5 1. GENERAL INFORMATION 1.1. VA BUILDING INFORMATION LIFECYCLE VISION Purpose The United States Department of Veterans Affairs (VA) is committed to utilizing Building Information Modeling (BIM) 1 tools, 3D Models, 2D Drawings, Data, and other uses to support the delivery and management of world-class healthcare for our nation s veterans. The goal of VA s use of BIM for new facilities is to deliver higher value in quality, timeliness, cost, and to maximize building performance during operations. VA recognizes BIM is not a specific software platform but rather an innovative process that encompasses the use of various software and techniques. VA has adopted the BIM definition provided in the National BIM Standard: BIM is a digital representation of physical and functional characteristics of a facility. BIM is a shared knowledge resource for information about a facility forming a reliable basis for decisions during its lifecycle; defined as existing from earliest conception to demolition. 2 BIM represents a paradigm shift in the product, management, and delivery of planning, design, construction, activations, facilities operations, and real managing of property that if utilized properly, promises to deliver significant value for owners. Just as digital medical records help VA improve patient care, so standardized building data available electronically across VA will help the agency take advantage of previously inaccessible knowledge to manage its real property portfolio lifecycle more efficiently. BIM and other digital tools can enhance communication and Lean efficiencies during project development, providing all stakeholders an improved way of understanding the issues so they can fully participate together in solving problems. Because of these advantages, VA adopted BIM for design on Major Construction projects in 2009 and issued the BIM Guide requirements for use on all VA construction in 2010, but as technology and business practices enabled by BIM have been continuously evolving, revisions were necessary. The release of the VA BIM Standard, a collection of documents which includes this BIM Manual, will allow VA and our industry partners to apply the efficiencies BIM provides to capital asset projects for VA. VA will utilize BIM to provide stakeholders with a greater understanding of how a building is to be planned, designed, constructed, used, operated, and managed. BIM will serve as a virtual representation of the actual building, and the basis of the 2D documentation (i.e., plans, elevations, sections, schedules, 3D perspectives, isometrics, and details), which are generated from and must be fully coordinated with the concurrent model. 1 BIM is used both a verb (modeling) and a noun (model) in industry 2 National BIM Standard v BIM MANUAL Version 2.2 1

6 Industry has used BIM tools to enable Lean business process improvements that have made dramatic advances in eliminating wasteful, non-value added effort in design and construction workflow. The result has improved project coordination, reduced rework, and accelerated project delivery. VA requires all Architect-Engineer () and General Contractor (GC) Teams to drive inefficiencies out of their workflow by employing Lean/BIM methodologies to increase delivery efficiencies in relation to faster delivery, and increased quality of design and construction VA Objectives for BIM use A. IMPROVE ACCESS TO HEALTHCARE for veterans by reducing the time it takes to deliver a high-performing facility through the use of more efficient and Lean business processes enabled by BIM. B. EXECUTE A FACILITY INFORMATION LIFECYCLE APPROACH for healthcare buildings through the use of digital information developed and shared through the activities of facility planning, design, construction, activations, facility management, portfolio management and property disposal, to help achieve better stewardship of VA s capital assets. C. VALIDATE THAT THE PROPOSED DESIGN SOLUTION solves VA s medical functional needs, regulatory requirements, building operational needs, and safety requirements. D. ACHIEVE IMPROVEMENTS IN CONSTRUCTION by recognizing that the s work deliverable must be tailored specifically for the needs of contractors; consequently VA intends to use the models (not just the drawings) for construction purposes such as the use of regular 3D coordination meetings during design and construction (to reduce field coordination issues such as Requests-For-Information (RFIs) and change orders), general quantity take-offs for materials, using survey coordinates for the site and building layouts, and other process improvements such as off-site fabrication, etc. E. ENHANCE COMMUNICATION AND FEEDBACK through the use of live, facilitated reviews with all stakeholders (i.e., VA leadership, medical staff, construction trades, facilities staff, etc.) Requirements for Implementation VA BIM Standard is a suite of documents (including this BIM Manual) that apply to the physical asset documentation of existing and new facilities owned by VA. (National Cemetery Service projects are exempt from these BIM requirements.) For leases, see Appendix 6 BIM for Leases. These standards apply to design and construction projects where the services of a professional licensed architect or engineer () are required to sign the construction documents and to other work if the final deliverable is ultimately to be used to document the physical asset, even in cases where a licensed professional is not required. VA BIM Standard applies to the work of the and the construction team managed by the General Contractor (GC). The use of BIM on nonrecurring maintenance (NRM) projects is strongly encouraged but is at the discretion of the local VA facility. BIM MANUAL Version 2.2 2

7 VA BIM Standard Documents The following is a list of general categories within the VA BIM Standard. See the VA Technical Information Library for the entire set of documents. Additional documents will be added. LEGAL CONSIDERATIONS Ownership and Use of BIM The ability to own, reuse, and properly manage building data throughout the facility lifecycle accrues significant advantages for an owner. Consequently, VA places significant importance on the accurate creation, management, and stewardship of all digital information (including but not limited to Models, 2D Drawings, specifications, visualizations, and data) created during project development and execution. VA intends that this information will be used for planning, design, construction, equipment selection, facility management, as well as other purposes (including but not limited to commissioning, management of project activities, and real property reporting), and by other software as needed. In accordance with FAR Part 27, clauses incorporated in Section , Contract Clauses and Special Contract Requirement 1.14 GOVERNMENT RE-USE OF DESIGN (Section ), the Government has ownership of and rights to all CAD files, BIM Models, objects, elements, associated model data, and Facility/Site information, etc., developed under contract to the government. The Government may make use of this data for any purpose. Model elements that pre-exist the contract, and that are incorporated into the BIM, are perpetually licensed to the Government, without fee, for use in constructing, operating, maintaining, renovating, and expanding the facility. Neither the, nor the GC will assert against the Government any right of copyright to materials developed under contract to the Government Contract Documents The Design-Intent Model is the s primary design deliverable to VA. The 2D drawings are derived from the Design-Intent Model, but only reflect specific extracted views, and do not contain as much information as is in the Model, itself. The General Contractor is required to construct in accordance with the Model, as amended through contract approved processes. The Contract Documents may specifically state for construction costs less than $10 million that 2D drawings or other information takes precedence over the Design-Intent Model, but in all other cases, the Design-Intent Model takes precedence over the 2D drawings, and the non-editable federated Design-Intent Model will be the Instrument of the Contract used for construction award (NWD or equal). Regardless, all revisions to the Contract Documents after construction award must be made in the Design-Intent Model and the subsequent updated 2D Drawings must be derived from the updated Model. All models must be shared with project stakeholders as needed. BIM MANUAL Version 2.2 3

8 Authority of a Federal Construction Agent On those projects where VA is using the services of a Federal agency with construction authority to act as the Construction Agent, such as the United States Army Corps of Engineers (USACE), Naval Facilities Engineering Command (NAVFAC), or General Services Administration (GSA), the Construction Agent will use VA BIM Standard to manage the work. If a Construction Agent is used, the Construction Agent will exercise the rights of VA to manage the work required in these documents. Exceptions are where deviations from VA Standards are requested, approvals needed by users, or in other cases where noted Reviews, Approvals, Issue Resolution, and Waivers Situations may arise where adherence to this standard is not in the best interest of VA. If such a situation arises, the party creating the information must request and obtain a waiver from VA before deviating from VA BIM Standard. If a Construction Agent is used the Construction Agent must submit the waiver request to VA for a decision. The Construction Agent is not authorized to waive VA BIM Standard. VA is not opposed to waiver requests, but the request must identify the specific standard for which the waiver is requested, the reason for the waiver, the resulting impacts on the purposes VA intends, and any alternative approaches that should be considered. The and the GC must update their respective BIM Project Execution Plans (BxP) with any approved waivers Required Expertise All work requiring services to create BIM Models and data about or for VA facilities must take place under the formal direction of a BIM professional who has a minimum of five years of proven experience in using BIM for similar projects of size and complexity, and who can provide examples of competency to execute the requirements in VA BIM Standards. Design services must be conducted under the supervision of a licensed professional architect and/or engineer. Site surveying, identifying the survey monument for the project, laser or photogrammetry scanning, must be under the formal direction of a licensed professional surveyor competent in geomatics REQUIRED DATA MANAGEMENT Importance of Data Integrity in Building Lifecycle VA considers building data to be a strategic asset that must be managed appropriately to maintain its value. All entities working on VA capital asset projects will take due care that data nomenclature, integrity, accuracy, and completeness are maintained during project delivery and transfer between software applications. VA will be using the COBie 3 format as the method to import information into the CMMS Folder and File Structure All deliverables will be appropriately named and stored as described within VA BIM Standard - Drawing Deliverable Requirements (DDR). 3 Construction Operations Building Information Exchange (COBie) BIM MANUAL Version 2.2 4

9 BIM Execution Plan (BxP) 4 The BxP is a process management document executed between the prime and its consultants, and between the GC and its sub-contractors, which defines how those teams will use BIM to meet VA requirements. The BxP must include the standards, responsibilities, and protocols for modeling and file transfers (such as setting up collaboration servers). The and GC s BxP(s) will be used to track progress towards meeting VA BIM requirements. The, with the assistance from VA, will assist in the transition between the design and construction BxP in Design-Bid-Build (DBB) procurements. The BxP must be used as the basis for the GC BxP, and will be updated as required by the GC. The protocol for sharing the models between the and GC, and the method of coordination during Construction Period Services for the handoff of information, including scheduling handoff dates, formatting, responsibilities, data validation, etc., must be coordinated between the and GC and documented in their respective BxP plans. 5 The must submit the BxP according to the PG list of deliverables. The GC must submit their BxP with the required overall Project Management Plan submittals and resubmit the BxP periodically again at construction milestones and when updated. The BxP(s) must include a Project Data Security Plan for the exchange of information during design and construction and a COBie Execution Plan for managing FM Data. The Data Security Plan must address the methods and systems for protecting and managing the data developed under contract with VA to prevent unwanted intrusion, viruses, damage, and unauthorized access to project files and to assure that data is effectively backed-up and secured. It is the responsibility of the and GC to ensure that digital systems, software, and servers, etc. being used to create or manage VA building information during project delivery are accessible to only those individuals who are responsible for design, construction, coordination, management, and/or approval of the specific project. The BxP(s) must provide the information as required in the Army Corps of Engineers (USACE) BxP Template MODEL MANAGER RESPONSIBILITIES One individual must be designated as the Model Manager to be the responsible person who is accountable to VA for BIM, including data creation and model management coordination between team members for the project. If the project is being procured by Design-Bid-Build then there will be a separate Model Manager for the and the GC who must coordinate their respective work. If Design-Build (or other similar joint Design/Construction entity) procurement is used, there may be just one Model Manager for the entire project work. Each Model Manager is accountable to VA for the following activities: A. Ensuring compliance with VA BIM Standard and required deliverables B. Developing, maintaining, updating, distributing, and providing clarifications to/for the BxP 4 Also known in industry as the BIM Project Execution Plan (PxP) 5 For additional information on BxP, see the National BIM Standard United States (NBIMS-US TM ). 10 C. Structuring, defining, coordinating, and managing model creation, model and data quality control across all firms, disciplines, or trades under its contractual umbrella D. Leading and facilitating the BIM Management Project Kick-off meeting with project team member modelers to explain the BIM project objectives and management protocols E. Verifying that the geo-references in the associated technical discipline models are properly referenced to the identified project permanent survey monument and with each other F. Ensuring regularly scheduled periodic Design Coordination and/or Construction Coordination review meetings G. Coordinating updates of the Design-Intent model(s) to create the Record Model and delivery of BIM-derived 2D Drawings and other information as required to support the project delivery process H. Instituting Quality Control (QC) for proper modeling, standards adherence, and classification of all spaces and equipment as required I. Providing proper delivery and data and model quality control and coordination with VA Office of Information Technology (OI&T), Activations/VA Medical Center Engineering for the transfer of VA required facilities management data and BIM to the CMMS 2. MODELING REQUIREMENTS KEEPING THE END IN MIND 6 - The Models, 2D Drawings, and specifications serve three essential purposes: First, the information must effectively and clearly convey the s design to allow VA to evaluate the suitability of the design for VA s operational needs; Second, the information must unambiguously present the design to the GC and its subcontractors and vendors during the bidding and construction process, thus minimizing RFIs and eliminating Change Orders due to incomplete, inaccurate or conflicting information (VA expects that documentation will correspond to the contractor s need for information and to support efficient project execution); Third, the information must support VA s Facility Management requirements. The information listed in this section is a minimum requirement. It remains the responsibility of the and the GC to create the appropriate level of information needed to fulfill their required contractual project obligations. It is expected by VA that the models, analyses, and data will be used to support the decision making process for high performance building design and construction activities GENERAL At a minimum, all elements within the scope of work and within the limits of the construction site or that may be affected by construction must be modeled, including but not limited to: All building structures, equipment, and systems Utilities above or below ground inside and outside of project boundaries to service connection points 6 Quote by Stephen R. 11 Construction Details All major vegetation (e.g., heritage trees) to be preserved Any areas to be protected during construction Project site conditions Equipment needed for Room Test-fits and Building Service Equipment 2.2. OPEN DATA STANDARDS VA is committed to the interoperability of data as a strategic management tool to enable access and reuse of building information over the lifecycle of its capital assets regardless of software used. The models and data must be developed using national standards so that information can be machine read and used throughout the facility lifecycle that will occur over a great number of years. Unique GUIDs 8, assigned in the Space and Equipment Planning Tool (SEPS) or in the BIM tools, must be maintained throughout project development and delivery to support data workflows that require keeping track of space and equipment. Users should consult with their BIM-authoring application vendor to learn the recommended method for creating space objects that can be exported to an IFC format BIM TECHNOLOGY AND PLATFORMS VA is vender neutral in regards to the use of specific authoring software platforms, and accepts parametric software applications that comply with current Industry Foundation Classes (IFC) standards (ISO 16739) as the structure for future-proofing access to legacy projects and for exchanging building data. All IFC model deliverables must be derived from native software authoring tools. If, for some specific purpose a specific platform must be used for design that diverges from these requirements (such as at the request of VA Chief Engineer at a Medical Center), an approval via waiver will be obtained from VA and noted in the BxP. BIM software authoring platforms used for documentation of VA capital asset projects MUST be: Certified to meet the most current Industry Foundation Classes (IFC) Coordination View, and FM Handover View (COBie) when FM Data is needed. Within one version of the current authoring software release at project turnover. This is to ensure that the Model is viable for facility management. When using Autodesk Revit, the model must be checked for compliance with VA requirements for data and modeling using the free model checker provided by Autodesk. Other similar authoring softwares must provide equivalent quality control model checking, which must be outlined in the BxP and accepted by VA. The results of the Model Compliance Report must be submitted to VA at each design progress review. 8 GUID Globally Unique Identifier, which is a unique code identifying each object/space. A GUID should not be confused with code in room code, equipment code (JSN), or space code. The GUID assigned by the BIM authoring tool persists through room name changes and various other modifications, allowing the object/space to be tracked throughout the project execution process. 12 2.4. MODELING TOLERANCES AND DIMENSIONING Building Objects/elements must to be modeled in their exact location within the industry standard tolerance for the trade or discipline being represented, but in no case greater than 1/8. All BIM Objects for construction must be modeled to actual real-world dimensions (not nominal). The and GC are responsible for designating stricter tolerances if needed to facilitate the intended uses of the model as outlined in this manual or as needed to execute the project. GC modeling for construction uses must have tolerances that enable accurate manufacture or layout of elements to which it applies. If laserguided layouts (such as Total Station), pre-fabrication, or modular assembly techniques are being used, then the modeling teams, preferably with the GC, will review the tolerances required in those areas and for that building system component. Results and any adjustments affecting current and future modeling must be documented in the BxPs. Exceptions must be approved by VA and also noted in the BxP. Dimensions must comply with the DDR 9. Dimensions must be automated, object referenced and associated, and must not be overridden. Dimensional values (i.e., the text appearing in dimension strings) will be in Imperial units (e.g., 10-0 ) PROPERTIES AND ANNOTATIONS The BIM Model(s) and BIM Objects must contain the appropriate non-graphical properties to accurately support automatic population of annotation tags and schedules from within the BIM software. In general, all information that would appear in a schedule for a particular object must have object properties with populated values. All general annotations must comply with the DDR. Where VA BIM Standard does not explicitly define a standard for a particular type of annotation, the latest version of the National CAD Standard applies. The models must be documented with the appropriate tool within the BIM software designed for that purpose. All references including but not limited to elevations (interior or exterior, partial or whole), sections (building, wall, or object), plan, and detail callouts or marks must be created using the appropriate tools/commands from within the BIM software and remain dynamically connected throughout the project. Manual overrides are not permitted. Titleblock identification values (e.g., sheet number and sheet name) must be associated and automatically populated and remain current throughout the project. Annotation symbols such as tags are to read and display information contained within the model properties. Fire rating fill patterns must be constructed within 3D wall types so that the partition s respective rating is shown through all scales and types of views, including 2D Drawings BIM OBJECTS The term BIM Objects encompasses elements, components, and systems. While the terminology is often interchanged and the understanding can vary based on software platform used or Various disciplines/trade involved, the basic concept is that BIM Objects refers to an individual item, or a collection of items, that comprise the model(s) for the design of the facility and the site. 13 and categories must be named in accordance with FM Data Spreadsheet 10 and space & equipment standards 11. Where no VA naming is available, follow a logical naming convention that is to be documented in the BxP. The authoring of BIM Objects must adhere to the following guidelines: Global Properties must be used where appropriate to increase modeling value and performance. The attribute of any given BIM Object will reference global properties for its respective category. For example, a Width property for one piece of equipment must use the same global properties designated as Width for all equipment within the same category. Additional properties denoting the same attribute with slight variations must not be created (i.e., width1, Object Width, etc.) All objects must be modeled or created using the tool within the software that is designed to be used for that specific object or purpose. For example, a BIM software s wall tool must be used to create a wall. A wall is not permitted to be merely drafted lines. If a new object is created then it must be designated as the real world element it represents, having the proper classification and/or data attributes for the project and object type, and must report properly from the BIM software as the objects they represent rather than unassigned graphic primitives. This will allow the information associated with them to be properly updated, reported and available for export and reuse. Generic, miscellaneous, or unspecified categories are not allowed. Use BIM authoring software object libraries 12 when creating BIM Objects whether they are actual 3D BIM Objects or 2D representations. Models must be comprised of the software s BIM Objects for representing building products. Geometric lines, arcs, and vertices are not allowed. This is necessary to enable classification and reference keynoting (such as to the Unified Facilities Guide Specification (UFGS) or MASTERSPEC number) LEGENDS AND SYMBOLS Legends and symbols in the 2D drawings may be 2D representations but are to be connected to the actual BIM Objects to which they are referring (i.e., any change to the actual BIM Object will result in an immediate updated 2D representation). Actual BIM Objects must be 3D objects with attached or associated data and metadata as defined throughout VA BIM Standard SCHEDULES AND DETAILS All construction details must be Model Details and created with BIM tools and linked to the 3D view. All details that appear on 2D Drawings must be derived from BIM and match the assembly in BIM. No Drafting Details created in 2D software and added to the 2D Drawings will be accepted. All 2D drawing schedules must be derived from the properties of the model object, with the exception of calculations (e.g., calculations for low voltage, structural, electrical, etc.). Schedules are not to be augmented with unconnected data. 14 2.9. GEO-REFERENCE REQUIREMENTS VA requires that all models contain geospatial information that is properly referenced between a permanent, physical, USGS 13 Survey Marker s geographic survey point (Site Origin Point) available in the State Plane Coordinate system where the project is located, and the coordinate system in the model space (Project Base Point 14 ), thereby providing a precise, measurable reference point for accurately locating and constructing buildings, site work, utilities, and infrastructure. (See Appendix 5 Instructions for Geo-Referencing) QUALITY ASSURANCE/QUALITY CONTROL The and the GC are responsible for assuring their models and data submittals have been thoroughly checked and meet VA BIM Standard and contract requirements for the project. Models and data must be submitted as noted in Section 3.9 Deliverable Summary, for compliance evaluation by VA MODEL PROPERTIES Physical construction and products that are represented in objects must include the basis of design for the properties of the object as described in FM Data Spreadsheet and the Appendix 3 - VA Spatial & Equipment Data Spreadsheet. The may use external BIM tools to manage the data during design if the external tools are IFC compliant. The final deliverable must provide the required information in a COBie format for import into the CMMS. (There is a COBie import feature available in CORE The CMMS for the data and a viewer API for the 3D Model.) The will model all BIM Objects with sufficient detail necessary to communicate design intent (if Design-Bid-Build procurement) for construction, conduct design coordination, and facilitate VA BIM requirements. If a Design/Build procurement will be used, the must model for construction fabrication and adapt that model for FM (see Record Model). The GC will model detailed elements of building equipment and systems, with their accompanying space reservations as defined in VA BIM Standard, and for other uses as determined by the GC. OmniClass Codes 15 (latest published version) must be assigned to all spaces, building equipment, systems, and underground utilities. Spatial Objects must maintain the codes provided in the SEPS BIM Export file. If a new Space Object has been created or does not have an OmniClass code in the PFD, then the appropriate OmniClass code must be applied. Use OmniClass Tables 13 and 14 in combination as appropriate for spaces and OmniClass Tables 21, 22, and 23 for building assets: Table 21 for systems, Table 22 to align modeled technical solutions with specification sections, and Table 23 for building equipment STARTING A NEW PROJECT (SEPS2BIM) At the beginning of the design work for each new project, VA will provide a Project BIM Export file from SEPS in an Excel spreadsheet format to the. This file will include 1) the Program for Design (PFD) which lists each required room and the amount of space the room contains, and 2) the Project Room 13 United States Geological Survey = USGS 14 Base Point, Survey Point, and Origin Point are names for the same thing in different software systems 15 For questions about OmniClass, consult the Construction Specifications Institute (CSI). BIM MANUAL Version

15 Contents (PRC) which provides a preliminary equipment list for each room (no building service equipment). The PRC will be further refined by the Equipment Planner for the specific project. The final deliverable, called the Room Contents List, will identify the equipment in each room for VA Activations use. The Project BIM Export file must be used as the source for creating the room layouts in BIM and establishing a starting point for refining the non-medical and the medical equipment contents for each room. The Project BIM Export file contains the unique identifying GUID codes (and other data) so that the rooms and equipment can be tracked throughout the project development. The and GC must maintain the naming, GUIDs, and other codes and identifiers in the Project BIM Export file as required and include them in work deliverables provided to VA (See Appendix 3 - VA Spatial & Equipment Data, and FM Data). The SEPS Project BIM Export file, containing the naming and GUIDs for the PFD and PRC information, must be directly imported into BIM architectural plans and equipment objects or associated software. At the s discretion (but highly recommended), free add-ins (SEPS Space and Equipment Aggregator, SEPS Department Aggregator) which facilitate downloading the files into various software 16 are available from SEPS2BIM.org; however, if SEPS2BIM is not used, the must assure VA that all the codes derived from SEPS are accurately maintained for the required spaces and Objects. (SEPS2BIM training) MODELING SPACES Spatial Objects Rooms, departments, areas, and mechanical spaces that are typically a part of the Architectural, MEPFT, and Interior Design models must be generated with the appropriate BIM tool and associated with bounding elements (walls, doors, windows, floors, columns, ceilings, underside of deck). All properties information associated with these spaces appearing in schedules, the FM Data Spreadsheet and VA Spatial & Equipment Data exports, tags, and diagrams, etc., must be fully generated from and connected to the model geometry which defines its boundaries. When using Autodesk Revit, Architectural Spaces (in the architectural and interior design models) must be modeled as Rooms and when rooms are aggregated into Departments they must also be modeled as Areas. Mechanical Spaces for MEPFT must be modeled as Spaces (volumes that go to the underside of the deck above for load calculations) and when spaces are aggregated together they must also be modeled as a zone Spatial Data Spatial Data is defined as the properties of each Spatial Object, and applies to all spaces, even if those spaces are not listed in the SEPS PFD. Design progress submissions (described in PG 18-15) must contain a tabular calculated comparison of the current proposed project design square footage measurements derived from BIM against the approved project PFD square footages derived from SEPS. Coding noted in Appendix 3 - VA Spatial & Equipment Data from the SEPS BIM Export file must be maintained with the Spatial Object throughout project development so that the specific space object can be tracked. 16 Revit, Onuma, SketchUp, & Attainia currently can import data using SEPS2BIM BIM MANUAL Version

16 Modeling Space Rooms: The Net Square Footage (NSF) must be modeled for each functional room and space. Rooms must be represented and broken down into functional areas (e.g., Medical Exam Room, Laser Treatment Room, Waiting Room, etc.) as defined in the PFD even though they may be parts of a larger designed physical area. A physical area may contain several functional areas that are treated as individual rooms in the PFD spatial program. If two rooms have different functional space classifications, even though they are within the same physical area, they must be modeled as two separate spaces. For example, a security checkpoint area within a lobby that is not enclosed by walls must be defined as two separate non-overlapping spaces. These spaces might also be grouped into a Zone, for visualization and analysis purposes (e.g. for thermal simulation calculations). The PFD NSF and the proposed design NSF must be shown on all 2D plans in each room and space. s should consult with their BIM authoring application vendor to learn the recommended method for measuring room square footages. Departments: The VA Medical Center will define the organizational arrangement for providing services. Rooms must be grouped into the Medical Center defined Departments for space management and square footage analysis, and color coded to help distinguish space belonging to the different organizations. Circulation Factors: Must be calculated based on the spatial values derived from the floorplates in BIM Measuring Space Refer to VA Standards Alert a Standardization of Square Footage Space Definitions and Measurement for VA Facilities for guidance on definitions and on how to measure spaces Model Referencing All discipline models must reference each other, and the references described in the BxP, to assure proper coordination (utility hookups, shielding, structural support, etc.) between disciplines MODELING EQUIPMENT There are two types of equipment in a facility: Preliminary Room Contents (PRC), (e.g. room furnishings, medical equipment, etc.) that are identified in the SEPS export, and Building Service Equipment (e.g. generators, boilers, pumps, etc.) which are identified and defined by the for the project. Managing Building Service Equipment during design and construction is a relatively standardized process. Room contents in a hospital setting, on the other hand, are much more difficult, as room contents are categorized by type, purchasing, utility requirements, coordination with the GC, etc., as well as require complicated taxonomies and definitions to understand how to model, organize, track, and manage the information through the planning, design, construction, procurement, and activation processes. PRC equipment must carry the appropriate properties as outlined in the FM Data Spreadsheet and VA Spatial & Equipment Data requirements. 17 Located in the VA Technical Information Library BIM MANUAL Version

17 The following are definitions of Preliminary Room Content types: Medical Equipment Fixed or movable specialized equipment that is used for the treatment of patients Food Service, Laboratory Equipment Specialized non-medical equipment used for preparing, storing, and transferring food, or equipment needed to conduct laboratory experiments ASE Equipment Medical Equipment, Food Service, and Laboratory Equipment, and other equipment customarily installed by the manufacturer or vendor requiring construction coordination for structural support or utility hookups is considered Architecturally Significant Equipment (ASE) 18 and must be carefully managed and coordinated (e.g., VA Activations, equipment procurement, equipment planners, General Contractor (GC), installer/vendor,, etc.). Examples of ASE are surgical lights and booms, fume hoods, sterilizers, imaging equipment, radiotherapy equipment, ceiling mounted patient lifting devices, patient headwalls, walk-in refrigerators, kitchen equipment, laundry, computer servers, etc. ASE is generally purchased by VA with Activation funds, as these items are not typically part of the construction contract (Acquisition Codes VV, VC see ). All ASE must be identified as ASE in the equipment object properties, which also must include all information and modeling needed for the required utility hookup components, shielding, structural support requirements, etc., up to the connection point to the building systems. The must provide VA with an ASE Equipment Schedule that lists the individual equipment items and identifies the utility connections and capacity needed at each design deliverable milestone. Because of the complexity in coordinating construction with ASE, all rooms containing ASE must be identified in the Model and graphically on the 2D with Room Name, SEPS Room Code, PFD NSF and Designed NSF, the equipment name and JSN number, and utility service codes. The required electronic codes (See Appendix 3 - VA Spatial & Equipment Data Spreadsheet) are not visibly shown on the 2D plans. In almost all cases, the actual installed ASE may be different than the basis-of-design, to reduce VA s construction risk; therefore, the ASE chosen for test-fitting must provide the worst case scenario. This will increase the likelihood that the room size and building systems will be sufficient to accommodate the final equipment selection Furniture, Fixtures, and Equipment (FFE) FFE is defined as Furniture (e.g., modular furniture, office furniture, furnishings, etc.), Fixtures (coat racks, white boards, signs, etc.), and Equipment (computers, telephones, etc.). FFE that is fixed (e.g., built-in casework) and purchased as a part of the construction contract (Acquisition Code CC see ) must be placed in the Architectural model or in the Interiors model that is referenced to the Architectural model file. When modeling, do not attach FFE equipment 18 The Facilities Guidelines Institute uses the term Major Technical Equipment instead of ASE. BIM MANUAL Version

18 objects to a surface, because the ability to replace the initial basis-of-design objects with the actual objects after final selection will be compromised Acquisition Codes The responsibilities for equipment purchasing and installation are defined by a VA Acquisition Code that is designated for each piece of equipment. All equipment must have Acquisition Codes associated with the equipment object. The codes are: VV = Government Furnished/ Government Installed VC = Government Furnished/ Contractor Installed CC = Contractor Furnished/Contractor Installed R = Reused Existing Equipment LOD for Equipment Modeling PRC purchased by VA (Acquisition Code VV, VC) must be modeled without complex detail to LOD but accurate to size for test-fitting, so that model efficiency will not be impacted. The final equipment selection will be determined during the construction phase of the project. ASE must be modeled to LOD 350. Single instances of rooms must have 3D PRC equipment objects (LOD 300) placed in each room for Room Test-Fitting. Where there are multiple instances of the same room with the same PRC or building equipment and the PRC utility connections to the building have standardized room locations, there must be one standardized room which contains 3D equipment objects; duplicate spaces may show the equipment as 2D objects in the plans, elevations, etc. Assure all 2D objects are intelligent for classification/keynoting. (See Appendix 2 Maintaining Coding for PRC) Building Service Equipment must be modeled without complex detail to LOD but accurate to size for test-fitting. Coordinate with facility when naming and numbering Building Service Equipment to eliminate duplication with existing equipment Room Contents List (and Data) Working with the Medical Center user groups, the Equipment Planners will refine the SEPS Preliminary Room Contents List into a Room Contents List which will be used by VA Activations to select the make, model, features, and manufacturer during the construction phase. The Room Contents List deliverable will be provided as an Excel file (.xlsx) or other format as approved by VA, and must include the individual equipment item names, location (e.g., SEPS Room Code, Room GUID, Project Room Number, and English Name), JSN 21, required data codes, VA Acquisition Codes, utility codes, etc., for the equipment located in each room as provided in 19 For more information and definitions of LOD, consult the latest version of BIMForum Level of Development Specification 20 For more information and definitions of LOD, consult the latest version of BIMForum Level of Development Specification 21 JSN: Joint Services Number, which SEPS uses to associate the equipment to the room BIM MANUAL Version

19 the original SEPS BIM Export file and the ASE designation (if applicable). This coding must be maintained or linked with the PRC/ASE Equipment Object throughout project development and execution so that the equipment or system can be tracked between its location in BIM and the Room Contents List. Equipment with Acquisition Code R (which is not in SEPS) must have similar coding created by the for tracking. (See Appendix 3 - VA Spatial & Equipment Data) ROOM TEST-FITS Furniture, Fixtures, and Equipment, Medical, Food Service, and Laboratory Equipment are normally not included in the construction contract, but are purchased separately by the medical facility. Because of the complexity in coordinating construction with Architecturally Significant Equipment (ASE), all rooms containing ASE must be identified in the Model and graphically on the 2D plans with Room Name, SEPS Room Code, PFD NSF and Designed NSF, the equipment name and JSN number, and utility service codes. The required electronic codes (See Appendix 3 - VA Spatial & Equipment Data Spreadsheet) should not visibly be shown on the 2D plans. The equipment selection process generally is as follows: The equipment planner uses the preliminary SEPS PRC list to begin discussions with medical personnel to refine the room contents for each room. After the architectural layout has been generally determined, the refined (quantity and type) nonmanufacturer-specific Room Contents List is used by the as the Basis of Design to conduct the First Functional Room Test-fits in BIM against the architectural room layout (usually during the Design Development phase). This exercise matures the room layouts to assure that the room sizes, room equipment, and equipment utility requirements are coordinated with the facility utility services. Activations, a parallel activity managed by VHA 22 during the design and construction period, will select the actual model and purchase the Medical Equipment and FFE (Acquisition Codes VV, VC) after construction is underway. This is to assure the equipment will reflect the latest model options, as medical equipment and technology are evolving continually and a new medical facility takes many years to come to fruition. Once the room equipment has been actually selected, a Second Functional Room Test-fit in BIM for each room must occur again. The Second Functional Test-fit will identify any physical adjustments to the design-intent room layouts and the location and type of utility hookups that are needed so that the actual equipment, rooms, and utility hook-ups are adjusted to function properly together. The must be responsible for the Second Functional Room Test-fit BIM coordination with support from the GC. The Second Functional Room Test-fit will use PRC 3D objects that confirm dimensionally to the selected equipment. The General Contractor must provide the rolling dates for each ASE room that defines the last responsible moment in the Master Construction Schedule for equipment selection, the Second Functional Test-fit completion, equipment installation, etc. so that the construction schedule will not be delayed. 23 Coordination and alignment between the Master Construction Schedule and the equipment Activations Schedule during construction is a part of the GC and Activation Team s responsibilities. 22 VHA = Veterans Health Administration 23 It is of critical importance in managing change order risks that the GC master project schedule and the VA Activations team s equipment purchasing schedule continuously synchronize the dates for the ASE equipment selection, purchasing, site delivery, etc. with the installation of the construction trades and tenant fit-out activities.
