1 MINUTES OF THE REGULAR MEETING OF THE COUNCIL OF THE TOWNSHIP OF SCUGOG HELD MONDAY, SEPTEMBER 19, 2016 AT 6: 30PM CLOSED SESSION AT 4: OOPM) IN COUNCIL CHAMBERS PRESENT: Mayor Regional Councillor Ward Councillors Mr. T. Miller 1. CALL TO ORDER The Mayor called the meeting to order at 4: OOPM. 2. CLOSED SESSION 4: OOPM THAT this Council enter into a closed session: i. To discuss personal matters about an identifiable individual, including municipal or local board employees, pursuant to Section 239( 2)( b) of the Municipal Act, with respect to Deputy Fire Chief Recruitment. MOMENT OF SILENCE The Mayor asked everyone to observe a moment of silence. t3 DISCLOSURE OF PECUNIARY INTEREST & NATURE THEREOF No member made a disclosure of pecuniary interest. 5. ANNOUNCEMENTS Announcements were made in regard to the following items: Mayor Rowett announced that this is the first recorded Council meeting and a further step toward openness and transparency Care and Share Community Garden Cartwright Fall Festival, October 1, 2016, Nestleton Big Brothers Big Sisters hosting Winding Roads Music Festival on September 24, 2016 at Sunnybrae Golf Course Fore Scugog Golf Tournament held September 15, 2016 Ontario Regiment Gala held at the General Motors Centre on Saturday, September 17, 2016 A ADOPTION OF THE MINUTES i. Minutes of the Regular Meeting of the Council of the Township of Scugog held Tuesday, September 6, 2016 Errors & Omissions: Nil THAT the Minutes of the Regular Meeting of the Council of the Township of Scugog held Tuesday, September 6, 2016 be adopted. 7. BUSINESS ARISING OUT OF THE MINUTES NIL

3 Council Meeting 8. PRESENTATIONS/ PUBLIC HEARINGS i. Public Meeting - Zoning By -Law Amendment Z/ 08/ 2016 PROPONENT Youngfield Farms Ltd. Ivan & Brian DeJong LOCATION North Part Lot 9, Conc. 6 Part 1, 40R , Ward Beacock Road IN- PERSON ATTENDANCE: Bob Clark Clark Consulting Services The Mayor outlined the following points for the benefit of those in attendance. This portion of the meeting has been set aside for a statutory public information meeting being held under Section 34 of the Planning Act for Zoning By -Law Amendment Application Z/08/ 2016 for Clark Consulting Services on behalf of Youngfield Farms Ltd. It is important that the public express their views, either in prior to decisions being made by this Council. person or in writing, If you wish to file an appeal of Council' s decision to the Ontario Municipal Board, you must first speak to the matter at this public meeting OR provide a written submission before a Zoning By- law is passed. If you do not, you will not be added as a party to a hearing by the OMB, unless the Board determines there are reasonable grounds to do so. Public notice was served by the Township of Scugog in requirements of the Planning Act. accordance with the The Mayor then called upon the Planning Technician to review the Staff Report. On behalf of the Township, the Planning Technician reviewed the contents of the Staff Report. A question and answer period with members of Council followed. The Mayor then called upon the Applicant to present information. Mr. Bob Clark of Clark Consulting Services appeared in support of the application and concurred with the review brought forward by the Planning Technician. The Mayor then opened the meeting to the public to receive input concerning the subject application. Upon enquiring, the Mayor determined that there were no public comments to be made either in support for or in opposition of the proposal.

4 9. DELEGATIONS - NIL Council Meeting 10. REPORTS Departmental Reports i. Z/ 08/ 2016 Youngfield Farms Zoning By -Law Amendment Diane Knutson, Planning Technician THAT the report dated and entitled " Zoning By- law Amendment Application Z/08/2016, Youngfield Farms Ltd Beacock Road ( Part Lots 8 & 9, Concession 6), Ward 4, Information Report", be received; AND THAT Staff report back to Council with a recommendation on this application at the earliest opportunity. ii. A- 06/ Second Dwelling Agreement Donald McLeod, 10 Jeffrey Street Lucas Puckrin, Planning Technician Councillor Back THAT the report dated and entitled " Second Dwelling Agreement, Donald McLeod 10 Jeffrey Street, ( Part Lot 6, Block D, Plan H ), Ward 2, Information and Recommendation Report", be received; AND THAT the application to allow Donald McLeod to reside in the existing dwelling on the property during the construction of a new dwelling and to provide for removal of the existing dwelling upon completion of the new dwelling, be approved; AND THAT the necessary by- law be passed to authorize the execution of the agreement with the property owner, substantially in the form appended as Attachment 1. iii. Mini Stick Area Craig Belfry, Manager of Recreation & Culture THAT the report be Received for Information.

5 iv. Sports Hall of Fame Induction Report Craig Belfry, Manager of Recreation & Culture Council Meeting Recnhrtinn- THAT the report be Received for Information. V. Corporate Realignment Paul Allore, Chief Administrative Officer THAT the CAO be directed to implement Phase 1 of the Corporate Re -alignment and Core Services Review and Service Efficiency Review immediately, as detailed in this report; AND THAT resolution is hereby repealed in order to provide the CAO with the necessary authority to manage the administrative functions of the corporation; AND THAT the CAO be directed to report back to Council by the end of 2016 with a plan and timelines for completing a Core Services and Services Efficiency Review Regional Councillor Report Regional presented the Regional Report, including but not limited to the following: Durham Connect is a program initiated by the Durham Regional Police Service that is a " Hub" table where 35 support agencies are represented to provide services and intervention to help people who have come to the attention mostly to the police. Attempts are made to get to the root of the problem and services are put in place to turn the lives around of the people whose cases are brought to the table. Currently Durham Connect meets in South Oshawa but plans are in place for a Durham North Connect table to be opened in the near future. Durham Region has provided a response to the Conservation Authority Act Review. Included were comments on local representation, delineating between mandatory and optional programmes delivered, clarification on a number of matters, delegation on some matters, clearer direction required on some matters, predictable funding and report accountability. The Region adopted a multi-year Accessibility Plan. The Region also passed the new Procedural By -Law for the new committee structure at the Region, a Code of Conduct and the By -Law for the Distribution of Regional Councillors which will come into effect at the final passing of the triple majority process. That is the majority of municipalities representing the majority of population and the majority of Regional Council votes.

6 Council Meeting THAT the Regional Councillor Report be Received for Information Recommendations of the Regular Meeting of the General Purpose & Administration Committee Minutes held September 12, 2016 Note: The Economic Development Advisory Committee recommendation to appoint a new member was removed and not endorsed. Councillor Somerville THAT the recommendations of the Regular Meeting of the General Purpose and Administration Committee Minutes held September 12, 2016 be endorsed as amended. 12. CORRESPONDENCE CORRESPONDENCE TO BE RECEIVED FOR INFORMATION - NIL CORRESPONDENCE TO BE RECEIVED & REFERRED - NIL CORRESPONDENCE TO BE RECEIVED & ENDORSED - NIL CORRESPONDENCE REQUIRING MOTION FOR DIRECTION Correspondence received from Debi Wilcox, Regional Clerk, Region of Durham, giving notice that the Council of the Regional Municipality of Durham will consider a By- law at the September 14, 2016 meeting of Regional Council that, if approved, will change the composition of Regional Council. RPcnlutinn- Councillor Somerville WHEREAS, at its meeting on March 9, 2016, Durham Regional Council approved the recommendations of the Regional Council Composition Review Committee to adjust the distribution of seats on Regional Council; AND WHEREAS the proposed re -distribution protects the Township of Scugog' s two seats on Regional Council; AND WHEREAS the Province of Ontario enacted the necessary regulation on August 15, 2016, and Durham Regional Council adopted By- law at its meeting on September 14, 2016, being a By- law to change the composition of Durham Regional Council beginning as of the 2018 municipal elections;

7 Council Meeting AND WHEREAS the By- law must be consented to by a majority of lower -tier municipalities representing a majority of electors in the Region of Durham before it may come into effect; NOW THEREFORE BE IT RESOLVED: THAT the Council of the Township of Scugog consent to By- law of the Regional Municipality of Durham. 12. BY- LAWS I. By -Law Number Being a By -Law to amend Zoning By -Law with respect to Part Lot 11, Concession 6, Township of Scugog ( 3440 Beacock Road). II. By -Law Number Being a By -Law to adopt the revised Accessibility Standards for Customer Service Policy. III. By -Law Number Being a By -Law to appoint Jon Hale of Kawartha Conservation Authority as a Municipal Law Enforcement Officer. Iv. By -Law Number Being a By -Law to authorize the execution of a Second Dwelling Agreement between the Township of Scugog and Donald McLeod ( 10 Jeffrey Street). THAT By -Law Numbers to be read a First, Second and Third time and finally passed this 19' h day of September, 2016 and the Mayor and Clerk are hereby directed to sign same and affix the Corporate Seal thereto. 13. BUSINESS ARISING FROM NOTICE OF MOTION 14. NOTICE OF MOTION Councillor Kett provided notice of motion to be brought to October 3, 2016 Council meeting: THAT the BIA be directed to provide its full meeting agenda package ( agenda page, past minutes, reports, correspondence, etc.) to the Township a minimum of 3 days before each scheduled meeting to enable its public posting on the Township website; AND THAT the BIA be directed to provide its draft meeting minutes to the Township a maximum of 7 days following each meeting to enable their public posting on the Township website; AND THAT the BIA be directed to publish a calendar of its regularly scheduled meetings for the coming year on an annual basis;

8 Council Meeting AND THAT Section 4 of By- law as amended, be changed to replace one of the 10 regular members on the BIA Board with a second Council member, maintaining the Board size at 11 members ( 9 regular members, 2 Council members). AND THAT Councillor Jennifer Back be appointed to the BIA Board of Directors as the second Councillor representative. 15. NEW BUSINESS conveyed concerns regarding the noise from engine brakes and requested signs be posted as a reminder to truck drivers to refrain from their use. Councillor Back THAT the rules of procedure be suspended to permit consideration of an item not on the agenda. Councillor Back THAT Council direct the Director of Public Works and Parks to formally request that the Ministry of Transportation and Region of Durham install signs to discourage use of engine braking on Provincial and Regional roads and entrances to town within urban and hamlet boundaries. i[:: CONFIRMING BY- LAW Councillor Kett THAT By -Law No be read a First, Second, and Third time and finally passed this 19th day of September, 2016, and the Mayor and Clerk are hereby directed to sign same and affix the Corporate seal thereto.
