If interested, please respond to this outreach message by: October 17,2014 Introduction USDA Forest Service will soon be advertising 2 positions: 1) National Fisheries Program Leader (GS /14) in the Watershed, Fish, Wildlife, Air, Rare Plants & Subsistence staff (WFWARP), and 2) National Program Lead for Aquatic Ecology and Fish Research in the Landscape Restoration and Ecosystem Services Research (LR&ESR) staff. These are permanent, full-time positions located in the Forest Service National Headquarters on 14th Street and Independence Avenue, SW, Washington, DC. This is an excellent opportunity to gain perspective on agency operations at the headquarters level and provide input to current efforts to better address aquatic resources within the agency and across the Department of Agriculture. Each of these positions provides the opportunity for applying initiative and creativity in addressing the highly challenging and exciting issues and opportunities currently facing the aquatic resources. These positions will work hand in hand to ensure both NFS and R&D deputy
2 areas are providing coordinated direction and support for effective and efficient management of our aquatic resources. Watershed, Fish, Wildlife, Air and Rare Plants Staff The work is fast-paced with a top-notch group of biologists, botanists, hydrologists and physical scientists. The staffs have responsibility for the formulation and implementation of broad policies, programs, plans, standards and procedures for development and management of watershed, fish, wildlife, air, rare plant, and subsistence resources on National Forests and Grasslands. The WFWARP staff is made up of two staff groups: Wildlife, Planning, TES, Soils and Air; and Water and Aquatic Resources, the latter group containing one remote staff unit National Stream and Aquatic Ecology Center. Position Information - National Fisheries Program Leader The incumbent will be responsible for assisting the WFWARP staff in providing national leadership of the Forest Service fisheries program. The incumbent should have a strong background in fisheries and aquatic resources and experience in partnerships, collaboration, budget and target reporting, and additional fisheries program management at the forest or regional level. The position reports to the Assistant Director for Water and Aquatic Resources (WFWARP). Landscape Restoration and Ecosystem Services Research Find rewarding and challenging work with the largest forestry research organization in the world while providing national leadership to the aquatic ecology and fish research program. This position is your opportunity to join the small, deeply committed team providing national leadership to economics, social science, urban forestry, wildlife, aquatics, wilderness, and forest products and utilization research. Your ideas and recommendations will influence and improve the way aquatics research is used to help evaluate the consequences of resource management policies and decisions. Position Information National Program Lead for Aquatic Ecology and Fish Research The ideal candidate will have demonstrated ability to analyze, evaluate and synthesize aquatic ecology and fish science to inform decision-makers and frame policy discussions, build external and internal partnerships, market/communicate research programs and shape national strategic research direction. The incumbent should have broad experience leading a research program and will be responsible for working with customers and partners to identify national program priorities, developing program initiatives and budgets, and providing technical support and oversight to aquatic ecology and fish species programs at five Research Stations and the International Institute for Tropical Forestry.
3 Community Information Washington, D.C., capital of the United States, is the center of a metropolitan area extending into Maryland and Virginia. With the city of Baltimore to its north in Maryland, it forms a consolidated metropolitan area of some 7 million people. Washington is the legislative, administrative, and judicial center of the United States. Its business is government, and hundreds of thousands are so employed in the metropolitan area. The city is a major tourist attraction and a cultural center. Some of the best schools and medical services in the Nation are found in the area, e.g., Georgetown University and National Institutes of Health. There are exceptional opportunities to visit historical places and museums and experience the diverse cultural environment of the Nation s capital such as the Smithsonian Institution, the Kennedy Center and the Washington Cathedral. Area information on entertainment, and various other local attractions and activities can be found at: Transportation To commute the area is served by Washington Metropolitan Area Transit Authority Transportation facilities within the DC Metro Area include a subway and bus system that connects the city with many suburbs. The Smithsonian Metro Subway Station is one block from the Forest Service office in the Yates Federal Building at 14 th and Independence Avenue. Commuter rail and bus systems in MD and VA serve the outer metro area. Ronald Reagan Washington National and Dulles International airports in Virginia and Baltimore- Washington International Airport in Maryland provide air service in the Washington D.C. area. Bike shares are also available throughout the area. Weather and Climate The area offers a wonderful four-season year with summer days sunny and humid, highs usually in the 90s and lows in the 70s. Fall foliage brings a magnificent array of colors for many weeks. From late November to March there usually is some snow and ice. However, the accumulated snow and ice generally melts in short order. Spring and autumn are usually long and very pleasant. Housing In the immediate metro area (Montgomery county, MD, Fairfax and Arlington counties VA, and the District) the median sales price of existing homes (as of May 2014) was $430,000 while condos and townhouses averaged $310,000-$420,000. As with most urban areas, increasing numbers of people are moving farther out to find more affordable housing, and the metro area s mass transportation system allows people to find more affordable housing in outlying areas such as Manassas and Fredericksburg, VA, Fredrick county, MD.
