1 INDONESIAN MORATORIUM IMPACT DR Rosediana Suharto Indonesian Palm Oil Commission
2 LOI Indonesia Norway Phase 1. Preparation Completing a national REDD+ strategy also addressing all key drivers of forest and peat emission Establish special agency reporting to President to coordinate efforts pertaining the development and implementation of REDD+ Developing a strategy for and establishing the initial framework of an independent institution for national monitoring, reporting and verification system for anthropogenic forest and peat related to GHG emission Designing and establishing as early as possible a funding instrument, in collaboration with relevant donors and managed by an internationally reputable financial institution Selecting a province wide REDD+ pilot
3 Phase 2 Transformation The second phase is January 2011 to 2013 National level capacity building, policy development and implementation as well as legal reform and law enforcement One or more full scale province level REDD+ pilots The aim of this phase is to make Indonesia ready for the Contribution-for-verifies Emission Reduction Phase, while also initiating large scale mitigation action such as: a. The parties to have finding instrument design for fully operational in 2011 b. By 2013 a country wide MRV system conforming to IPCC Tier 2 or better, run by the independent MRV institution as in phase 1.
4 c. Identify, develop and implement appropriate Indonesian wide policy instruments and enforcement capabilities but not necessary limited to: 1. Two years suspension on all new concessions for conversion of peat and natural forest 2. Establish a degraded land data base starting in one or more appropriate provinces 3. Enforce existing law against illegal logging 4. Take appropriate measures to address land tenure conflicts and compensation claims d. First province wide pilot will be implemented in January 2011 onwards Province to start this implementation is Berau, Malinau, and Kapuas Hulu, Central Kalimantan.
5 Phase 3: Contribution for Verified Emission Reduction The third phase from 2014, based upon 2013 emission reductions. a. Indonesia receives annual contributions for independently verified national emission reductions relative to a UNFCCC reference level (or a level set by Indonesia and its partners based on Indonesia s emissions reductions pledges and UNFCCC. b. Norway (and potentially other partners having joined the partnership) channel financial contributions into the financial instruments as described under phase 1 above.
6 Indonesia Plan in response to LOI Presidential Decree No.10, 2011 No new permit issue for opening primary forest, peatlands in conservation forest, protected forest,production forest (limited production forest, production forest/permanent, production forest that can be converted) and area for other uses as stated in indicative Map for the postponement of new permit, as the attachment of this degree.
7 Exceptions (2 nd dictum) The first dictum is postponement for new permit on primary forest and peatlands, the following are the exceptions: 1. Application that has been agreed by Minister of Forestry 2. National vital activities which are geothermal, oil and gas, electric power, land allocated for rice and sugar cane 3. Extension of permit to utilize forest and /or utilize forest area that already issued before this decree is issue and still valid is eligible to continue 4. Ecosystem restoration The 3 rd dictum is the instructions for 8 related higher officials.
8 Further Instruction (dictum 4 th to 8 th ) 4. Indicative Map for the postponement of new permit of area for other uses determine by Minister of Forestry Province to start this implementation is Berau, Malinau, and Kapuas Hulu, Central Kalimantan 5. Postponement of new permit is for 2 years, base on the date and year of this decree 6. Minister Forestry must report in every 6 months 7. The Working Unit under the President has to prepare all unit related to REDD+ implementation.
9 The Strategies on Implementing REDD+ Objectives of Indonesian REDD+ 1. Reduction of deforestation 2. Reduction in forest degradation 3. Maintaining carbon stock through: a. conservation activities b. sustainable management of forest c. forest restoration and rehabilitation
10 The REDD+ programme will induce co benefit : a. increase the wealth of the local community b. increase sustainability of biodiversity, direct or indirect related to the wealth of the community.
11 REDD+ Agency Objectives: 1. To act as umbrella for all RED activities in Indonesia also as governing body and coordinating body. 2. To act as a catalyst in accelerating forest management system for peatlands and land for other uses that can support the reduction of forest degradation and deforestation, with the aim to reduce the contribution of GHG emission. 3. An effective financial service and fair distribution of use for related stakeholders who run REDD+ program/project/activities that can fulfill integrity requirements of REDD+ program (audit and save guard).
12 Conclusions 1. Indonesia committed not to open primary forest, peatlands, production forest, protected forest, etc. 2. Land use change is completely stop in 2 years from 2011 to REDD+ program will be implemented by Indonesia consequently. 4. By implementing REDD+, the biodiversity will be taken care.
