4 1 Purpose This Specification covers the requirements and guidance for interfacing of Department of Justice and Regulation (DJR) Road Safety Cameras (RSC) with Railway Level Crossing (LX) equipment. It is a supplement to TCG088 where RSC are used for LX enforcement. 2 Scope This document describes the interface between RSC and LX equipment where Traffic Light Controller (TLC) equipment has not been installed or the traffic lights are not a control device at the LX. Where TLC has been installed and the traffic lights are a control device at the LX the RSC should be implemented without an additional interface with the LX equipment (refer to TCG008). The TLC equipment and its interface with the LX equipment shall be in accordance with TCS Abbreviations DJR Department of Justice and Regulation FCR Flashing Control Relay LX Railway Level Crossing MTM Metro Trains Melbourne PTV Public Transport Victoria RSC Road Safety Camera SSC Signal Sighting Committee TLC Traffic Light Controller VRIOGS Victorian Rail Industry Operator Group Standard 4 Definitions Shall Should Standard VicRoads Is used as the descriptive word to express a requirement that is mandatory to achieve conformance to the standard. Where practicable, the power supply for the RSC system shall not be supplied from railway infrastructure. The cables supplying power to the RSC system (and related infrastructure), shall not be run in conduits for railway systems and shall be treated as a 3rd party service where it needs to cross the rail corridor. The LX equipment shall provide a separate, voltage free, normally open contact (i.e. LX Controls not operating) from the Flasher Control Relay (FCR) for the RSC system to interface with for indicating the operation of the flashing lights. If there are no spare contacts available within the location, a new relay shall be provided to repeat the function of the FCR. All drawings produced or modified describing changes of railway infrastructure shall comply with the PTV Infrastructure Drawing Standards. The RSC (with respect to the flashing lights at the LX) shall functionally be programmed to operate for compliance/enforcement purposes in accordance with DJR requirements. 6 8 Design and Implementation Constraints Where practicable, all RSC system infrastructure and other related equipment shall be installed on the relevant road authority s land (i.e. outside of the designated rail corridor). The location and focus of flash units shall be subject to review by the Signal Sighting Committee (SSC) during the concept stage of the project. 9 Installation Requirements The cable route and installation requirements outside of the railway corridor shall be in accordance with applicable road authority standards and specifications.
