20 TRD Soil Mix Wall TRD soil mix walls are mixed-in-place using a specialized vertical cutter post mounted on a base crawler machine. The vertical cutter post, resembling a large chain saw, is inserted vertically in sections by the crawler machine until the design depth of the wall is reached. The crawler machine then advances along the wall alignment while the cutter post cuts and mixes the in situ soil with cement-based binder slurry injected from ports on the post. The vertical mixing action blends the entire soil profile, eliminating any stratification, and creates a soil mix wall with a high degree of uniformity and low permeability. 20

22 Site Logistics Plan This is subject to change 22
23 Site Logistics Description A secure perimeter fence with gates at access points will establish the limits of the Condo Construction area. Field Office will be located in 2 Duke Street Building with some additional temporary trailers located on site. Overall construction sequence will move from Building 3 in SW Corner towards Building 1 in NE corner Initial laydown and staging for cut off wall effort will be on townhouse pads 7,8 & 9 with material delivery via South Union. Additional Lay down areas are located adjacent to bulkhead and on pier. (Purple Area) Mass Excavation will utilize a conveyor system to load barges at pier. Duration will be 6-8 weeks. Material staging will be between buildings and river Constrained site will necessitate materials will be delivered on a just in time basis. Access lanes in yellow. Two tower cranes will be utilized for the project. First crane will be located at Building 8 and in use for ~20 weeks. Second crane will be located between Building 1 & 2 and will be in use for ~32 weeks. 23
24 Site Management A Donohoe Representative will be onsite when any work is being performed. The building will be designated as non- smoking for the duration of construction. A designated smoker area will be established and posted. Portable toilets will be located throughout the site at approximately 1 per 25 workers. Donohoe will have a labor force that will regularly pick up trash and loose construction debris across the site, including sweeping of streets at entrances. Designated lunch areas will be established with waste receptacles for trash. Rodent abatement will continue for the duration of the construction Post and maintain No street parking for construction workers signs at entrances and at site perimeter. Regular safety inspections are performed by Donohoe Safety Department 24
25 Haul Routes A Haul Route is approved by the City of Alexandria. Inbound traffic will use Franklin Street to Union Street and Outbound traffic will use Union St. to Gibbon Street. The Haul Route is subject to change at the discretion of the City of Alexandria Department of Transportation and Environmental Services at Permit issuance. 25
26 Parking Construction workers will either park off site without a charge to the workers or with locational preference on site given to those who carpool. Construction workers shall not be permitted to park on the public streets. Construction workers who use Metro, DASH, Bike Share or another form of mass transit to the site, we will subsidize a minimum of 80% of the fees for mass transit. These provisions are written into each subcontract. A preconstruction meeting will be held with each subcontractor to go over this requirement and we will provide them with the various commuting/parking opportunities prior to starting work on site. 26

29 Pedestrian Circulation Pedestrian access on north side of Wolfe Street and the east side of South Union Street will be closed until streetscape improvements are completed. Donohoe will obtain required permits and maintain control devices (signs) to safely direct pedestrians to opposite side of the street. Construction Fence located at back of sidewalk will be moved to the edge of lane during the lane closure period and returned to the back of sidewalk when the work is complete. 29
30 Traffic Control Intermittent temporary lane closures will be required throughout the construction effort to assure safety for the community and the construction work force. When necessitated, the required lane closure permits will be obtained and a combination of traffic signs, flagging stations, barriers and other devices will be used to safely manage the traffic. Full street closures may be required under certain limited events (crane erection, etc). This will be very limited and coordinated closely with the City Staff. All closures will be properly noticed by at least 72 hours The Vehicular Traffic Management will be coordinated with the Pedestrian Traffic Management when sidewalk closures are also required. 30
31 Work Hours All Construction Activities will comply with the Alexandria Noise Control Code Title 11, Chapter 5, which permits construction activities to occur Monday through Friday 7AM to 6PM and Saturdays from 9AM to 6PM. No construction activity will be permitted on Sundays and Federal holidays. If circumstances arise that necessitate work outside designated hours, the waiver will be requested from the City staff. 31
32 Construction Monitoring Construction monitoring shall be performed in accordance with the requirements of all plan approvals and permit conditions, as well the procedures outlined in the approved Health & Safety Plan and the approved Soil and Groundwater Monitoring Plan. The designated Site Safety Officer will monitor contractors for compliance. Archeologist will be present for all ground disturbing activities in areas that have not been cleared. An Environmental Technician will test soils for contamination in areas not previously cleared. Exposure monitoring will be performed using a PID by the Environmental Technician during soil excavation activities. If the concentration of VOCs is below the action limit of 25 parts-per-million (ppm), no action will be required. However, if VOCs exceed 25 ppm, Level C PPE will be required. Engineering controls, such as sprayers or water trucks, will be used to prevent dust or visual emissions during the construction process. The Environmental Technician will test groundwater in compliance with the VA DEQ VPDES permit issued for the property prior to discharging any water. If contaminant concentrations exceed the VPDES permit limit, the water will be treated to reduce contaminant concentrations to acceptable levels prior to discharge. 32
33 Adjacent Property Protection Offsite monitoring of adjacent properties will be conducted during ground disturbing construction activities in accordance with the Construction Monitoring plan. Crack Gauge Monitoring- crack monitoring gauges were previously installed prior to demolition. These gauges will be read with a caliper monthly. Vibration Monitoring- a written Structures Monitoring Plan (SMP) was developed previously which includes the installation of seismographs to obtain vibration measurements at the surrounding structures. Each seismic station will be equipped with a cellular modem for communication. We will keep the same parameters for project thresholds as established during the Phase 1 Activities. If vibrations reach or exceed established project thresholds, then a text message or will be sent to alert designated project personnel. Project personnel will then identify the source of the vibration and determine if adjustments in the construction methods are required. Settlement Monitoring Settlement monitoring gauges have been installed. These gauges will be monitored for any changes in adjacent properties Damage Claim Protocol- Located on the Robinson Landing Website as well as the City of Alexandria website. 33
