3 Government of Indonesia has made much progress in addressing climate change issues: Prior to COP13 at Bali, Ministry of Environment in December 2007 issued National Action Plan on Climate Change (RANPI) describes climate change policies and short medium long term climate change program. National Development and Planning Agency (BAPPENAS) further revised the RANPI, and produced document called National Development Planning: Indonesia responses to climate change, called as Yellow Book. Following that, in 2010 BAPPENAS developed a progressive policy framework for climate change, i.e. Indonesia Climate Change Sectoral Roadmap (ICCSR), which lays down the principles, approach and priorities to mainstream climate change adaptation and mitigation in development planning. as a bridge for: Providing input into the National 5 year Mid Term Development Plan (RPJMN) , until
