11 SPECIAL REQUIREMENTS FOR PROCUREMENT OF HEAVY DUTY RACKS ASSEMBLY TERMS & CONDITIONS OF RFP 1. The bidder is to submit compliance for each item with reference to Technical Evaluation Matrix and Commercial Terms & Conditions. 2. EMD: Bidders registered with sub departments of MoD like Indian Navy, MDL, GRSE, BEL etc are not exempted from submitting EMD. Registration with MoD itself or any of the four departments of MoD (Dept of Defence, Dept of Defence Production, DRDO, Dept of Ex-Servicemen Affairs), apart from DGS&D/NSIC for the same items/range of products/goods or services only are exempted from submitting EMD. EMD from Public Sector Banks or HDFC/ICICI/Axis Bank only will be accepted. EMD should be in the form of Fixed Deposit Receipt drawn in favour of CDA(IDS), Room No 130, Kashmir House, Rajaji Marg, New Delhi and payable at Port Blair. 3. Schedule of Requirements: The entire system, as per the quantities given in Technical Evaluation Matrix, is to be considered as one job. 4. Cost of Tender Document. All bidders who have not purchased the tender document are required to submit a Demand Draft for Rs 100/- alongwith the Technical Bid, drawn in favour of CDA(IDS), New Delhi and payable at Port Blair. The cost of the Tender Document is non-refundable and failure to pay the same would result in rejection of bids. 5. Site Visit. Before submitting the quotes, bidders are encouraged to visit the site premises at M(PBR), with prior approval. SPECIAL REQUIREMENTS 1. Installation & Commissioning: Bidders will be responsible for Installation and Commissioning including site readiness.

The bidder will design the racking arrangement for which guideline information is as follows:- (i) Raw material test certificate for steel for primary racking components to be provided to confirm IS specifications of raw materials as mentioned in offer. (ii) Suppliers are required to supply the entire HDR system along with their test/inspection certificates. (iii) Installation is to be carried out by the supplier with their labour force, supervisor and engineers and successful operation and commissioning of the entire system is to be demonstrated in presence of customer for their acceptance and clarifications. (aa) Detailed layout of HDR system with dimensions and its operational details should form part of technical bid. (ab) Minor modifications, if found required by the customer at the time of manufacturing/ installation are to be incorporated by the supplier free of cost. (ac) Before quoting, the vendor should visit the site at his own cost for inspection and clarification with prior intimation to the concerned person. (ad) Design, Calculation, Drawings showing all components with dimensions and features including operational details are to be furnished for examination and approval by the customer prior to commencement of manufacturing. Warranty: Supplied material and installation will be defect free and if any defect/discrepancy is observed during operation of warranty period of 2 years from the date of installation and commissioning, the supplier will replace/ rectify the defective material free of cost and render the service free of charge to the satisfaction of purchaser. IS specifications or equivalent international standards can be used Installation & Commissioning to be completed within 15 weeks of placement of order.
