Municipality of Muzzano (BI) The municipality decided to reduce the FEES FOR OBTAINING THE CONSTRUCTION PERMIT in the case of: renovations change of use extensions of existing buildings new buildings if the highest energy saving measures are implemented in the work. The document was written by some experts in the field of energy efficiency together with the mayor and his deputies. 32

Municipality of Muzzano (BI) The first draft was sent to the major certification institutions in Italy, namely ZEPHIR for Passivhaus, South Tyrol Energy Agency for CasaClima, and ClimAbita Foundation for e_climabita. The document was eventually validated and approved by the Region Piemonte. MOTIVATION «The idea to start from the regulations and prior to this from public funding is due to their ability to inform and communicate, to foster citizens awareness and motivate all the stakeholders of the building sector to take part of the change for a better life quality.» 33

In order to prevent (legal) objections, it also gives the opportunity to propose other building standards which have first to be validated by an appropriate Scientific Committee. Link: 40
