be approved through design review. Preferred option: White batten board siding made of metal (24 gauge) will be the primary exterior material. Product information: om/batten/metal-wallpanels (see Ultra -24 gauge 17 ¾ Wide) Corrugated Galvanized 7/8 metal will be used as an accent above the entry way, on the exhaust stack and service entry overhang. Roof: Black metal Standing Seam 2 Mechanical Lock, 16 Wide Metal would be considered a substitute material. DRAC to discuss the material and recommend if this can be used as the primary material. Corrugated metal is listed as an acceptable accent/secondary material. The applicant is requesting that he does not install a wainscot/base in order for his building to achieve a certain building style (modern farmhouse). Instead he is proposing that the paned windows and landscape strip satisfy the architectural need to break up the building. The other buildings in the development use wood siding, timber awnings and stone bases. DRAC to discuss. 1
2 Building & Site Plan Review DR18-6: Arrowhead Plaza Lots 2 & 3 Drive-thru restaurant C.4.e Color Color schemes should be simple and coordinated over the entire building to establish a sense of overall composition. Color schemes should tie together buildings, signs, furnishings, awnings, canopies and entrances. There shall be no more than one base color for each thirty (30) feet of the front elevation; one base color for the entire front elevation is preferred. Using only one or two accent colors is also preferred, except where precedent exists for using more than two colors with some architectural styles. Natural wood finishes are appropriate for doors, window sashes and trim, signs, canopies and other architectural accents. Luminescent, sparkling, or day-glow colors are not allowed. Metals shall be finished in earth-tones or otherwise be burnished to minimize glare. Preferred option: White siding / Black roof Alt options: See attached elevations submitted on 7/25/18 DRAC to discuss. C.4.f Chain Stores and Contemporary Designs RECOMMENDATION: Contemporary interpretations of Driggs agricultural ranching history and rural-mountain surroundings are required. Designs that detract from Driggs sense of place and uniqueness (e.g., large blank walls, chain store designs or elevations that mimic those used in other communities) are not permitted. Storefronts that resemble suburban strip-malls (e.g., picture windows extending to near grade level) and those that use highly reflective glass are not permitted. Metal is allowed as a primary siding material, provided that it is a warm earth-tone color and it fits with the overall composition of the building design. See above. At the 7/23/18 meeting, DRAC generally supported the use of metal as a primary building material but requested the product material specs before making a final decision. DRAC to discuss. Staff recommends that DRAC review this report and discuss the items in bold, specifically make a determination on the color and materials. Staff further recommends that DRAC forward a positive recommendation to P&Z with the preferred color option. This recommendation will be carried forward to P&Z along with the motion and conditions made at the 7/23/18 meeting that is documented in the meeting minutes. MOTION: I make a motion to recommend approval of the elevations for the drive-thru restaurant using the proposed materials and with the following colors:. The recommendation is based on the findings that the proposal complies with the Design Standards in regard to color, materials, and contemporary designs as outlined in the Staff Report. Action Item: Arrowhead Plaza Lots 2 & 3 Drive-thru restaurant site plan and elevations Koehler presented the project, explaining the proposal for a drive-thru restaurant in the Arrowhead Plaza and described the location and layout. Jordan stated his concern that drive-thrus are permitted without a Conditional Use Permit and Koehler responded that this is a city ordinance topic and needs to be discussed separate from this review process. Koehler continued to explain the proposal and referred to points in the Staff Report that need to be discussed, specifically metal as the primary building material, pedestrian connections, dumpster screening, and the need for an updated site plan including a landscape plan as called out in the recommended conditions. Dean Rodatos described how he plans to develop the area for the community and businesses. Rodatos described the metal building materials he is proposing because they support a modern farmhouse style, make the building stand out in the development, reduce maintenance, and address weather conditions. Rodatos felt the proposed area needs to be food service given the location. From a design point, the style reflects a clean and sanitary condition. The color and design give it a country farmhouse look, but also bring in a modern element. James agreed with Rodatos comments stating that the trends are changing and clients at her architectural firm are requesting this modern style, including white buildings. Therefore, James supports the change in material from the other existing buildings and will bring in more investment to the area. Shepard also believes the metal material will work well in the area but did not support the black and white building. Shepard believes the building should have a subtle color that coordinates with the surrounding buildings. Discussion on color options including chocolate brown or gray and reference to building examples in the Valley and in Jackson. Rodatos stated he would pursue other color options. Discussion on the metal material and concern that other buildings in the development would want to be all metal as well and set a precedent. Rodatos responded that the batten board metal he is proposing is from Bridger Steel and is high quality and holds up better than wood or concrete options. The Committee discussed the need for the applicant to submit details on the brand and style of the metal siding to be used. The Committee confirmed that the building design is acceptable but had concerns over the material and color of the building. Rodatos responded that he will consider other colors that still support the modern look and still stand out in the development. Jordan inquired about stormwater facilities. Rodatos responded that he recently had the weeds cleared, asphalt re-surfaced and striped and will comply. Koehler responded as well that Public Works reviews all projects at time of Building Permit for compliance with the stormwater plan. Katherine Shepard motioned to accept the design concept and table the final recommendation until the next meeting on Tuesday, July 31 st at 10AM to review colors and materials. Jane James second the motion. Discussion on the motion. Shepard amended the motion to accept the design concept with the conditions in the Staff Report [listed below] and table the final recommendation until the design material and colors are presented. 1. The dumpsters shall be located in the dead-end portion of the parking lot to the north and screened on 3 sides by a wall with a minimum 6 feet in height and on the fourth side by a solid gate at a minimum of 6 feet in height. 2. Any ground-mounted mechanical equipment, such as an A/C unit, shall be screened with landscaping and/or a wood fence. DRAC Meeting Minutes 7/23/18- DRAFT Page 2 of 3
11 3. Prior to review by the P&Z Commission for a final decision, the following shall be addressed: a. A landscaping plan including tree and shrub count and species shall be submitted that conforms with the landscaping requirements of Appendix A. b. The location for a bike rack shall be shown on the site plan at a location that conforms with c. The Site Plan shall be updated to show a pedestrian crossing from the restaurant to Anytime Fitness to the south and to the building pad to the north. d. The Site Plan shall be updated to show a delineation around the drive-thru lane (striping or curb). e. The Site Plan shall be reviewed by the Public Works Dept and Fire Marshal.
