2 SESSION 1 09:00-09:45 An Agency-Wide Approach to Sustaining Professionalism in Policing An agency-wide approach to ethics will depend on the size of the police service. The twelve police agencies in Canada of 1200 sworn members or more will have a much more complex and structured approach than smaller agencies. Larger agencies will need to foster cooperation amongst different areas, e.g. Professional Standards, Training, Human Resources, Career Development, and Communications. Four key programs are also vital to an agency-wide approach: an early intervention program, a Professional Standards internal outreach program, a respectful workplace program, and finally the ethics/professionalism program itself. In this presentation I will focus on larger agencies by discussing the role of the aforementioned areas and programs in sustaining a commitment to professionalism. In the CACP Professionalism in Policing survey of 10,266 sworn members up to the rank of Staff Sergeant, we were able to identify the most significant programs and practices that are correlated with willingness to report professional misconduct. In a more sophisticated data run building on the differences between the RCMP and municipal agencies in willingness to report we were able to identify, over and above existing differences between the RCMP and municipal agencies, the strongest factors that influence members willingness to report professional misconduct. The new Act has resulted in a modernized approach to RCMP administrative processes which includes how it now deals with Conduct matters. A/Cmmr. MacMillan was the chief architect of these reforms and is responsible for overseeing the new RCMP Conduct regime. Those behaviours were linked to security incidents, as well as behaviours that did not correspond to what is expected from police officers, while on duty. The Division is directly linked to ensure the respect of security and integrity rules around information, physical resources, and staff. 6 SESSION 8 09:30-10:30 The Principles of Natural Justice: Avoiding Pitfalls of Not Complying with Natural Justice and the Risks Involved Understanding the Principles of Natural Justice allows for police agencies to create disciplinary regimes which, when followed, will withstand appeals and public scrutiny. Professionalism is a key goal for every agency, and an examination of what constitutes a professional organization is not that they have complaints or internal problems but rather how they handle and resolve those issues. The session will allow for a discussion on case law and the four pillars of natural justice: the judicial function of a hearing process, jurisdiction, procedure including bias, and superior legislation. A brief overview of the use of discretion and trendy issues will be supplemented with tips on how to run a hearing and the key elements of writing a decision after the hearing is concluded. Since its implementation in 2010, success was achieved, but it was shown to be only temporary in nature. A new iteration of the Stay in Game was developed and released in early 2015, with the intention of making the impact sustainable through the use of an interactive website, videos, blogs, and top to bottom participation by all CPS employees. Darren will endeavor to provide an overview of the program s history and the improvements to date. Launched in the fall of 2013, the initial focus was to educate employees about the potential damage inflicted to members, their families, and the organization as a whole as a result of police misconduct allegations. Various videos and posters were circulated in an effort to raise awareness about the issue as incidents were on the rise. Updated on May 5,
8 Moving forward, the campaign showcases service excellence while continuing to support employee initiated ideas for positive change such as the addition of the Compliment a PRP Employee portal, to our external PRP website. Prior to the suggestion made by one of our members, our external website offered citizens of our region the opportunity to complain about our services, but offered no alternative to commend members for a job well done.
