1 NOTICE TO TENDERERS Tender number: DBN/CAP (RTPC) 753 Tenders invited for: SUPPLY & INSTALL SIGNAL TARGETS & SIGNAL LIGHT UNITS FOR VARIOUS SIGNALS FOR METRORAIL KZN With effect from 14 February 2018 to 20 February 2018, the tender document (CD) may be collected at: Address: Metrorail Regional Office 65 Masabalala Yengwa Avenue Durban Station Office hours: Mondays to Fridays 08:00 to 15:30 (ONLY) CIDB GRADING OF 3EP IS APPLICABLE TO THIS TENDER where CD s can also be obtained on payment of an amount of R per disc which is not refundable. No cash or cheques will be accepted at PRASA offices (Bank Deposit or Electronic Payments - allow for 1-day delay). Clearly indicate the Tender Number on the Deposit Slip or EFT document as reference. Failing to do so will result in you not being granted access to the Briefing Session. Tenderers must arrange own transport and parking. Tenderers failing to attend the compulsory tender briefing session will be disqualified. PRASA reserves the right to only allow tenderers in possession of a valid tender document at the briefing. A maximum of two representatives per company will be allowed to attend the briefing. Tender documents (CD s) are only available during the period stipulated above. THE ONUS IS ON THE TENDERER TO PRINT THE DOCUMENT FROM THE CD DISC AND SUBMIT PRINTED TENDER DOCUMENTS WHEN SUBMITTING THEIR TENDERS. NB: IT IS MANDATORY REQUIREMENT FOR PROSPECTIVE SUPPLIERS TO BE REGISTERED ON THE CSD IN ALL REQUESTS FOR PROCUREMENT OF GOODS AND / OR SERVICES.

3 SPECIFICATION ANNEXURE 5 GENERAL INFORMATION Region : Metrorail KZN Department : Signals Contract : Supply & Install Signal Targets & Signal Light Units for Various Signals in the KZN Region Contract Period : 6 months INTRODUCTION The existing Signal targets and Signal Light Units on identified signals in the KZN region have been severely degraded due to the corrosive sea air. The targets need to be replaced to increase the lifespan of the signalling equipment and improve safety and reliability. 1.0 SCOPE OF WORK 1.1 The successful tenderer will supply and install individual light units and complete signal targets manufactured to specifications PS01 attached. 1.2 The contractor will supply and install the targets together with the blanking plates, light units with cabtyre cables, arrows, grommets, cable glands, vandal-proofed junction boxes on the signal pole to match existing vandal-proofing locking mechanisms used in the Durban region. 1.3 The targets provided must be painted matt black with appropriate UVA/UVB resistant approved paint. 1.4 The contractor must provide all the material and equipment according to the Bill of Quantities. 1.5 The list of signals to be refurbished is per attached Table The contractor will supply 5 aspect targets. Where less than 5 aspects are used, the contractor will blank off the remaining aspects with round blanking plates. 1.7 Contractor is to attend a compulsory site visit to ascertain the nature of works as well as to properly quote for the required works. This site visit will take place immediately after tender briefing. No errors in measurement will be rectified later. All contractors to provide PPE during site visit. 2.0 CONTRACT DURATION Contract duration is 6 months from date of award, i.e. tenderer having acknowledged receipt of the award letter. Contractor is to provide a proposed project plan (Gant Chart) for the supply and installation as part of the tender. Contractor must complete attached Annexure A: (Statement of compliance) to committee to contract duration. 3.0 QUALITY ASSURANCE Metrorail requires that the contractor has the quality check sheets/documents of the Signal Targets equipment in use. Proof of the quality check sheets/documents in use must be submitted with the tender document. 4.0 PENALTIES Should the Contractor fail to complete delivery on/before the stipulated dates as agreed for in this tender, a penalty fee of R5000 per week will be charged. 5.0 GUARANTEE PERIOD All equipment supplied and installed must be guaranteed for a period of one year starting on the date of completion of contract-(handover-date). Contractor to complete attached Annexure A: (Statement of compliance) to committee to guarantee period.

4 6.0 TERMINATION OF CONTRACT Metrorail KZN reserves the right to cancel the contract at any time during the contract period in the case of the contractor not performing according to the requirements of the agreement. Metrorail KZN reserves the right to reduce or increase the quantity of material. 7.0 CIDB GRADING CIDB grading is 3 EP 8.0 SPECIAL CONDITIONS 8.1 Contractor is to include in his costing for security and 2 flagmen as required for the works. 8.2 The flagmen must be certified and have up to date training and refresher courses completed. 8.3 A 5% contingency amount is to be included in the final price by all tenderers. This contingency will be utilized under special written instruction of the HOD signals and must be motivated well in advance. No variations orders on time or financial will be allowed on this project. The contingency amount will be strictly controlled by the HOD Signals ANNEXURE A: STATEMENT OF COMPLIANCE The contractor must complete the Statement of Compliance for this Specification.
