2 1.0 CRITERIA FOR QUOTING RATES: SPECIAL INSTRUCTIONS TO THE BIDDERS 1.1 The rates quoted by the supplier/contractor for the design, detailed engineering, manufacture, supply, installation, commissioning and testing of EOT cranes shall take into consideration of the requirements spelt in Technical specification. No additional cost will be paid for any changes during detailed design. 2.0 CONDITIONS FOR INSTALLATION : 2.1 Residential accommodation for the contract personnel will not be provided. 2.2 All the safety and security conditions/ guidelines issued from time to time shall be followed by the contractor and are elaborated in detail in the following paragraphs as well as elsewhere in this tender. Also the other requirement of land, power supply, water supply etc which will be provided to the contractor/supplier has also been detailed. 2.3 Site familiarization: The bidder shall satisfy himself as to the nature and location of the work, the general topography of the land, the local conditions, particularly those bearing upon transportation, disposal, handling and storage of materials, availability of labour, water, electric power, roads and uncertainties of weather, or similar physical conditions of the site for setting up a Installation and testing facility at KKNPP-3&4 site. Non-familiarity with the site conditions will not be considered a reason either for extra claims or for not carrying out the work in strict conformity with the drawings and specifications. 2.4 Operations and storage area: All the operations of the contractor shall be confined to areas authorized by the Engineerin-charge. The contractor shall be liable for any and all damage caused by him within the Corporation s premises. 2.5 Security rules: It may be noted that the security of construction site is within the purview of the Central Industrial Security Force. The contractor shall follow at site all security rules as framed by the corporation from time to time regarding removal/movement of materials and equipment from site, issue of biometry RFID identity cards by producing PVC (Police Verification Certificate), control of entry of personnel and all similar matters. The Contractor shall get police verification certificates from their native place for all his staff and workmen for issue of RFID cards by NPCIL. The contractor and his personnel shall abide by all security measures imposed by the Engineer or his duly authorized representative from time to time. Contractor shall also follow all rules and regulations applicable to the area being declared / pronounced from time to time by concerned authorities or by any other statutory orders. Nothing extra will be payable on account of stoppage/hindrance of the work due to security reasons. 2

3 The contractor, his employees and agents shall not disclose any information or drawings furnished to him by the Corporation. Any drawings, reports and other information prepared by the contractor/by the Corporation or jointly by both for the execution of the contract shall not be disclosed without the prior written approval of the Engineer. No photographs of the works or plant within the site premises shall be taken without the prior written approval of the Engineer. Camera Mobile phone is not allowed inside the plant premises. The successful bidder shall print Gate Pass in approved format of NPCIL for the entry of men and materials inside of plant premises. The identity cards/passes will be issued to the Contractor s staff and labour by NPCIL. In case of damage/misplace of RFID card a duplicate card shall be issued on chargeable basis. Contractor shall have to produce some valid identity proof of their employee /workmen in the form of standard photo identity, voter card, Passport, ration card etc for identification. Keeping in mind the national importance of the Project, the Contractor shall verify the antecedents of his workmen before employing them and shall also produce a police verification certificate for their staff and labour as a pre-condition to issue of identity card/pass. Medical fitness certificate in the standard format shall also be submitted for each individual for issue of Identity card. Minors or physically unfit persons shall not be entertained. 2.6 Approach roads Approach roads upto the KKNPP-3&4 site CMM complex storehouses where the cranes are to be erected will be made available by NPCIL. 2.7 Facilities for safety of working personnel during construction The Contractor shall provide safe and approved facilities for the works such as Personal Protective Equipment, life jackets and other devices for safe working without any extra payment. Pep talk on safe working instructions to be imparted on regular basis to all workman s before proceeding to the work in all shifts. The contractor may also deploy qualified safety personnel for ensuring the safe work at site. The contractor shall follow the online work permit system framed from time to time for carrying out any work at site. 2.8 Liability for loss, damage, accident, insurance etc. The successful bidder shall take out at his own cost, the following insurance policies for the contract period effective from the date of commencement of the work at KKNPP-3&4 site with an insurer acceptable to NPCIL for an appropriate amount and documents in this regard should be submitted to the Engineer-in-charge before start of work at site. a) Contractors All Risk (CAR) Policy including Third Party Insurance. The value of CAR policy shall cover the value of his site work (inclusive of raw material cost) in addition to a third party risk to a value of 10% of PO value. b) Workmen Compensation policy in respect of all his workmen engaged. c) Group Insurance to cover the Contractor, Engineers and supervisors, employed by the contractor, if already covered documentary proof to be produced. d) Transit insurance for the transportation of the material from the manufacturing facility to the KKNPP site as stipulated in GCC. 3

4 During the execution of the contract, and until completion certificate is issued, the Contractor will be fully liable to compensate all concerned, for any loss, damage or destruction of structures, plant & machinery, persons, property etc. including third party risk (for an amount acceptable to NPCIL) arising due to causes attributable to the Contractor as may be decided by the Engineer whose decision in this regard shall be final. No claim shall be made against NPCIL on this account. 2.9 Government labour acts / laws The contractor shall strictly follow the Government Labour Acts and Rules there- under which are in force at present and introduced from time to time, such as Acts enforced by Regional Provident Fund commissioner, Directorate of ESIS and relevant Central/State/Regional/District enforcement officer of Contract Labour Act. All necessary arrangements for safety, security and welfare of labours shall be made in accordance with the provisions of these Rules. All the workmen shall be insured under Workmen Compensation Policy by the Contractor at his own cost Electric power supply Industrial Power Supply at Site: i. 415V, 3 phase 4 wire construction power supply shall be made available to the contractor at one end, inside the CMM complex storehouse free of cost. ii. This supply shall be made available at one / two points, as may be decided by the Engineer considering the load requirements and site conditions. iii. The successful bidder shall furnish the details of estimated requirement of electrical power for installation of crane as well as for normal operation of crane in terms of maximum KVA demand. iv. It shall be the responsibility of the Contractor to provide and maintain a complete installation on the load side of the supply with due regard to safety requirements at site. All cabling and installations shall be subject to the approval of the Engineer and shall comply in all respects to the appropriate statutory requirements given in the following: a) Indian Electricity Act, 1910 (as amended) b) Electricity supply Act, 1948 (as amended) c) Indian Electricity Rules, 1956 (as amended) The contractor shall provide full specifications of the equipment and the layout drawing. Approval of the Engineer does not absolve the contractor from complying with any or all conditions laid down in this section. In order to ensure total safety of the construction power supply network, the Contractor is encouraged to use non-metallic, thermo plastic power receptacle boards, extension boards, cable reelers, construction power supply boards etc. which are safe and non-corrosive. ELCB of 30 ma sensitivity shall be used in all power supply networks such as temporary lighting, extension boards, construction power supply boards etc. All ELCB shall be tested regularly and a sticker or notice indicating the date of testing, its validity and next date of testing etc. shall be affixed on the equipment. ELCB shall be of NPCIL approved make, with specifications meeting the relevant IS Codes. For all electrical installations such as construction power supply, Switchgear boards etc., where a person is required to operate the same, insulation mat meeting the requirement of relevant IS Codes shall be provided as a mandatory safety requirement. No electrical power supply connection will be given in case of non- 4

5 provision of these safety requirements and the availability of all such electrical safety requirements shall be ensured throughout the period of the Contract. The Contractor shall submit a periodic report on the healthiness assessment condition of all his electrical installations and electrical tools to the Engineer and the Engineer reserves the right to inspect the same at any time, either at site or at Contractor s shop or stores, as the case may be. For operation and maintenance of the electrical installation, the Contractor shall deploy B licensed Electricians, who are authorized and qualified to operate these installations safely. For any works on electrical systems involving the wire / cable terminations etc. on the charged / commissioned (and isolated) electrical systems, only licensed electricians shall be deployed. v. The power supply will also be regulated as per the terms and conditions of the Tamil Nadu State Electricity Board. vi. The Contractor shall maintain a power factor at not less than 0.8 by installation (if necessary) of suitable corrective devices at his own cost. The Contactor s failure in this regards within a period as stipulated by the Engineer may entail installation of the necessary corrective device by the Engineer at the Contractor s risk and cost. vii. Corporation will not be liable for any loss or damages to the Contractor s equipment as a result of variations in voltage or frequency or interruptions in power supply. The Corporation will also not be liable for any loss to the Contactor arising from interruption, failure or stoppage of works and any attendant delays consequent on such failure, interrupting or stoppage of power supply or variation of voltage or frequency. viii. Power supply for erection work, commissioning, load testing and operation of the crane will be provided free of cost by NPCIL Lighting Adequate lighting facility hand lights and area lighting should be provided by the contractor at his own cost at the site of installation, at the storage of his materials and equipment After completion of the works, the contractor shall at his own cost promptly dismantle the distribution and other facilities he might have erected 2.13 After finishing of the contract, the bidder shall dismantle the structure created by him and clear the premises and bring the land to the original condition unless the purchaser agrees in writing to keep the part/full structures Safety Measures: a. The contractor should deploy minimum one qualified safety supervisor for the site work. b. The contractor should submit the Job Hazard Analysis (JHA) for approval before start of work at site. c. All personnel of the contractors shall undergo Industrial safety training to be impart by NPCIL. d. All the workers should be provided with Personal Protective Equipment (PPE) conforming to relevant Indian standards required to be used during execution of the work by the contractor. 5

6 e. Height work permit shall be obtained for all the works carried out on temporary staging, platforms etc. above a height of 3.5 meters from stable floor or ground floor. All implements used for height work such as scaffold, access stairs/ladders, platform, railings etc should be certified by concerned engineer prior to its use and to the effect that they should have a display as Safe for use. Wood, bamboo or other combustible materials shall not be used for making staging/scaffolds f. For carrying out work at height of more than 3.5 meters above floor/ground level, height pass should be provided for all the workers involved in the work which includes ascertaining medical fitness by Registered Medical Practitioner and worker s physical test etc. g. During the execution of the work, the contractor shall deploy minimum one qualified and licensed electrician. Minimum qualification for such electrician shall be ITI in electrical trade. He should also possess electrician/wireman license issued by concerned state government authority. h. Sufficient numbers of Portable fire extinguishers (DCP or CO2) shall be provided in the vicinity of all power distribution boards. i. All power distribution boards, electrically operated equipment/tools, cables, power extension boards etc. shall be inspected periodically for ensuring their healthiness. Inspection stickers shall be affixed on all such equipment/tools. 3.0 DELIVERY PLACE : All the items covered in this tender pertaining to KKNPP-3&4 shall be delivered to Manager (Materials) CMM, KKNPP-3&4,Kudankulam, Radhapuram Taluk, Tirunelveli district, Pin code , Tamilnadu. 4.0 DELIVERY SCHEDULE: The contract delivery schedule shall be as follows 1. The total schedule of completion of entire scope of work is 14 months from the date of issue of purchase order for design, manufacture, supply, installation, commissioning, testing and handing over for all the 9 cranes. 2.
