2 Objectives Measuring transport sustainability impacts: - taking into account the three pillars of sustainability : socio-economic and environmental impacts in a "value chain" context Until now some tools exist to improve logistic efficiency of companies or to measure environmental impacts but not the two aspects altogether. 6 General method for the results National average of empty backhaulage and product loading rates are taken into account. In order to allow detail results, the tools enables users to replace them by their selected value The indicators are measured on the basic idea that socioeconomic and environmental impacts of transport grow linearly with distances. Socio economics indicators are measured in a two steps approach : they are firstly estimated using French national data and secondly adjusted to other countries with macroeconomic variables such as oil prices or average wages. 7 Tools deployment and use It is available on FCBA website, free of charge : 115b94d a8a500280a5b74 Less than 10 organisations have loaded it An article, in the European Journal of Forest Research, explain how it can be used in : - to compare transport modes in terms of cost and of environmental impacts by example at the rail and inland waterways thresholds of competitiveness - to compare different transport scenarios to supply a pulp mill in Sweden Institut technologique FCBA : Forêt, Cellulose, Bois - construction, Ameublement Page : 6
8 Tools deployment and use It could be used also by other stakeholders like : transport enterprises, industries or authorities as a support for assessing opportunities and impacts of alternatives to existing logistic chains. 9 Updating and perspectives of development Since it was created in 2009, Ttool has not been updated. Several development would be useful in the alpin space context : - The evaluation of rail and loading/unloading costs needs improvement in the data collection and in the methodology, - For road/inland waterways environmental indicators, levels of fuel consumption and emission unit per type of vehicle/vessel are assumed to be similar across Europe. Some more work on the distinction of emissions per country would be valuable as a 40T in Romania may be older and then may emit more GHG than a German 40T (EURO Class Emission standard). 10 Updating and perspectives of development The tool is not related to geographical data. A development of interest would be its use through a geographic information system (GIS) system, involving a higher level of detail with the inclusion of time/speed dimension in the indicators measurement. As such, a GIS would allow to identify several levels of speed through speed limits per road category and several levels of fuel consumption by integrating this time dimension and data on congestion (especially for the kilometres through cities) Institut technologique FCBA : Forêt, Cellulose, Bois - construction, Ameublement Page : 9
