County Warden s Welcome and Remarks Warden Bain welcomed the members and noted that he had attended the following: Kick-off for Ontario Tourism Week; Several CWATS activities; Central 33 Hub launch; Meeting with the Canadian Ambassador to Belgium; Tourism season type activities. Warden Bain congratulated the Essex-Windsor Emergency Medical Services team members on winning a gold medal at the International Paramedics competition. 7. Delegations and Presentations A) Essex County Accessibility Advisory Committee Members of the Essex County Accessibility Advisory Committee (ECAAC) requested to make a presentation to County Council in recognition of National Access Awareness Week which is being held from May 29 June 4, Moved by Mr. Bondy Seconded by Mr. Antaya That the Members of the Essex County Accessibility Advisory Committee be permitted to address County Council. Carried Christine Easterbrook, Chair of the ECAAC, spoke on how everyone has value and how people are free to pursue a life beyond what is normal and to celebrate their 8

Council members were also shown a video of Rosie King, who talks about how autism freed her to be herself. John Boyko reminded members of the Wheelchair basketball game on June 10, 2016, at Western Secondary School. Therese Lecuyer advised members of Council that the 14th Annual Accessibility Workshop would be held on Tuesday, October 25, 2016 at the Heritage Park Alliance Church. Gord Queen thanked Mr. Maisonville for acting on the comments provided by the ECAAC regarding suggested changes to the front entryway of the Civic Centre. In addition, Mr. Queen also thanked Mary Brennan, Director of Council Services/Clerk for all her efforts on the Committee. B) Windsor-Essex Compassionate Community Ms. Carol Derbyshire, Executive Director, The Hospice of Windsor and Essex County Inc., and Deborah Sattler, Director, Windsor-Essex Compassionate Community, requested to provide an update on the status of the Windsor-Essex Compassionate Community Moved by Mr. Fazio Seconded by Mrs. MacDonald That Ms. Derbyshire and Ms. Sattler be permitted to address County Council. Carried Ms. Sattler advised that the Windsor-Essex Compassionate Community would be issuing a community challenge commencing in the Fall 2016 where it was hoped that 1,500 residents would be reached who are over 80 years old and older who have a disability, especially those who are isolated, to set up their own unique compassionate care or outreach system. Separate mini-studies for additional high risk populations including newcomers, etc. would also be undertaken. The pilot project roll-out would begin in the rural area of Leamington in the Fall of 2016, the City of Windsor in 2017, three municipalities in the Fall of 2018, three 9

10 Essex County Council Minutes Regular Meeting Page 4 of 11 June 1, Delegations and Presentations (Continued ) municipalities in the Winter of 2018 and Sarnia and Chatham-Kent in Ms. Sattler also explained that the Corporation of the County of Essex and the member municipalities would be asked to sign Memorandums of Understanding to participate in this pilot project. The project would include 200 agency/association partners in Windsor (directly or through their networks), and 75 agency/association partners in Leamington. Sectors represented would be: municipal, labour, business, social services, health services all sectors, community non-profit services, faith groups, cultural groups, seniors and retiree groups, social groups, education University, College, 4 School Boards and local schools, youth groups, women s groups, arts groups, Hackforge and technology sector. Additional partners across Essex County would begin preparations next year Moved by Mr. Antaya Seconded by Mr. Bachetti That the Warden be authorized to sign a Memorandum of Understanding on behalf of the Corporation of the County of Essex with the Windsor-Essex Compassionate Community demonstrating the County s commitment and support to be a partner in the Compassionate Community project. Carried Mr. Gregg advised Council that the County could elect at any time to remove itself from the program and that the Memorandum of Understanding was not committing the County to any funds for the program. He stated that he would provide members of Council with a copy of the proposed Memorandum of Understanding and noted that it was also posted on the Compassionate Community website. He also noted that if there were any suggested changes they could be brought forward. Mr. Queen also asked that Mr. Gregg provide Council members with the background material about the Compassionate Community initiative so that it could be provided to the local municipalities. 10

Carried B) Resolutions a) Proposed Essex County Council Resolution Re: Climate Change Action Plan Moved by Mr. Fazio Seconded by Mr. Antaya Council considered a resolution urging the Government of Ontario to reconsider any policy or strategy within the forthcoming Climate Change Action Plan that would force rural residents and businesses to replace natural gas as an affordable energy option. It was noted that a similar resolution was recently adopted by the Council of the Town of Tecumseh and circulated to all municipalities in Ontario. Whereas any policy to move Ontario residents from affordable natural gas to more expensive energy sources would create an unmanageable burden on household and municipal budgets; And Whereas the rising costs of electricity in Ontario are already forcing families and local governments to choose between electricity bills and other basic necessities and services; And Whereas it is estimated that a move to electric heat would add an additional $3,000 annually to home heating costs and the impacts on municipal buildings would be even greater; 11

12 Essex County Council Minutes Regular Meeting Page 6 of 11 June 1, Communications (Continued ) And Whereas any move by the Provincial Government to force Ontario industry and business away from natural gas to more expensive electric options will have devastating consequence on the local economy as employers will relocate to other jurisdictions with more competitive energy choices; Now Therefore Be It Resolved That the County of Essex strongly urges the Government of Ontario to reconsider any policy or strategy within the forthcoming Climate Change Action Plan that would force rural residents and businesses to replace the most affordable energy option available natural gas, with more expensive options; And Further That this resolution be circulated to AMO, ROMA, OSUM, Western Ontario Wardens Caucus, Essex County municipalities, area MPP s and Union Gas, Director of Aboriginal and Municipal Affairs. Carried B) 2016/17 Property and Liability Insurance Coverage Council considered Report Number 2016-R13-FIN RM, dated June 1, 2016, from Rob Maisonville, Director of Corporate Services/Treasurer, regarding the 2016/17 Property and Liability Insurance Coverage Moved by Mr. Bondy Seconded by Mr. Bachetti That the insurance program proposal submitted by Aon Reed Stenhouse for the period commencing June 30, 2016 to June 30, 2017 at $748,798 plus taxes ($756,298 less the $7,500 prior period adjustment) be accepted. Carried C) Transportation Services Spring 2016 Update Council considered Report Number 2016-R019-ENG TRB, dated June 1, 2016, from Tom Bateman, Director of Transportation Services/County Engineer, providing a Spring 2016 update on the Transportation Services Department/Essex County Highways. Mr. Bachetti requested that minutes of CWATS meetings be circulated to members of Council and that they be advised when the meetings are held. With regards to the Road Designation Study Visioning Session meeting, Mr. Bateman advised that it was hoped that an update on this meeting could be provided at the July Council meeting. Mr. Fazio expressed concern with the amount of roadside litter, especially on County Road 22 between Patillo Road and Manning Road. He requested that Administration look into partnerships with schools or volunteers to clean up some of the roads. Mr. Bateman noted that County Road 13

He suggested that businesses be approached about containing their garbage on their own property Moved by Mr. McDermott Seconded by Mr. Bondy That Report Number 2016-R019-ENG-0601-TRB, dated June 1, 2016, providing a Spring 2016 update on the Transportation Services Department/Essex County Highways, be received for information. Carried D) Tender Summary 2016 CWATS Paving Projects (1) Council considered Report Number 2016-R020-ENG TRB, dated June 1, 2016, from Tom Bateman, Director of Transportation Services/County Engineer regarding the tender summary 2016 CWATS paving projects(1) Moved by Mr. Bachetti Seconded by Mr. Santos That the tender for the paved shoulders on County Roads be awarded as follows: CWATS Paved Shoulders on County Roads to Coco Paving Inc. for a total tender amount of $1,600, plus H.S.T. Carried E) Human Resources, Human Resources Assistant Staffing Request Council considered Report Number 2016-R12-ADM BG, dated June 1, 2016, from Brian Gregg, Chief Administrative Officer, regarding the staffing request for a Human Resources Assistant in the Human Resources Department. Questions were raised as to whether there would still be a need for this new position if a third party adjudicator was to be used to administer a new Short Term Income Protection Plan (S.T.I.P.P) for employees. Mr. Gregg advised that the proposed Human Resources Assistant I 14

He noted that, based on current expenditures, implementation of the new Short Term Income Protection Plan across the entire Corporation, which is adjudicated by a third party, would still result in significant savings, even with the addition of the new Human Resources Assistant I position Moved by Mr. Queen Seconded by Mr. Bachetti That the recommendations of the Chief Administrative Officer be supported as follows: That the creation of a Human Resources Assistant I position in Human Resources to support departmental activities be approved; That the development of a recruitment strategy to fill the new position be authorized; That in order to bring consistency to departmental position nomenclature, the title of the current Human Resources Secretary be amended to Human Resources Assistant II. New Business A) Public Reporting of Closed Meeting Warden Bain noted that a Closed Meeting of Essex County Council was held at 6:30 p.m., prior to the regular Council meeting this evening, pursuant to Section 239 (2)(d) of the Municipal Act, Administration provided Council with an update on some labour relations and employee negotiation matters. 15

16 Essex County Council Minutes Regular Meeting Page 10 of 11 June 1, New Business (Continued ) B) Reduction in Size of Thames-Sydenham Region Source Protection Committee Council considered correspondence dated May 20, 2016 from Murray Blackie, Thames-Sydenham Region Source Protection Striking Committee Chair, advising Essex County Council of a reduction in the number of members on the Thames-Sydenham Region Source Protection Committee and requesting that Chatham-Kent, Elgin County, and Essex County consider nominating Brent Clutterbuck to represent the three municipalities on the Source Protection Committee until Mrs. Brennan advised that Mr. Clutterbuck has been in the position since last year Moved by Mr. Fazio Seconded by Mr. Bondy That the County of Essex supports the nomination of Mr. Brent Clutterbuck to represent the County of Essex on the Thames Sydenham Region Source Protection Committee until Carried 13. 18 June 8, 2016 TO THE ATTENTION OF: MEMBERS HEADS OF COUNCILS & CAOs Ontario s Climate Change Action Plan is here. The Plan makes it clear that municipal governments will have a key role to play in reducing greenhouse gas emissions in our province. The Plan is 86 pages long. That s a lot to sift through and we need more time to determine exactly how these new measures will impact municipal governments. What we know now is that municipal governments will play an important role in implementing this plan and that we will need an effective transition process to do it right. Municipal governments are already at the forefront of managing and addressing climate change by investing in sustainable local infrastructure. Through the Action Plan, we expect access to cap and trade revenues to help fund new infrastructure. The attached key messages expand on these points and include general background information on how the Action Plan will impact municipal governments in case you receive calls from your local media. 19 Association of Municipalities of Ontario, June 8, 2016 Key Messages Municipalities have key role in Ontario s Climate Action Plan Summary: 1. Municipal governments have an important role to play in helping reach provincial emission targets. 2. Achieving the Climate Action Plan requires an effective transition process for municipal governments. 3. Municipal governments expect access to cap and trade revenues to help fund new infrastructure. 4. Municipal governments are at the forefront of climate change action by investing regularly in local sustainable infrastructure. Ontario s Climate Action Change Action Plan is 86-pages long and sets out more than 30 measures to reduce greenhouse gas emissions. That s a lot to sift through and we ll need time to do it. There are several observations we can make at this point: Municipal governments have an important role to play in helping reach provincial emissions targets for two reasons. First transportation and buildings are the largest contributors to greenhouse gas. Using a green lens to municipal governments planning, its vehicle fleets and building assets has and will continue to help meet Ontario s ultimate climate change target of reducing greenhouse gas pollution to 80 per cent below 1990 levels by Achieving the Climate Action Plan requires an effective transition process in order for municipal governments to help the Province reach its targets. We know that we need a transition table that would help municipal governments manage change. This would be prudent. Municipal governments expect access to the cap and trade revenues to help fund infrastructure. New mandates for municipal governments must come with new funding. Funding for infrastructure that helps reduce emissions can help to create a virtuous cycle of sustainable infrastructure by offering additional funding to those municipalities that invest in local sustainable projects. Municipalities are at the forefront of managing and addressing climate change, particularly given the impact of extreme weather on our local economies and infrastructure. Municipal governments deliver the public services that Canadians 19

20 Association of Municipalities of Ontario, June 8, 2016 use most often and play significant role in the health, safety and quality of life of those living and working in our communities. Municipalities show proactive leadership on climate change action at the local level by regularly investing in infrastructure that contributes to lower greenhouse gas emissions and helps communities adapt to climate change. This includes transit, resilient road, bridge and water systems, renewable energy projects, efficient municipal buildings and more. Some of the measures set out in the Action Plan should help municipal governments reduce their greenhouse gas emissions, including: - Promise to work with municipal governments to eliminate minimum parking requirements over the next five years, especially in major transit corridors. - Funding for municipal energy planning such as the development of Community Energy Plans and Climate Action Plans. - Changing legislation to allow Low Emission Zones. - Grant funding for transportation demand management work. - The creation of a Municipal Challenge Fund for infrastructure projects that reduce greenhouse gas emissions. Other sectors will need to look at how the Climate Action Plan influences their own activities. They too could benefit from a sector-based transition forum. Municipal governments have clear roles in delivering services, but they also hold broader community interests that can affect economic and social wellbeing. Climate change will be a prominent topic at AMO s Annual Conference, taking place August in Windsor. The Premier and Minister Murray are confirmed speakers. For more on the conference, visit 20

21 June 9, 2016 Members Legislative Update The Ontario Legislature rose today and will resume on September 12 th, A number of bills of interest to municipal governments were debated in this session, and are outlined below. Bill 100, Supporting Ontario s Trails Act carried in Third Reading June 1 on division Bill 100 will promote Ontario s trail network, make it easier for land owners to voluntarily create land easements for trails, and strengthen protection for land owners. It amends the following Acts: Motorized Snow Vehicles Act, Occupiers' Liability Act, Off-Road Vehicles Act, Public Lands Act, and Trespass to Property Act. Specifically, it will: establish a Trails Week allow the Minister to recognize specific trails as particularly important introduce a voluntary classification system for trails (making it simpler for trail users to understand the types of trail experiences that exist here in the province) allow the Minister to establish best practices for trails maintenance recognize the Ontario Trails Strategy and matching targets and evaluation mechanisms clarify the process for private land owners to create land easements for trails strengthen protection for landowners, including municipal governments by clarifying and restricting the circumstances in which land owners would be liable when an individual enters their land. During debates, a provision was added to provide greater certainty that the decision to grant a land easement for the establishment of a trail is voluntary. For many municipalities, trails are a source of tourism and economic development, and enhancing and promoting the network will be positive. Strengthening protection for landowners and increasing trespassing fines are also positive. AMO Contact: Jessica Schmidt, Policy Advisor, jschmidt@amo.on.ca, ext Bill 151, Waste-Free Ontario Act carried in Third Reading on June 1 This legislation moves Ontario toward real producer responsibilities with financial savings with municipal governments as Producers will be fully responsible for the end-of-life management of their designated products and packaging. Additional benefits of the legislation are: flexibility to designate a wide range of products and packaging ability to increase producer s current funding cap for the Blue Box program beyond 50% creation of an oversight agency with proper tools to ensure effective compliance and enforcement efforts made to maintain or improve upon current service standards and geographic coverage for programs. The municipal sector has long advocated for new waste management legislation to replace the Waste Diversion Act, 2001, which has had numerous challenges, most notably of which is a protracted dispute with Producers for Blue Box program payments that went to arbitration in 2014 and continues to be disputed today. The legislation is high-level and enabling that will see much of the details on how the system will work developed at a later date through Policy Statements and Regulations. Two amendments were made to the Act that AMO advocated for: 21

22 Section 11 of the Waste Diversion Transition Act was amended to give the Minister more explicit powers to determine how payments should be made to municipalities by Producers any requirements for consultation had the language with municipal representatives added to specifically reference municipal interests. AMO will be providing further updates on this file as we move forward with transition planning and will be working with the City of Toronto, the Regional Public Works Commissioners of Ontario, and the Municipal Waste Association to develop these plans with your staff. AMO Contact: Dave Gordon, Senior Advisor, ext Bill 156, Alternative Financial Services Statute Law Amendment Act ordered to the Standing Committee on Social Policy on June 7 Bill 156 amends the Collection and Debt Settlement Services Act, the Consumer Protection Act, 2002, and the Payday Loans Act, 2008, and expands the regulation-making powers in each Act. In regard to the Payday Loans Act, the Bill amends the restrictions respecting concurrent or replacement payday loan agreements and respecting the making of more than one payday loan between the same borrower and different lenders. The Bill also permits the Registrar to conduct inspections if he or she has reasonable grounds to believe that a person or an entity is acting as a lender or loan broker while not licensed. AMO Contact: Nicholas Ruder, Policy Advisor, nruder@amo.on.ca, ext Bill 172, Climate Change Mitigation and Low-carbon Economy Act received Royal Assent on May 18 Bill 172 establishes a cap and trade system to reduce greenhouse gas emissions in Ontario. The Act creates the Greenhouse Gas Reduction Account for cap and trade revenues and authorizes the expenditure of funds for greenhouse gas reduction measures. The Act also: defines capped industries, electricity import, natural gas distribution, petroleum supply, and other designated emitters establishes mandatory and voluntary participation in the cap and trade market allows for designated agents defines the obligations and enforcement measures for market participation sets emissions allowances which can be distributed for free establishes offset credits for measures that reduce greenhouse gases. The Bill s schedule notes that potential for revenues from cap and trade to be spent on municipal services such as: public transit, active transportation, waste management and landfill gas destruction, as well as improvements to buildings. While the regulations for capped industries have been published, those governing offsets credits such as projects by municipal governments to monetize greenhouse gas reductions have not yet been developed. These regulations are expected in the coming months. AMO Contact: Craig Reid, Senior Advisor, creid@amo.on.ca, ext Bill 181, Municipal Elections Modernization Act carried in Third Reading on division on June 7 The legislation will change the way in which municipal and school board officials are elected in Ontario. Municipal governments will have the choice of using ranked ballots in council elections. The municipal council election period will be shortened with the nomination date of May 1 and withdrawal date of the fourth Friday in July. Candidates will require the signatures of 25 electors to file nominations. Government amendments to the Bill banned contributions to municipal candidates by corporations and unions without changing individual contribution limits despite AMO s advice. Finally, the Bill establishes rules for third party advertising in municipal elections. 22

23 AMO Contact: Craig Reid, Senior Advisor, ext Bill 204, Promoting Affordable Housing Act carried in First Reading on May 18 Bill 204 amends or repeals various Acts with respect to housing and planning with the intent of ensuring that Ontarians have better access to affordable and adequate housing. If passed by the Legislature, the Act would amend the following Acts: the Planning Act, the Development Charges Act, the Housing Services Act and the Residential Tenancies Act. It would also repeal the Elderly Persons Housing Aid Act. The proposed amendments will have an impact on the ability of municipal government to effectively administer social housing and facilitate new affordable housing, including providing municipal governments the authority to enact inclusionary zoning by-laws. AMO expects to make a submission on the Bill when it is referred to committee in keeping with AMO s recommendations concerning the Long-Term Affordable Housing Strategy. AMO also plans to respond to the government s regulatory posting on inclusionary zoning, due August 16 th. If passed by the Legislature, the Bill would rename the centres as Seniors Active Living Centres to reflect a new approach to active and healthy aging. It would also modernize the legislation to provide added administrative flexibility and move the majority of administrative program rules from legislation and regulation to program guidelines. The 20% minimum municipal cost sharing arrangements would not change. AMO continues to promote enhanced services for seniors in Ontario. AMO Contact: Michael Jacek, Senior Advisor, mjacek@amo.on.ca, ext Bill 210, Patients First Act carried in First Reading on June 2 Bill 210 would implement the Patients First Strategy to transform home, community and primary care, and to strengthen public health. If passed by the Legislature, the Act would amend a number of Acts including the Health Protection and Promotion Act. The government s stated intent is to enact legislation to support access to high quality, integrated care for patients in Ontario, no matter where they live. AMO was pleased to see that the Bill does not transfer funding and accountability oversight of Public Health Units to Local Health Integration Networks (LHINs). It would, however, institute more formalized linkages between public health and LHINs for population health planning. This is a positive development; however, resourcing issues will need to be addressed to support this enhanced role. In AMO's submission on the Strategy, AMO provided a range of recommendations on how to improve and transform the health care system in Ontario. This included recommendations concerning public health, long-term care, land ambulance, community paramedicine, hospital funding, physician recruitment incentives, and the Northern Health Travel Grant. Council has expressed concern that two separate conferences only weeks apart will have a negative impact on resources without a significant improvement in results. Provincial Ministers and support staff, Members of Provincial Parliament, Council members, municipal staff, vendors as well those sponsoring the conferences will see a doubling of costs as there is now an expectation to appear at two separate events. The previous partnership provided diversity of content while streamlining costs between two important groups. Council does not see what efficiencies are to be gained by splitting the conferences. There has always been the opportunity to address Rural Ontario issues at the combined conference. It is questionable whether a separate conference will offer rural municipalities a clearer voice when dealing with the Province or other agencies or provide better educational opportunities to members. Diversity in a conference offers a great deal to the participants to bring back to their communities. Council is hopeful that the ROMA Board of Directors will reconsider and reunite with OGRA for future conferences. Background As part of the 2016 CWATS Program a project along County Road 20 in the Town of Kingsville was approved by the CWATS Committee with the Town agreeing to fund their share of the project costs. 47 Administrative Report Page 2 June 15, 2016 Ontario Regulation Energy Conservation and Demand Management a summary of annual energy consumption and greenhouse gas emission; a description of previous, current and proposed measures for conserving and reducing energy consumption; a forecast of expected results of current and proposed conservation and energy reduction measures. By July 1, 2019 and every 5 years thereafter publish an update to the original plan that reviews measures implemented. Discussion Since 2012, in accordance with Ontario Regulation , the Corporation has been reporting its energy consumption data on the Ministry s Broader Public Sector Web Portal as well as the County s own website. In 2014, County Council approved the Corporation s energy Conservation and Demand Management Plan (CDM Plan). The five-year plan is a live document that will continue to be monitored and updated as capital and conservation initiatives are implemented and developed. Elements of the CDM Plan include: Corporate Vision The County of Essex is a municipal corporation of elected officials and employees working together to meet the challenges of today while respecting our past and preparing for our future. The CDM Plan has been developed to address the fiscal, societal, and environmental costs and risks associated with energy consumption. Proper energy management will allow the County to display leadership, improve the delivery of services, and enhance the overall quality of life with respect to the community, consistent with the Corporate Vision of meeting today s challenges and preparing for our future. Goals and Objectives The primary objective of this Plan is to improve the management of County s energy consumption. Part of this objective is setting a conservation target that will see the Corporation reduce its 2011 energy consumption by 15% by 47

48 Administrative Report Page 3 June 15, 2016 Ontario Regulation Energy Conservation and Demand Management the end of To achieve this objective the following goals have been established: Encourage reduced greenhouse gas emissions and energy consumption in the County by promoting built forms and transportation systems that create more sustainable, efficient, healthy, and livable communities, Maximize the use of operational budgets by ensuring that County facilities are operating in as energy efficient manner as possible, thereby supporting and improving service delivery to County residents, Ensure that minimizing energy use is considered throughout the various aspects of County operations including purchasing where financially viable, Recognize the importance of the input and participation of County employees in supporting energy conservation and sustainability initiatives through education, awareness and training. Measurements of Success The measurements of success will be based on a variety of indicators: Reaching the CDM Plan s energy conservation target, Assisting with the corporate greenhouse gas reduction target, Achieving the savings outlined in the Plan s budget section, and Imbedding energy management in the County s capital and operations decision making process. Energy Consumption 2014 In 2014, the Corporation s total energy use (electricity and natural gas) was 16,451,986 equivalent kilowatt hours (ekwh), inclusive of all library facilities and signals and street light consumption. (Note that signals and street light consumption currently do not form part of the reporting requirements of Ontario Regulation 397/11 and only those library facilities that the County pays directly for energy consumption Leamington, Tecumseh and LaSalle, is reported by the County). The 2014 total consisted of 6,236,634 kwh of electricity and 964,127 m3 of natural gas, which is equivalent to 10,215,352 ekwh. The corresponding combined total cost of electricity and natural gas 48

49 Administrative Report Page 4 June 15, 2016 Ontario Regulation Energy Conservation and Demand Management was $964,127. Electricity represents 75% of this total cost, with natural gas accounting for the remaining 25%. To aid in monitoring corporate energy consumption the Corporation s energy portfolio has been sectioned into distinct cost centres. A breakdown of consumption and cost is summarized in Table1. Reg 397/11) * 14,844,673 Nil 798,173 nil * excludes signals and street lights and Libraries whose utilities bills are paid directly by the local municipality As is evident from the table, the Sun Parlor Home for Senior Citizens, the County s long-term care operation, consumes the largest amount of energy, both electricity and natural gas. Efficiency measures are in various stages of completion and planning (i.e. Civic Centre Council Chamber renovations, boiler replacements, replacement of HVAC control components, resurfacing of roof structure, LED lighting; EMS LED lighting, improvements to insulation and roof structures, HVAC; Public Works improvements to various facility envelopes and LED lighting; Sun Parlor Home efficient lighting, boilers, HVAC and automation control replacements). A key educational component (energy conservation in the office, elimination of heaters and fans) at the Civic Centre was introduced in late 2015, in concert with completion of the extensive capital works at the Essex County Civic Centre. Despite colder temperatures, on average, in 2014 compared to 2013 and facility expansions in EMS (Tecumseh) and Library Services (LaSalle), overall gross energy consumption (the sum of electrical and natural gas usage) was 49

50 Administrative Report Page 5 June 15, 2016 Ontario Regulation Energy Conservation and Demand Management marginally lower by approximately 0.75% (125,771 ekwh) in The reduced utilization is attributable, in part, to efficiency measures introduced across the organization, offset by increased heating costs for the Civic Centre, while the facility remained under construction. As is evident from Figure 1, electrical consumption was slightly lower than the prior year and consistent with 2013 consumption, despite added/expanded facilities, indicating favourable utilization associated with the energy conservation initiatives noted above.
