1 Pre-Bid Meeting Minutes Invitation to Bid #15-14-KO Normal Avenue Bridge Superstructure Replacement Project Normal Avenue over Sacony Creek Borough of Kutztown, Berks County, PA Date: August 5, 2015 Location: Prepared By: Purpose: Project Site Kevin J. Poad, P.E. To acknowledge questions from prospective bidder attendees about Berks County s bidding process and the project scope of work. All questions received at the Pre-Bid Meeting will be addressed in writing and included in the meeting minutes from this Pre-Bid Meeting. The following is a summary of pertinent items associated with the bidding of the Normal Avenue Bridge Superstructure Replacement Project, as provided in the Invitation to Bid #15-14-KO document (ITB) and/or presented at the pre-bid meeting: 1. Bids will be accepted by the County, c/o County Controller, Berks County Services Center, 633 Court Street, 12 th Floor, Reading, PA, 19601, until Thursday, August, 20, 2015 at 2:00PM Local Prevailing Time. Bids received after that time shall not be considered. 2. Each bid must be accompanied by bid security naming as payee or obligee, as appropriate, the County, and shall be in an amount not less than Ten Percent (10%) of the Bid Sum. Refer to the Instructions to Bidders, Section One, Subsection 4.E, for additional information. 3. The deadline for submitting project related questions or requests for clarification is Thursday, August 13, 2015 at 2:00 PM, Local Prevailing Time. All questions must be submitted in writing. Responses will be provided in writing by Monday, August 17, 2015 at 2:00PM Local Prevailing Time. Only those answers contained in the written response shall be considered legitimate and binding. 4. The Time Period for Performance of Work on this project is one hundred sixty (160) calendar days. 5. Liquidated Damages for this project are set forth as $1, per calendar day, for each calendar day of delay, in accordance with the Instructions to Bidders Section One, Subsection 42.D of the ITB. 6. This project is authorized by PADEP (DEP General Permit File No. GP ), as indicated in Appendix A of the ITB.

2 7. The Contractor is responsible for the means and methods for all activities commissioned by the proposed contract. 8. Federal Labor Standards Provisions, HUD-4010, as issued by the U.S. Department of Housing and Urban Development, apply to this project. Refer to Exhibit E of the ITB. 9. The following Pre-Bid key points are submitted by the Berks County Purchasing Department pertaining to bid submissions: No exceptions/changes to the ITB or the bid will be rejected as non-conforming. Submit all questions in writing to the County point of contact. No verbal answers are considered binding. All changes and clarifications will be in writing in the form of an amendment/addendum. All bonds must be submitted on the County s form. Agreement of Surety must accompany the bid. If bid security is in a form other than a bid bond, such as an irrevocable letter of credit, a letter on company letterhead stating what form of performance security will be submitted in the event of an award. All documents must be signed by someone with signing authority. Read insurance requirements carefully as they have changed. Sign up for ealerts. Bids submitted after 2:00PM, Local Prevailing Time, Thursday, August, 20, 2015 will be considered late and cannot be accepted. Scope of Work The project involves the removal of the existing non-composite prestressed concrete adjacent box beam superstructure and replacing it with a new composite prestressed concrete spread box beam superstructure. Key elements of the project include modification of the existing beam seats to conform to the new superstructure configuration, approach slabs, minor modifications to the existing roadway approaches, new ADA compliant pedestrian sidewalks, curb ramps and crosswalks, new guide rail safety features both on the bridge and along the roadway approaches, and the realignment of the Sacony Creek Trailheads. Questions Presented on or after the Pre-Bid Meeting and Follow-up Responses 1. Is the superstructure replacement expected to be constructed this year, considering the deck will likely be poured during the months of October and November? At this time the project is expected to be constructed this year. However, the County is evaluating the possibility of postponing the start of construction until after the winter season. An addendum will be issued to address the need for cool and cold weather curing of concrete. 3 2. Will penalties be assessed for delays caused by weather or inability to obtain materials, such as asphalt plants being shut down? Delays associated with unfavorable weather or off-season material supply restrictions will not be subject to Liquidated Damages. 3. Who will provide the required on-site fabrication inspection of the proposed PA Type 10M Barrier? The County or their designated representatives will provide this inspection. The Contractor will be responsible for providing notification to the County at least 7 days in advance when this inspection is to occur. 4. How will the proposed guide rail be installed at the near left corner of the bridge, considering the potential conflict with the water utility? The Contractor will be responsible for verifying the location and depth of underground utilities, and coordinating utility conflicts with the Engineer and utility owners. Installation of guide rail in the vicinity of buried facilities shall be constructed in accordance with PennDOT Pub. 72M, RC-52M. Utility information provided on the plans is based on existing records and above ground observations. Completeness or accuracy of location and/or depth cannot be guaranteed. All contractors utilizing the plans are cautioned to comply with the requirements of PA Act 287 of 1974, as amended by Act 121 of Each individual using these plans must verify locations and depths of underground utilities prior to starting work. 5. Will the overhead wires running parallel with the bridge on the downstream side remain in place during construction? At this time it is not anticipated that any utilities will be relocated. The Contractor shall coordinate with utility owners as indicated in Section Three, Subsection 2 of the ITB. Accordingly, if conflicts are encountered it is the responsibility of the Contractor to coordinate with utility owners to make the necessary arrangements (e.g. de-energizing, shielding or relocation) to successfully complete the project. 6. What Construction Type classification will be used to determine the Federal wages? The Federal Construction Type classification for this project is Heavy and Highway. Reference the attached published wage rates (General Decision Number: PA150014, dated 7/10/15). 7. Does the Borough plan on relocating any utilities? At this time it is not anticipated that any utilities will be relocated. 8. Can the Class A Cement Concrete Repairs item, which is component to the lump sum bridge structure, be broken out into its own item? The Class A Cement Concrete Repairs item will remain a component to the lump sum bridge structure item, as it is integral to the beam seat modifications. 4 required to submit a unit cost bid for each component item of the lump sum bridge structure in Section Eight Bid Form, in the Component Item Schedule. Furthermore, all component items will be subject to PennDOT Pub. 408, Section (d) Required Changes in the Scope of Work. 9. Why are there no quantities for smooth dowel reinforcement bars? Additional quantities for smooth dowel reinforcement bars will be incorporated into Item Reinforcement Bars, Epoxy Coated. A revised bid form will be included as part of an addendum along with updated plan sheets reflecting this change. Additional Notes The existing aluminum pedestrian railing on the bridge will be retained by the County. The Contractor shall carefully remove and stockpile all railing components out of the way of construction activities. Upon removal, the Contractor will notify the County so that the railing components may be collected by County forces. This work will be incidental to the bridge demolition task (Item Removal of Portion of Existing Bridge L.S.). The special provision will be revised and included as part of an addendum. I believe these minutes are a reasonably accurate record of the items discussed and the conclusions reached at the meeting.
