1 State Bank of India Premises & Estate Department Local Head Office S.S.Kovil Road, Thampanoor, Thiruvananthapuram Phone SELECTION OF LIGHTING SOLUTION PROVIDERS THROUGH PRE-QUALIFICATION AND DESIGN COMPETITION, SUPPLY OF LIGHT FIXTURES FOR EXTERNAL ILLUMINATION OF BANK S OWN HERITAGE BUILDINGS AT KERALA NIT NO: 5/ Applications are invited from reputed Lighting solution providers and Light fitting Manufacturers such as Philps, Bajaj, Crompton, GE, Osram, Wipro etc and local Illumination solution providers to design the External Illumination concept of Bank s Heritage Buildings located at Ernakulam through design competition. 2. The detailed prequalification criteria are as follows: i. The Applicants should have adequate exposure in planning, designing of External Illumination schemes for Multi-storied Buildings of Heritage type in compliance with the state by laws, energy conservation, Green Building criteria s, night sky pollution etc. ii. They should have rendered above services for at least one such Project for External lighting solution for Heritage buildings of Govt. / Public Sector Ltd. / Reputed private Company during the last 2 years. iii. They should be conversant with the prevailing State laws pertaining to Illumination of Kerala State Electrical Inspectorate and KSEB. iv. They should have provided lighting solutions for buildings / Heritage of Govt. / Public Sector Ltd. / Reputed private Company during the last 7 years: 1

2 a. At least one project (G+1) building of heritage building of 1800 sqft and above Or b. At least two projects of Rs. 900 Sqft and above Or c. At least three projects of Rs.720 Sqft and above vi. The applicants should have a valid Class III digital certificate in the name of the firm for participating in the reverse auction. viii. System Efficacy of Luminaries offered in the design shall be greater than 80 Lumen /Watt 3. The Bank is planning to illuminate the external facade of the following Heritage buildings. a) State Bank Learning Centre, Main Admin Block Beach Road, Fort Kochi, Ernakulam b) Cochin Main Branch, Calvathy Lane, Calvathy, Cochin, Ernakulum Scope of work expected from lighting solution providers is to design the optimum lighting solutions based on the concept of Lighting, Energy efficiency parameters, cost effective materials for External illumination of buildings, reduced energy foot print, safety aspect, safe light levels to avoid off site lighting and night sky pollution. The guidelines for Green building concepts shall be considered while designing the system. Design samples showing the expected level of external illumination schemes are enclosed as Annexure V 5. Interested lighting solution providers who satisfy the pre-qualification criteria only need apply to the following address, after downloading the Bio-data, pre-qualification - profile, formats for showing work experience etc from Bank s website under the link Procurement News : The Asst. Date of presentation of Designs by the applicants

3 Date of Reverse auction Only firms pre-qualifying in the prequalification criteria will be eligible for participation in the design competition based on the scope of work detailed in para 4 and as per Annexure III (a). The lighting solution providers shall visit the premises and prepare the optimum lighting solution for External illumination of the mentioned premises. The Optimum design shall be presented to Bank in front of Committee for Technical evaluation. Technical evaluation will be on the basis of details given in Annexure-III (b). 7. Price bids will be invited through the process of reverse auction by Banks approved E- procurement agencies. Format of the bid is shown in Annexure IV. After the completion of presentation and reverse auction, Techno commercial evaluation will be carried out by Bank by assigning the weightage of 50% to the technical parameters and 50% to the price quoted by the vendor in price bid. The offers will be arranged in order of their merit and best offer will be considered by the Bank. 8. The L1 Lighting solution provider has to supply the Light fixtures for the amount quoted in the reverse auction as per the design offered. Failure to supply the fixture may lead to disqualification. 9. No correspondence in this regard will be entertained. The Bank reserves the right to reject any or all applications without assigning any reason thereof. 10. Bank is not responsible for the late receipt due to postal delay, strikes or any other reasons. The incomplete application is liable to be rejected summarily. 11. Rates should be inclusive of all taxes, duties freight, insurance, loading, unloading charges etc on door delivery basis as applicable. The fittings shall be delivered to SBLC, Kochi & Cochin Main Branch. 12. Payment Terms: 80% of the fixture cost will be paid after the delivery of items at the site and balance 15% will be paid after the installation of Light fixtures at site. No amount will be payable in advance. 5% will be retained as retention amount till the completion of defect liability period of 12 months from the date of virtual completion of task. 13. The items have to be delivered within two weeks time after awarding the contract. 14. Fixtures those got damaged during the transportation must be replaced with new one. 15. The dealer must replace fixtures in co-ordination with the company if found faulty during the defect liability period. 16. Defect liability period - 12 months from the date of virtual completion of task. 3

4 17. The rates of Light fixtures shall be firm till 60 days from the price bidding for the acceptance by the bank. 18. Weightage for the various qualitative aspects of criteria mentioned in Annexure III (a) and III (b) will be awarded based on the committee evaluation. 19. The delivery, installation and commissioning of the illumination scheme shall be completed within 21 days after the receipt work order. Place: Date: Applicant s Signature Stamp: 4
