4 INTENT The intent of these specifications is to provide sufficient specified information to permit prospective bidders to submit proposals for seventeen (17) Threat Level IIIA Body Armor - Swat Vest. STATEMENT OF INTENT EQUALITY AND FAIRNESS The City of Bartlett will not discriminate against any individual of any reason and will provide services to all citizens in a nondiscriminatory fashion. GENERAL SPECIFICATIONS These specifications are intended as specific requirements. However, it is recognized that each manufacturer s distributor or dealer has special features that make the company unique. Therefore, all bids will be considered, but every bidder must state, in detail, where the dealer fails to meet these specifications. Unless otherwise stated, these specifications are not intentionally written to favor any one manufacturer s distributor, and are only for the purpose of indicating the type of body armor swat vest required. It is the intention of the City to purchase specified products with the lowest best response meeting specifications. 1. All bidders must clearly identify any and all deviations from these specifications. 2. All bidders must be a recognized and authorized distributor which maintains a convenient location for measurement, fitting and service during regular business hours. 3. The bid should state the manufacturer s warranty and product liability insurance. 4. All prices are to be firm for 120 days from bid due date. 5. The City reserves the right to reject any and all bids. 6. An Award Letter and purchase order will be issued to the successful vendor. 7. All charges for delivery are to be pre-paid by the successful bidder, and are not the responsibility of the City of Bartlett Police Department. 8. Body armor delivered as a result of the award of this bid shall be as specified, no other manufacturer s alternate will be accepted. 9. 5 DETAILED SPECIFICATIONS SPECIFICATIONS The following detailed product specifications shall be for seventeen (17) PROTECH SHIFT 360 Scalable Armor System manufactured by Safariland as required for the Body Armor - Swat Vest which will be used by the City of Bartlett Police Department. These are standard manufacturer s specifications, and six (6) required optional accessory equipment. 1. Research, Development, and Manufacturing Safariland as listed on the NIJ s Compliant Product List (CPL) solely performs the research, development and manufacturing capabilities. 2. Plate Rack Design (Ballistic coverage Capability) - The PROTECH SHIFT 360 is a scalable armor system in which ballistic coverage will depend on the setup or configuration of optional accessories the wearer utilizes. For individual optional accessory ballistic coverage total area, please refer to section five (5) of this specification. 3.
