1 EXPRESSION OF INTEREST - IT Services A. Introduction The Health Services Union NSW ( HSU NSW ) is requesting Expressions of Interest EOI) from capable IT service providers to provide IT Services to the HSU NSW. All communications in relation to the EOI shall be addressed to the HSU NSW Authorised officer for this EOI. Communication in writing is preferred. All inquiries concerning the Expressions of Interest should be addressed to the HSU NSW Authorised Officer for this EOI Andrew Lillicrap on (02) , andrew.lillicrap@hsu.asn.au To be considered, three (3) signed originals and a PDF version of the Expressions of Interest should be addressed to: Expressions of Interest IT Services, Health Services Union NSW, Level 2, 109 Pitt Street, Sydney NSW by 4.00pm on Monday 10 th August Proposals received after this time will not be considered and will be returned to the proponent unopened. The HSU NSW reserves the right to reject any or all Expressions of Interest submitted. EOIs will be evaluated by the HSU Audit and Finance Committee. During the evaluation process, the HSU NSW reserves the right, where it may serve the Union s best interest, to request additional information or clarifications from proposers. At the discretion of the HSU NSW, firms submitting Expressions of Interest may be requested to make oral presentations/demonstrations as part of the evaluation process. Submission of an EOI shall be confirmation the entity submitting the EOI accepts the terms and conditions of the EOI. Failure to comply with the terms and conditions of this EOI may lead to exclusion of an EOI from consideration for award of a contract. To be considered, three (3) signed originals as well as a PDF version of the EOI shall be delivered to the HSU Level 2, 109 Pitt Street, Sydney NSW 2000 by the closing time at 4.00 pm on Monday 10 th August 2015.

2 HSU NSW IT Services EOI 2 B. Term of Engagement A three year contract is contemplated. C. Background The HSU NSW is an industrial organisation of approximately 32,000 members spread across NSW and the ACT. Union members work across a wide range of employment in public and private health, ambulance and aged care services. Members are covered by a range of NSW industrial awards and Enterprise Bargaining Agreements. For information on the Union see the HSU NSW website at: D. Responsibilities Those submitting Expressions of Interest (EOI) shall be deemed to have: (a) Examined the EOI documents and any other information made available in writing by the HSU NSW for the purpose of submitting; (b) Examined all information relevant to the risk, contingencies and other circumstances having an effect on their EOI which is obtainable by making reasonable enquiries; (c) Satisfied themselves as to the correctness and sufficiency of their EOI and that their submission addresses the selection criteria and conditions as established in the EOI documentation. Further responsibilities of the parties: (d) Participation in any stage of the EOI process, or in relation to any matter concerning the EOI, will be at the sole risk, cost and expense of each Interested Party. HSU will not be responsible in any circumstance for any costs or expenses incurred by any Interested Party in preparing or lodging a proposal, in taking part in the EOI process, or taking any action related to the EOI process. (e) An Interested Party is not engaged under the Contract (f) HSU may decide not to contract for provision of all or any of the Services (g) HSU may decide to suspend, abandon or terminate the EOI process (h) HSU may exercise or not exercise any of its other rights under, or in relation to the EOI (i) HSU will not accept responsibility or liability for any misunderstanding arising from any failure to comply with the EOI documentation, or from any ambiguity contained in any proposal. (j) The proposed price shall provide separate prices inclusive of any GST and exclusive of GST. (k) Proposed prices should be firm for the first two years of the contract, with a review after two years. (l) Prices shall be submitted in indelible form.

3 HSU NSW IT Services EOI 3 (m) Interested Parties must have a current and valid Australian Business Number (ABN). (n) Questions about the EOI should be submitted to the Authorised Officer in writing. Questions asked will then be responded to in writing and provided to all known interested parties on an equal basis. (o) Proposed pricing structures should separate the upfront capital costs from ongoing yearly recurrent costs. E. Completion of EOI All information provided by the submitting party must be in English language, appropriately addressed and delivered to the Authorised Officer before the closing time for the EOI. All pricing shall be in Australian Dollars with GST identified separately.. F. Scope of Service to be provided HSU requires a service provider to maintain and manage the current IT operational environment. The HSU NSW has offices at four locations with the HSU Head Office in Sydney, being the central hub which is located at Level 2, 109 Pitt St, Sydney and which links to a Data Centre. The sites are currently linked by a protocol network. Other offices to be linked are located at: Unit 5, 2-6 Hunter St Parramatta Unit 23, Auburn St, Wollongong Unit 3, 289 Canberra Ave, Fyshwick HSU IT Infrastructure and Service requirements consist of the following: Infrastructure & Services Type 5 x cloud servers ( 2x Domain Controller, Terminal server, file server, smtp server) O/S Windows 2008 R2 8 internal servers 3 x virtual which perform the following

4 HSU NSW IT Services EOI 4 Printers tasks Payroll / HR server / MYOB O/S Windows 2008 R2 Firewall gateway (checkpoint) R77.20 VPN service for 50 users 5 x Physical servers which perform the following tasks: Switchvox PABX server (Redhat) Local Domain controller server which also does, DHCP, phone system management, Print server, Fax server (GFi fax) O/S Windows 2012 Document management (imagereal) O/S windows 2008 R2 2 x ESXi host for 3 virtual servers Vmware 5 Netapp NAS device for backup service AMEX multimedia system for boardroom 5 x network multifunction printers 4 x network printers 15 x desktop printers Access point 2 x cisco Aironet x cisco Aironet 1600 Switches 5 x HP procurve switches HP Desktops x 58

5 HSU NSW IT Services EOI 5 HP Laptops x 21 2 x Mac pro desktop 1 x desktop Scanner IPAD x 41 / Iphone x 51 Office 365 suite 76 users with shared mailboxes + End user support Trend micro AV services for 80 users Administration of IP phone system Polycom 550 / 450 handsets for 3 remote offices including connectivity and user accessibility 24 x 7 Monitoring and reporting of network, servers and storage devices Helpdesk services, Average 35 call Per month Backup services for the servers and administration to the above mentioned servers, printers, desktops, laptops and networking devices. Onsite resource 3 days per week Administration, and Maintenance Administration, and Maintenance The HSU uses a membership database known as Memforce, based on the Salesforce platform. This is a separately run and managed program and is not part of this EOI process. The successful applicant of this IT Services EOI however would be required to work with the administrator of the Memforce program to ensure the proper integration of the systems and an efficient service for the HSU. G) Evaluation Procedures EOIs will be evaluated by the HSU Audit and Compliance Committee and submitted to

The contract award may not necessarily be made to the company that provides the lowest cost proposal but to the company whose proposal and experience best meets the requirements of the Health Services Union NSW. H) Oral Presentations During the evaluation process, the HSU NSW may, at its discretion, request an oral presentation/demonstration. Such presentations will provide firms with an opportunity to answer any questions the HSU NSW may have on a company s proposal. Not all firms may be asked to make such presentations. I). Final Selection The successful applicant of the IT Services EOI will be determined by the HSU Audit and Compliance Committee and/or the HSU Union Committee.
