1 Superintendent Job Description: General Summary: Responsible for the overall onsite management of a project from inception to final acceptance. This includes, but is not limited to; all onsite planning, organization, and control of the work in the field to insure the timely and accurate completion of the work. The superintendent shall be the conduit of information from the office to the field. Principle Duties and Responsibilities: 1. The hours that make up a 40 hour work week shall be determined by the entire project team at the outset of the project. These will be considered the minimum hours and the work hours will be adjusted on an as needed basis. The Superintendent must be onsite at all times, unless other supervision is coordinated in advance with the Project Manager. 2. Maintain all onsite files in accordance with Costello Construction filing system. Ensure all copies of subcontracts, purchase orders, submittals, RFI s, PCO s and subcontractor correspondence are in the field files and are complete. This activity is a joint effort between the superintendent and the Assistant Project Manager. 3. Work with PM to arrange for and coordinate all requirements for mobilization. This may include but may not be limited to the following: a. Insure that a videotaped, pre-mobilization site survey is complete. The survey shall show all existing conditions and is the base line to measure or allocate responsibility for damage to adjacent structures, pavements, curbs, gutters, sidewalks, landscapes, etc. b. Arrange for field office setup, including but not limited to transportation of trailers if necessary, setting up temporary electric, telephone and internet services, and outfitting trailers with proper furniture and equipment. c. Set up initial survey (L.O.D., sediment control, etc.) with third party surveyor. At this time a field verification of all topographical conditions and existing surveys shall be conducted. d. Arrange for temporary sanitary facilities, dumpsters, etc. 4. Oversee all onsite operations to ensure work is being performed in compliance with Contract Documents and on schedule. No work shall take place on site without the superintendent or his approved designee on site. 5. Work with the PM to procure and order all materials for self performed work. This includes performing independent take offs, where appropriate, for the self performed activities. 6. The Superintendent shall participate in the drafting of subcontractor scopes of work when possible or practical. In all cases it is the superintendent s responsibility to know each subcontractors scope inside and out. 1 P age

2 7. The Superintendent shall complete all monthly CPM update forms with regard to field activities or non procurement activities (sample attached). Updated CPM Schedule shall be posted on the wall of the field office with the current day visibly highlighted each and every day. It is the responsibility of the superintendent to fully understand the logic and durations behind the CPM Schedule as the Superintendent shall implement the schedule in the field on a daily basis. 8. The Superintendent shall provide accurate and comprehensive 2 week look ahead schedules for distribution at the weekly Foreman s Meetings. 9. Manage the work onsite to ensure work is assigned and completed on time and within budget. Immediately notify the PM of any delays or budget issues. 10. Maintain a safe and organized job site and insure all safety policies are maintained, including weekly tool box talks. Provide PM with weekly documentation regarding toolbox talks. Ensure that tool box talks are being administered by the subcontractors on a weekly basis. Attend safety meetings/inspections with safety consultant and implement comments/recommendations immediately and on an ongoing basis. 11. Prepare a comprehensive staging plan for the project and gain approval of the requisite parties. Coordinate all onsite work with the approved staging plans to prevent conflicts with the ongoing work and delays to the project. 12. If work is taking place in an Urban or Campus environment prepare and gain approval of all requisite traffic control plans. The plan shall provide for the safety of pedestrians as well provide egress routes for vehicular traffic. Implement traffic control plans on an ongoing basis. 13. Responsible for the overall quality control for the project when a Quality Control Manager is not onsite. Review the jobsite daily to ensure all work is being completed per the Contract Documents. 14. The Superintendent is to chair all pre installation conferences. The pre installation conference is the opportunity to insure that all parties understand the requirements of the contract and related documents. The pre installation conference is also the last opportunity to flush out ambiguities in the requirements prior to the applicable trade undertaking the work. The Superintendent shall review every aspect of the applicable specification during the pre installation conference. The Superintendent shall also review the manufacturer s requirements from APPROVED submittals during the pre installation conference. 15. The superintendent is responsible for scheduling all inspections. He is also responsible for ensuring that all requisite permits are in place prior to the commencement of all relevant phases of the work. It is the superintendent s responsibility to obtain all requisite certificates of occupancy in a timely fashion. 16. Assist with the closeout of the project. This includes performing and completing an internal, self generated punch list prior to scheduling the official punch list walk thru; scheduling and completing the official project punch list; the finalization of all close out documentation including as-builts and permit drawing transfer to the Owner (or its designee) and assistance with the O&M s and warranties. 17. Generate RFI s as required and submit to the PM for review and submission to the AE. Insure that responses to RFI s are provided to downstream trades and workers. 2 P age

3 18. Maintain a set of current as-builts onsite and ensure the trades maintain their as-builts. This includes posting RFI responses, clarification sketches, change orders and anything else that results in any change to the as-built set of drawings on a DAILY basis. This also includes inspecting subcontractor as-builts on a weekly basis to confirm that each subcontractor is maintaining its own set of as-builts. 19. Responsible for insuring all LEED requirements are being met onsite and all onsite documentation is provided to the PM timely 20. Coordinate trades to ensure they each have the necessary paperwork and documents to perform their scope of work. 21. It is the Superintendents duty to manage the foreman of each trade and ensure they are performing their job responsibilities from a production, safety and quality standpoint. This same duty applies the Costello Construction foreman. 22. Thoroughly document job progress via photographs, and or video. On a weekly basis the Superintendent shall take series of photographs showing the flow and progress of the work. These photographs shall explicitly indicate areas where the work is being delayed if applicable. The photographs must be saved to the J drive of the company computer system by the close of business on each Friday. A videotaped recording is acceptable in lieu of photographs. 23. At the conclusion of each work day the Superintendent is to prepare his daily report which documents the activities at the project. The daily reports must be filled out DAILY. The superintendent shall accurately complete every space or line on the form (see attached). Particular attention is to be paid to the factors causing delays section of the daily reports. For example, if there are unanswered RFI s that are affecting the work it is to be recorded in this section of the Daily Report starting with the first day of impact and ending with the last day of the impact. Subcontractor delays are to be noted as well. All reports are to be submitted to the Project Manager weekly for review 24. Ensure all documentation that is created onsite is saved to the project folder on the Costello computer network in the appropriate project folder. 25. Supplement and support other team members as needed to ensure the success of the project. 26. Insure all subcontractors submit their daily reports each day to the Superintendent and review these daily reports to ensure they are complete and reflect the job conditions. Notify the PM of any subcontractor that is not completing their daily reports. 27. Ensure all timecards are completed daily and are submitted to by no later than Tuesday of each week. Clearly note the timecards with the costs codes and with written descriptions of the work. 28. Schedule, prepare, and run, and complete the meeting minutes for the weekly Subcontractor Safety and Coordination Meetings to include the following a. Ensure all subcontractor foreman attend meeting b. Review RFI s, Submittals, Proposed Changes c. Review work completed in the last week d. Review work to be completed in the next week e. Review possible coordination issues and develop resolutions f. Review project schedule. 3 P age

4 29. All Superintendents must have an OHSA 30 certification. The superintendent is to take whatever steps are required to maintain certification. Costello Construction will pay all OSHA fees to obtain and maintain certification. 30. Ensure the jobsite security is maintained and the project site is locked up and secure every night. 31. The Superintendent must work with the PM and CCM Foreman for all self perform work to insure all materials are onsite before starting the work and work can be completed efficiently and timely. 32. Attend all Owner Progress Meeting. Prepare two week work completed and look ahead outlines for discussion at the Progress Meetings. All activities that are being delayed by the Owner or Architect must be clearly noted. This is a critical activity and two week updates are to be thorough and comprehensive as they ultimately become an essential part of the project record (sample attached). 33. Insure the jobsite is maintained in a clean and organized condition. Sloppy and/or disorganized project sites will not be tolerated. Insure all subcontractors clean-up per the terms of the subcontract and if not immediately notify PM so that appropriate charges can be assessed. Costello Construction does not provide free cleaning services to the subcontractors and the Superintendent is the person charged with making sure that Costello Construction does not assume this role. 34. Coordinate, schedule, and oversee all of inspections for the project. Maintain an inspection log showing each inspection and the area that was inspected and if additional inspections are required. All inspection certificates shall be placed either on the permit set of drawings or at a location on site directed by the Inspector (For instance, electrical inspection certifications are often attached to a panel board within the structure. This is acceptable.) 35. Insure all mock-up and in-place samples are complete timely to avoid delays to the project. 36. The Superintendent is responsible for the CCM equipment onsite. a. Insure that all equipment is being maintained and is in good working order. b. Ensure equipment is on site when needed and promptly removed when work is complete. Company owned equipment is not free to the project and therefore it is in the best of interest of the superintendent to have unused equipment returned to the Yard when it is no longer needed. c. Ensure equipment is fully fueled and in good operating conditions before it leaves the project site for another jobsite. d. Insure all equipment is parked in a organized fashion at the end of each day. e. The Company Employee Manual expressly covers operator conduct and responsibilities when operating equipment. It is the superintendent responsibility to enforce the requirements of the Employee Manual. 37. Ensure E&S measures are maintained and in good order. Complete all E&S reports as required by the local authority having jurisdiction. All superintendents must have the appropriate sediment and erosion control certifications pursuant to the authority having jurisdiction over 4 P age

5 the work. For instance in MD the MD Dept of the Environment issues Green Cards or in VA the Commonwealth issues Registered Land Disturber Certifications. 38. Review contract documents for conflicts and ambiguities with the installed work onsite prior to installation of new work. 39. Insure you have a complete understanding of contract documents at all times. a. Review contract document frequently b. Review changes/clarifications to the frequently c. Bring ambiguities, conflicts, problems, or potential delays to the attention of the PM timely The above is not intended to limit the responsibility of the Superintendent on the project, but to provide key and essential elements of a superintendent s role while working for Costello Construction.
