Energy Performance Contracting: The Village of Mundelein Story Authors: Derek J. Wold, P.E., BCEE Ermin Arslanagic

Chapter 1: Energy Audit Chapter 2: Performance Contracting Chapter 3: Project Scope (FIMs) Chapter 4: Results Chapter 5: Success Factors Chapter 6: Takeaways

Chapter 1: Energy Audit Monitored Energy Use at WWTP o o o Potential savings: $100,000 / year Grant funding available No dedicated capital to fund project Looking for improvements and means to do it: Where there is political will, there will be efficiencies

Chapter 2: Performance Contracting 50 ILCS 515/5 Energy savings performance contracting is a legislation designed to: 1. Identify energy and operational inefficiencies and quantify them. 2. Redirect existing energy and operational spending (based on identified inefficiencies) into renovations. 3. Have qualified ESCO financially guarantee results of their estimated savings and improvements.

How are your costs impacted with Performance Contracting? Your Utility Bill Before Note: this is for illustrative purposes

Performance Contracting during the term of the contract Immediately begin to enjoy the savings Your Utility Bill Payment for Efficiency Upgrades Your Savings Before During Note: this is for illustrative purposes

Performance Contracting enjoying the full savings Enjoy the full savings Your Utility Bill Payment for Efficiency Upgrades Your Savings Before During After Note: this is for illustrative purposes

Chapter 3: Project Scope FACILITY IMPROVEMENT MEASURES (FIMs) WWTP Improvements Water System Control SCADA Improvements Lift Station WWTP Water System

Chapter 3: Project Scope - WWTP Aeration System Baseline / Existing Conditions Measured in March 2010 and December 2011 kwh/d kwh/mg March ,334 1,572 December ,376 1,304

Chapter 3: Project Scope - WWTP Aeration System Improvements Remove one blower with a high-speed turbo blower Replace diffusers Modify piping for zone control of aeration tanks Advanced Controls: D.O.-Based Control NH 3 Feed-Forward Control

Chapter 3: Project Scope - WWTP Aeration System Improvements: Results Energy at the WWTP reduced From 4,376 kwh/d before To 1,157 kwh/d after 75% aeration system reduction 41% energy reduction overall

Chapter 3: Project Scope - Water Pumping Improvements Second zone is fed directly through a flow control valve Free Energy Install booster pump to utilize delivery pressure from supplier 1/10 th the power per GPM Minimize flow through ground storage (turnover only) Reschedule backup well exercising

Chapter 3: Project Scope - SCADA Improvements Lift Station Remote SCADA Upgrade Aeration System Controls Power Savings Process control Water System Automation

Chapter 3: Project Scope - SCADA Improvements What Install PLCs and via radio into existing SCADA system Benefits Eliminate daily station checks (done less often now) Detect problems before they happen Detailed alarm & status information Retask manpower to higher value tasks Automatic reports on pumping/starts & stops

Chapter 3: Project Scope - SCADA Improvements

Chapter 3: Project Scope - SCADA Improvements What Gutted traditional PLC programming for on/off pump control based on pressure and tower levels. Benefits Water tower levels are automatically topped off (stored energy) before daily high demand period. Profiled tower level automation minimizes daytime pump calls and manage reserves to fit expected demands. Additional controls to minimize reservoir freezing and improve low/high water demand response.

Chapter 4: Results

Chapter 4: Results

Chapter 4: Results SCADA remote access Project that will pay for itself and continue to generate benefit

Chapter 5: Success Factors Funding Sources Illinois Department of Commerce & Economic Opportunity ~ $ 121,100 Illinois Clean Energy Community Foundation ~ $ 96,400 TOTAL GRANTS AWARDED: $217,500

Chapter 6: Takeaways Who will carry all of the RISK associated with project design, implementation and multi-year performance?

Time and Availability Do you have time and staff to self perform in a timely fashion before priorities change? staff changes /retirements? budget changes?

Will You Look Good or Exhausted?

What Does Performance Contracting Bring? Guaranteed Results - if savings fall short ESCO pays difference NO Change Orders Complete Project Implementation & Management - one firm Long Term Project Monitoring - maintain desired results No Architect or Engineering Fee versus 10 to 15% of job cost with no guarantees or problem resolution on traditional procurement Single Source - for problem resolution on any part of the project, plus maintenance capabilities if so desired

What Does Performance Contracting Bring? Selection Flexibility a process that provides flexibility in selecting the best value with a track record of performance, not low bid On-Going Training and Support Master Facilities Plan - allowing a plan for facility improvements, by proactive planning, not reactive emergencies
