3 PART 1 - GENERAL 1.01 SCOPE The work covered by this section shall include furnishing and/or installation of all electrical and instrumentation equipment and necessary wiring systems required to provide the Owner with a complete and operating system and shall consist of the following basic items of work: A. Main Circuit Breaker B. Manual Transfer Switch C. Pump Control Panels D. Disconnect Switches E. Magnetic Flow Meter and Accessories F. Gauge pressure indicating transmitters G. Conduit and Fittings H. Low Voltage Wire, 600V Wire I. Area Lighting J. Grounding System K. Racks and Supports L. Junction Boxes M. Duct Lines and Pull Boxes The power supplied by Entergy to the Pleasure Bend site is 240VAC, single phase, Delta service. PART 2 PRODUCTS 2.01 MAIN CIRCUIT BREAKER The Contractor shall furnish and install a main circuit breaker as specified below, and as shown on the drawings. A. 2 pole THERMO MAGNETIC B. 240 volts C. 4 2.02 MANUAL TRANSFER SWITCH The Contractor shall furnish and install a manual transfer switch as specified below, and as shown on the drawings. A. Non fused B. 2 pole double throw C. 240 volts D. Amp rating as shown on drawings E. NEMA 3R painted steel enclosure F. Center off position G. Heavy duty HP rated for motor H. Cutler Hammer DTxxxURK, Siemens DTNFxxxR or approved equal I. Install a Quick Connect Tap Box, Trystar GDS-02-S or equivalent for a portable generator connection Do not submit general duty switches or those that are not rated for the total HP connected PUMP CONTROL PANELS The Contractor shall furnish and install new control panels with automatic controls as specified in these specifications, and as shown on the drawings. Unless more stringent requirements are required in other sections or articles of these specifications, all control panels shall be manufactured by an Underwriters Laboratory (UL) Certified 508A panel manufacturer. Provide UL Certification number with submittals. A. General: Panel shall enclose and be wired for all motor branch components, circuit breakers, switches, pilot lights, relays, and other AC and DC control components as shown on diagrams and as required to perform functions as described in this and other sections of the specifications. Terminal strips shall be provided for connection of all external wiring. Terminal strips shall be heavy-duty types with barriers between points. Nameplates shall have white letters on black laminated phenolic plastic background glued to enclosure. Each enclosure, including RTU enclosures (if used) shall be protected with Hoffman or equal corrosion inhibitors. Control equipment shall be Allen Bradley, Cutler Hammer, ABB, SQ.D or equal as follows: 1. Push Buttons Flush Button, Momentary Contact 2. Selector Switches Standard Operator, Maintained Contact 3. Toggle Switches Maintained Contact 4. Pilot Lights Direct or Transformer Type Push to Test or LED Each panel shall be furnished with the following spare parts: 1. Two (2) of each size control and power fuses 2. Six (6) of each size indication lights 3. One (1) of each size control transformer EES-PB docx 16020A-2

5 Deliver spare parts to Owner, have Owner sign for them and supply copy of document to the Engineer. B. Panel: The following operation description is basic and the minimum required. Contractor shall coordinate all panel work with other vendor s equipment to which they interface or control and provide all necessary components such that operation is as desired and recommended by the other vendors. Provide auxiliary contacts and analog outputs wired to terminal strips as shown on drawings to interface with PLC and other equipment if specified. All electrical devices shall be finger safe or have finger safe covers to prevent incidental contact with energized components while troubleshooting an energized panel. Panels shall consist of the following: 1. NEMA 3, fiberglass enclosure with 3 point or ¼ turn latches. 2. Circuit breaker (thermal magnetic) for each pump with shunt trip to trip on soft start failure. 3. Main distribution block for incoming cables sized as shown on the drawings. 4. Lightning arrester. 5. Hand-Off- Auto switch 6. Elapsed time meter. 7. Auxiliary relays as required 8. Terminals for connection of all external devices. Only one external wire will be allowed in each terminal. 9. Soft start starter with loss of phase and overload protection for each motor ABB PST series or equal with an SCR in each phase. 10. NEMA rated bypass contactor with overloads 11. Phase monitor operational only when in bypass mode. 12. SOFT START BYPASS selector switch 13. Control Power Transformer (CPT) with 3 fuses 14. Prelube circuit, if required, that will energize a solenoid valve for 1 minute before the motor starts and de-energize it 1 minute after the motor starts. Both times shall be adjustable. Control Panel RO: Panel controls RO Unit pumps and is provided pre-wired by the RO vendor. Contractor shall install power and control wiring to panel. See project drawings for panel location. Control Panel WCP: Panel controls a Water Well pump. Mount all controls and indicators on an inner swing-out panel. No devices shall be mounted on the control panel front door. 6 Operation: In AUTO mode, motor will start on low Ground Storage tank level and stop on high Ground Storage tank level. In MANUAL mode, motor will run continuously, regardless of tank level. In OFF mode, motor will not run. Level signal will come from LT-001, level sensor installed on the Ground Storage tank. Control Panel HSCP: Panel controls High Service pumps and is provided pre-wired on a skid by the HSCP vendor. Contractor shall install power and control wiring to panel. See project drawings for panel location. Operation: In AUTO mode, motor will start on low pressure and stop on high pressure. In MANUAL mode, motor will run continuously, regardless of header pressure. In OFF mode, motor will not run. Pressure signal will come from PT-003, installed on water distribution header. Control Panel BCP: Panel controls Blower pump. Mount all controls and indicators on an inner swing-out panel. No devices shall be mounted on the control panel front door. See project drawings for panel location. Operation: In AUTO mode, motor will operate off of a timer. In MANUAL mode, motor will run continuously. In OFF mode, motor will not run DISCONNECT SWITCHES The Contractor shall furnish and install disconnect switches if and as shown and as sized on the drawings. Switches shall be heavy duty, and horse power rated for the load applied in accordance with NEC. Unless indicated otherwise, all disconnect switches shall be nonfused. Enclosures shall have a hinged door. Switches shall be stainless steel. Switches shall be located in site of and within 50 feet of the load MAGNETIC FLOW METERS AND ACCESSORIES The contractor shall furnish and install all flow meter equipment as shown on the drawings and as specified herein and as required to provide a complete and operational system. A. Magnetic flow meters shall be as follows: The Contractor shall furnish and install all instrumentation equipment as shown on the drawings and as specified herein and as required to provide a complete and operational system. The flow sensor tube shall be made of stainless steel with carbon steel or stainless steel flanges pressure rated as required for the piping system as specified in other sections of the specifications. A wafer style sensor will not be acceptable. The flow sensor shall be to NEMA 6 (IP-68) suitable for permanent submersion to 30 feet. The signal converter shall translate the signal induced in the flow sensor into proportional analog output. There EES-PB docx 16020A-4

7 shall also be provided a digital indicator representing actual flow and total flow. The converter shall be capable of remote mounting. Integral converters are not acceptable. The signal converter shall have automatic zero stability and built-in zero, span, and calibration check circuitry. There shall be no need for external calibration devices. The flow range shall be digitally adjustable from 0-33 fps with a 1/100th resolution. The output signal shall represent the true volumetric flow with a maximum error under application conditions not only under reference or laboratory calibration conditions. Accuracy: ±0.5% of reading for flows 1.0 fps 33 fps. The converter shall have bi-directional flow capability and provide isolated 4-20 ma and scaleable pulse frequency outputs from separate terminals. A reverse flow indicator shall be provided. The signal converter shall be user friendly. No programming knowledge shall be required for its operation. The enclosure shall meet NEMA 4X and IP65 standards. Furnish and install grounding rings where they are required or necessary for proper operation of the system such as where they are used in non-conductive piping or non-conductive piping lining systems. The contractor and vendor shall identify these locations and submit the ring drawings and installation instructions with flow meter submittals. Units and all accessories shall be rated for outdoor service with UV exposure. Transmitters should have a dual compartment housing with the terminal block isolated from the electronics compartment. B. Approved units are as follows: 1. ABB or Rosemount with hard rubber liner and external transmitter or approved equal. C. Magnetic flow meter shall be guaranteed for a period of 3 years after placing into operation. Flow range shall be as shown below, recommended sizing is provided below, Contractor to verify meter sizing. In no case shall a meter smaller than 2 be installed. Contractor shall notify engineer if velocity falls below 0.2 in./s. TAG RECOMMENDED SIZE MFM MFM MFM GAUGE PRESSURE INDICATING TRANSMITTERS A. Gauge pressure transmitters shall be of the piezoresistive type with a process-isolated diaphragm with silicone oil fill, microprocessor-based smart electronics, and a field adjustable rangeability of 20:1 input range. Span and zero shall be continuously adjustable externally over the entire range. Span and zero adjustments shall be capable of being disabled internally. Transmitters shall be NEMA 4X weatherproof and corrosion resistant construction with low-copper aluminum body and 316 stainless steel process wetted parts. Accuracy, including nonlinearity, hysteresis and repeatability errors shall be plus or minus 0.1 percent of calibrated span, zero based. The maximum zero elevation and maximum zero suppression shall be adjustable to anywhere within sensor limits. Output shall be linear isolated 4-20 milliamperes 24 VDC. Power supply shall be 24 VDC, two-wire design. Each transmitter shall be furnished with a 5-digit LCD indicator capable of displaying engineering EES-PB docx 16020A-5

8 units and/or milliamps and mounting hardware as required. Overload capacity shall be rated at a minimum of 25 MPa. Environmental limits shall be -40 to 185 degrees Fahrenheit at 0-100% relative humidity. Each transmitter shall have a stainless-steel tag with a calibration data attached to body. B. The piezoresistive silicon pressure sensor shall be mechanically, electrically, and thermally isolated from the process and the environment, shall include an integral temperature compensation sensor, and shall provide a digital signal to the transmitter s electronics for further processing. Factory set correction coefficients shall be stored in the sensor s non-volatile memory for correction and linearization of the sensor output in the electronics section. The electronics section shall correct the digital signal from the sensor and convert it into a 4-20mA analog signal for transmission to receiving devices. The electronics section shall contain configuration parameters and diagnostic data in non-volatile EEPROM memory and shall be capable of communicating, via a digital signal superimposed on the 4-20 ma output signal, with a remote interface device. Output signal damping shall be provided, with an adjustable time constant of 0-36 seconds. Total Long Term Stability (Frequency of Calibration) shall be no less than 0.10% of URL for 1 year. C. Where scheduled, gauge pressure indicating transmitters shall be calibrated in feet of liquid for liquid level service. D. Gauge pressure indicating transmitters shall be Model 2088 as manufactured by Rosemount, or approved equal CONDUIT AND FITTINGS The Contractor shall furnish and install all conduit as shown on the drawings and as required. All conduit on this Project shall be of the following types: A. Underground Schedule 40 PVC U.L. listed for direct burial. Bury at a depth of 2-0. Install electrical warning tape above conduit 12 above conduit. B. Aboveground Rigid aluminum. C. Chlorine Building - Schedule 40 PVC pipe. Support with all non-corrosive PVC, fiberglass or stainless steel materials. Support at intervals that will produce no discernable sagging D. Hardware and boxes - All non-corrosive hardware and materials shall be utilized in this project. All switch and receptacle boxes shall be cast.600 VOLT WIRE The Contractor shall furnish and install all 600-volt wire as shown on the drawings and as required. Wire is specified in the General Specifications for Electrical Installation of these Specifications AREA LIGHTING EES-PB docx 16020A-6

9 Furnish and install the lights as shown on the drawings. Lights shall be provided with both a photocell and switch GROUNDING The Contractor shall furnish and install a complete grounding system to provide a safe operating environment. Provide ground wire to metal building HEAT TRACE EQUIPMENT The Contractor shall install heat tracing and insulation on the prelube line. Heat trace cable shall be standard plug-in cable. Insulate with split tube insulation and tape with aluminum tape to keep water out. Owner will plug in the cable every winter. Receptacle cover shall be metallic rated for continuous use MONITORING SYSTEM The RO Unit shall be monitored remotely from an existing Water Plant control system. Configuration of the existing control system to allow monitoring of the RO Unit, HMI screen development, and system testing shall be provided by others. The system will consist of inputs from field instrumentation, listed below. A. RO Unit PLC I/O The RO Unit PLC shall be interfaced to a monitoring system. Pressure, level, and pump status will be monitored. The following instrumentation shall be interfaced to the RO Unit PLC: MFM 1 Well Pump Flow MFM 2 Water Well By Pass to Ground Storage Tank Flow MFM 3 - Distribution System Effluent Flow and Pressure (PT-003) Differential Pressure in the RO Treatment Unit Ground Storage Tank Levels High Service Pump No. 1 Running High Service Pump No. 2 Running Chlorine Alarm Tank Level Alarm EES-PB docx 16020A-7

10 PART 3 - EXECUTION 3.01 SUBMITTALS Submittal data shall include, but not be limited to the following requirements: A. Complete materials list and items proposed to be furnished and installed. B. Enclosure dimensions, materials of construction and NEMA ratings. C. A description of operation for the control system. D. Circuit Breaker Interrupting Ratings E. All electrical drawings so that the system can be checked for compatibility with other systems to which it interfaces. F. One drawing entitled External Wiring Interface. It shall clearly identify all terminal strips including physical location and terminal numbers and shall also show external wiring and function. Any submittals that are not complete, causes the Engineer to ponder, or where it is obvious that no effort was made to properly prepare them for easy checking by the Engineer will be rejected in their entirety. Submittals sent to Engineer for processing that require information on equipment that has not been previously submitted for approval may or may not be reviewed before dependent submittals are sent. An example would be motor starter submittals sent before actual motor nameplate data is submitted on the motors that they are to control SUBSTITUTIONS On any proposed substitute to the specified item, it shall be the responsibility of the contractor to show proof to the Engineer, that the proposed substitute is equal to the specified item by making written evaluation comparisons on material, performance, workmanship, maintenance features, energy use, durability, appearance, and the effect on compatibility with the other elements of the system with which the item will be used. All changes required in the wiring and other electrical modifications shall be the responsibility of the contractor GUARANTEE All equipment shall be guaranteed against defects in material and workmanship for a period of one year from date of Owner s final inspection and acceptance, except equipment specifically indicated in these specifications as having an extended warranty period, to the effect that any defective equipment shall be repaired or replaced without cost or obligation to the Owner COORDINATION WITH FACTORY SERVICEMAN The Contractor shall coordinate his work with the factory serviceman of the various vendors and shall provide whatever assistance is necessary to place the entire system in operation. 11 3.05 COORDINATION WITH THE POWER COMPANY All work on the service entrance from weatherhead or pad mounted transformer to utilization equipment shall be per local power company requirements. Where there is conflict with plans and specifications with the power company requirements, the power company requirements shall govern. The contractor shall notify the engineer in advance of making a change for the Engineer s approval. In some instances, larger wire and conduit sizes may be required. The Contractor shall anticipate this requirement and include it in the bid price. The Contractor shall coordinate all work with the local power company including scheduling and applying for service, furnishing, and/or installing all metering equipment and installing all service entrance weatherheads at elevation as required by power company and NEC. Seal all conduits entering panels with duct seal where it is possible that water or moisture shown on drawings or indicated in these specifications). Utilize weather heads for all overhead service wire entering conduit. Where service conduit is installed by power company, the Contractor shall furnish a properly sized weather head to the power company to prevent water from entering any panel in which it terminates. The Contractor shall furnish and install any terminal boxes as may be required by the power company OTHER PROVISIONS Mechanical and other systems specified and furnished under other sections of these specifications that contain electrical systems shall be connected, wired, and tested by the Contractor in accordance with the drawings or as required by the manufacturer for a complete and operating system. Electrical wire and conduit schedules, and interconnection drawings are prepared by the engineer to assist the Electrical Contractors in estimating the cost of the project and are based on the latest information available from the vendors at the time of design. Once shop drawings are received, changes may be required on the project external wiring to accommodate their latest design and to make the system function properly. Conduit sizes shown are to be the minimum sizes utilized. Verify that the selected wire and cable will meet the NEC if installed in these conduits; otherwise increase conduit sizes as required. It shall be the contractor s responsibility to check with the various vendors before bidding the project and to include monies in his bid to accommodate these requirements since no changes to the contract price will be allowed for these changes. Also, certain items of equipment shown on drawings that are to be furnished by a specific vendor may actually be furnished by another or equal vendor. Wiring changes required by this action shall be done at no additional cost and must be approved by the Engineer. EES-PB docx 16020A-9

12 Where there are conflicts between various sections of the electrical specifications and/or drawings and/or other sections of the specifications, then the more stringent wording for a particular product, material, item of work or guarantee shall apply unless approved otherwise by the Engineer. Should a discrepancy occur, notify the Engineer before proceeding. Provide a 4 high housekeeping curb beneath all free standing electrical equipment. Provide with 6 horizontal clearance all around. The electrical drawings show the general locations of the equipment. The Contractor shall refer to the mechanical and civil drawings to obtain more accurate and the latest location of the equipment as well as to scale the drawings for distances. Should the Contractor deem that a manhole or pull box is required to pull wires and cables then he shall install as shown on the drawings or, if not on drawings, provide a drawing of the proposed installation that meets the requirements of the NEC for the Engineer s approval. Installation shall be at no additional cost to the owner. All conduit entrances into NEMA 3R, 4, and 4X panels shall be made using Meyer (or equal) hubs with approve gaskets. No penetration into the top of this type of enclosure will be allowed. Utilize silicon sealant on conduits that exit chlorine areas to prevent gas travel down conduit. The electrical drawings and specifications contain a design in accordance with the National Electrical Code. Some pump and/or motor manufacturers have additional requirements. The Contractor shall provide all additional electrical devices, equipment, and materials as necessary for any particular manufacturer of equipment supplied on the project to maintain the warranty specified in the plans and specifications. Any changes and/or additions shall be reviewed by the Engineer for conformity with the NEC at the time of shop drawing review. Any and all costs associated with these changes and modifications shall be included in the bid price. EES-PB docx 16020A-10

This list may or may not be complete but is to be used as a guide in preparation of the submittal packages.
