Litigation or potential litigation including matters before administrative tribunals, affecting the municipality, pursuant to Section 239( 2)( e) of the Municipal Act, with respect to Geranium Homes/ Canterbury Common development;

Litigation or potential litigation including matters before administrative tribunals, affecting the municipality, pursuant to Section 239( 2)( e) of the Municipal Act, with respect to Greenbank Airways. iii. To discuss personal matters about an identifiable individual, including municipal or local board employees, pursuant to Section 239( 2)( b), with respect to Scugog Library Board appointment. Minutes of the 9th Regular Meeting of the Council of the Township of Scuqoq held Monday, June 27, 2016 Errors & Omissions: Nil THAT the Minutes of the 91h Regular Meeting of the Council of the Township of Scugog held Monday, June 27, 2016 be adopted.

PRESENTATIONS/ PUBLIC HEARINGS - NIL

Williams, Vice President New Animal Shelter for Uxbridge-Scugoq Re: New Animal Shelter Update Ms. Jackson and Ms. Williams provided a Power Point presentation outlining the goal, vision and history of the NASUS project as well as the community support received, fundraising status and next steps, including preliminary architectural drawings, construction estimate and capital campaign kick off. The Mayor expressed thanks for the continued dedication and charitable work by the NASUS Board of Directors. ii. C. Stone -Curry, Chair, and D. Leroy, Vice -Chair Citizen' s Committee on Council Remuneration ( CCCR) Re: Request for Extension of Final Report to Council The Chair and Vice Chair advised that since the formation of the CCCR in May, 2016, the committee has taken their mandate seriously but faced difficulty meeting over the summer months. An extension of the original date of September 19, 2016 to October 24, 2016 was requested to permit more time to complete the report and presentation to Council. A question period with members of Council followed. Councillor Somerville THAT Council permit the extension of time to October 24, 2016 for report and presentation of recommendations by the Citizen' s Committee on Council Remuneration.

5 10. REPORTS DEPARTMENTAL REPORTS i. Designation of 177 Cochrane Street ( William Wilcox Residence) Under Part IV of the Ontario Heritage Act Councillor Drew Councillor Back THAT Council approve 177 Cochrane Street ( William Wilcox Residence) for designation under Part IV of the Ontario Heritage Act as a property of cultural heritage value or interest; AND THAT the designation By -Law appended to this report as Attachment 1 be adopted by Council at this meeting; AND THAT the Clerk be directed to serve notice of the passing of the designation By -Law to the property owner and the Ontario Heritage Trust, and publish the notice in the newspaper; AND THAT the Clerk be directed to list 177 Cochrane Street ( William Wilcox Residence) on the municipal register of properties of cultural heritage value or interest and register the designation on title at the land registry office. ii. Noise By -Law Exemption (2525 Ma Browns Road) Councillor Kett Councillor Drew THAT a noise exemption be granted for 2525 Ma Browns Road for September 10, 2016, to permit the playing of music between 9PM and 1 PM.

6 REGIONAL COUNCILLOR REPORT Regional Councillor Drew presented the Regional Report, including but not limited to the following: Regional Council will have their first Committee of the Whole Meeting on September 7, 2016 Update report on the " Age -Friendly Durham" Community Planning Initiative Information report on changes to the Accessible Customer Service Standard under the Accessibility for Ontarians Disabilities Act 2005 Enhancements to the Regional Official Plan Renewal of the Lease Agreement for the premises occupied by the Regional Health Department offices adjacent to the Scugog Municipal Office Recommendations in regard to the implementation of the update to the provincial Long -Term Affordable Housing Strategy and Bill 204 Consideration of the By -Law on the Distribution of Regional Councillors Councillor Drew THAT the Regional Councillor Report be Received for Information. 11. CORRESPONDENCE CORRESPONDENCE TO BE RECEIVED FOR INFORMATION Correspondence received from Durham Regional Police Services Board providing a copy of the Business Plan Report provided by Nigel Bellchamber, Amberley Gavel Ltd., regarding the investigation of the closed meeting of the Port Perry BIA on March 25, Congratulations from MP Erin O'Toole for planning a successful Canada Day 2016 event.

7 THAT Correspondence Numbers to Received for Information. be CORRESPONDENCE TO BE RECEIVED & REFERRED Correspondence received from Matthew Torigian, Deputy Minister, Minister of Community Safety and Correctional Services, responding to Scugog' s request for costing for the provision of Ontario Provincial Police policing services. Councillor Kett THAT Correspondence No be referred to Staff for further investigation and research and a report back to Council. CORRESPONDENCE TO BE RECEIVED & ENDORSED - NIL CORRESPONDENCE REQUIRING MOTION FOR DIRECTION Correspondence received from Eva Mueller and James Mueller, property owners of 221 Mary Street, Port Perry, stating their objection to the notice of intention to designate their property. WHEREAS the Township of Scugog issued a notice of intention to designate 221 Mary Street, Port Perry, on July 7, 2016; AND WHEREAS a letter of objection was received by the property owners of 221 Mary Street, Port Perry on August 3, 2016;

8 THEREFORE BE IT RESOLVED: Council Meeting THAT Scugog Council refer the objection to the Conservation Review Board, pursuant to Section 29( 7) of the Ontario Heritage Act Request on behalf of Canada Day Committee for approval of Canada Day 150 Celebrations logo. THAT the official logo of the Canada 150 Celebrations for the Township of Scugog be approved. Note: Staff was requested to amend the logo to include 13 colours and segments and advise the summer student who designed the logo of this change and of the logo's approval. 12. BY- LAWS i. By -Law Number Being a By -Law to Designate the William Wilcox Residence, 177 Cochrane Street, Port Perry as being of Heritage Value or Interest. ii. By -Law Number Being a By -Law to Revise the Scugog Heritage and Museum Advisory Committee Terms of Reference. Councillor Somerville THAT By -Law Numbers to be read a First, Second and Third time and finally passed this 6th day of September, 2016 and the Mayor and Clerk are hereby directed to sign same and affix the Corporate Seal thereto. Note: The Heritage and Museum Advisory Committee Terms of Reference are to be amended to strike the eight consecutive year length of term limitation.
