1 Tulalip Tribes Request for Proposals: DEER CREEK ENHANCEMENT PROJECT 1. Notice to Qualified Parties: 1.1. Invitation: The Tulalip Tribes is advertising a Request for Proposals (RFP) from qualified contractors at the Tulalip Tribes Administration Building, Natural Resources Department, located at 6406 Marine Dr. in Tulalip, Washington, for the helicopter placement of Large Woody Debris (logs with rootwads) in Deer Creek in Skagit County, Washington Brief Description: The Tulalip Tribes of Washington (Tulalip Tribes) is soliciting bids for the Deer Creek Enhancement Project. The project site is located north of the town of Oso in south-central Skagit County, Washington. The primary goal of this project is the enhancement/restoration of natural hydrogeomorphic conditions by installing large woody debris (LWD) structures. The project requires the installation of approximately 12 pieces of LWD distributed at a total of 6 sites (2 pieces of LWD per site). All 6 sites are within a stream reach measuring approximately 4,000 in total length. The farthest distance from any expected helicopter landing location (where LWD will be staged) is less than five (5) miles. LWD will be positioned on or adjacent to existing large boulders in the Creek, and will require a high degree of precision in placement location (within approximately 1 foot). LWD pieces will range from inches in diameter by feet in length and will have attached root wads. The expectation is that utilizing this size LWD (under approximately 3,200 lbs.) that a single rotor helicopter will be sufficient for log placement, though this will be up to the discretion of the contactor. Tulalip staff (2-5 persons) will be available on site during LWD placement to provide assistance as possible/necessary (assisting in LWD positioning, rigging LWD for helicopter transport, etc.). All rigging materials/supplies required for LWD helicopter transport and positioning will be the responsibility of the awarded contractor. A second helicopter flight will be necessary within 1-2 weeks following LWD placement to distribute anchoring hardware to each of the 6 sites. Anchoring hardware will consist of lengths of 3/8 inch steel chain, coupling links, large eyebolts, and potentially other supplies. It is expected that the weight for hardware for each site will be under 200 pounds (approximately 1,200 pounds total for all sites combined). The contractor will be solely responsible for the delivery of hardware to each of the 6 sites, and no anchoring work will be required. The work under this project must be completed from July 15 August 12, It is expected that a total of two (2) days of helicopter flights will be required: one day for LWD placement, and one day for anchoring hardware site delivery. Hardware site delivery must be conducted no sooner than 5 days following LWD delivery to allow for anchoring chain measurements to produce accurate chain lengths to be distributed to each site location. The Project Manager may allow hardware delivery prior to 5 days post LWD placement if logistically feasible.

2 Project Timeline 2016: GREEN = potential LWD placement dates; RED = potential anchoring hardware delivery dates; YELLOW = potential dates for either LWD positioning or hardware delivery. Note that hardware delivery can occur no sooner than 5 days following LWD positioning unless expressly stated by the project manager (Brett Shattuck). Sunday Monday Tuesday Wednesday Thursday Friday Saturday July August All bid proposals shall be accompanied by a bid deposit in certified check, cashier s check, or surety bond in an amount of five (5) percent of the amount of such bid proposal. If the successful bidder does not enter into a contract within twenty (20) calendar days after Notice of Award, the amount of the bid deposit shall be forfeited to the Tulalip Tribes. Bid bonds and deposits will be held until the successful bid s contract and insurance have been accepted by the Tulalip Tribes. A Bid Package will be distributed to all interested parties upon request. 2. Submission of Proposals: 2.1. Proposals for project design and construction must be received by 3:00 PM on June 9th, 2016, at the Tulalip Tribes Administration Building, Natural Resources Department, located at 6406 Marine Dr. in Tulalip, Washington, 98271, Attn: Brett Shattuck. This should include cost estimates itemized or categorized in this quote for each portion of the job as described in Sections 1.2 and 4.1. A Bid Package will be available upon request. 3. Contract Award: 3.1. Acceptance: Awarding the contract will be subject to the following requirements, which will be evaluated in totality, but not necessarily in the following order: Total proposed project cost; Project Manager s evaluation of the contractor s qualifications and understanding of project details and proposed methods to accomplish requirements as described above and below; and availability to complete the project during the time period required (July 15 August 12, 2016). 4. Scope of Work: 4.1. See Section 1.2 above for a brief project description. This project will require the following from the awarded contractor: 1) All equipment to mobilize above specified size LWD from staging areas at helicopter landings and precisely position them on or adjacent to existing large boulders with a tolerance of less than 1 foot 2) All equipment to mobilize above specified hardware with a helicopter and position it adjacent to each of the 6 sites 3) All fuel and fueling equipment for said activities

3 4) The generation of a containment plan that complies with State regulations regarding any potential fuel spill during project implementation 5) The Washington State Department of Natural Resources Industrial Fire Precaution Level System must be followed regarding closures and allowed activities during differing fire danger levels 6) A helicopter fire bucket must be available during implementation in the event of a fire 7) Project must be completed in full by August 12, The project sponsor (The Tulalip Tribes) will provide the following: 1) All necessary permits required for project implementation 2) All designs and typicals 3) Large wood for in-stream placement 4) Wood mobilization to an agreed upon helicopter landing/staging area 5) 1-5 persons to assist in project implementation as necessary 6) All LWD anchoring materials and installation (contractor is not responsible for LWD anchoring) 5. Pre-bid Site Review: 5.1. While we do not anticipate that a pre-bid site visit is required for this project, a reasonable effort will be made by the Project Manager to afford access to the Project site to obtain the Bidder s own site information upon request made not less than five (5) days prior to the opening of the bids. Contractor should contact Brett Shattuck ( ) and/or Derek Marks ( ) for access to the site. No statement made by any Manager, agent, or employee of the Tulalip Tribes of Washington pertaining to the site of the work or the conditions under which the work must be performed will be binding on the Tulalip Tribes, unless said statement is in writing Acceptance Criteria: 5.3. Bid quotes should contain, at a minimum, the following information: 1) Company name, address, phone number, owner name, proposal contact name. 2) Project implementation cost estimate. 3) Statement of qualifications of construction contractor. No access is available without the accompaniment of the Project Manager or other Tulalip/Weyerhaeuser staff. The site location is accessed via the Brooks Creek Mainline forest road. On SR 530, turn north on N Brooks Creek Road approximately.7 miles east of the Oso general store. After approximately.5 miles, turn left up the hill onto the mainline road. Follow this road for approximately 10 miles to the old Deer Creek bridge location near the project site.
