BACKGROUND and OBJECTIVES (1) BACKGROUND At the APEC Economic Leaders Meeting ( AELM ) held in Beijing on November, 2014, Leaders endorsed the APEC Connectivity Blueprint for based on the commitment at AELM in 2013 in Bali, Indonesia. The Blueprint stipulates that under physical connectivity, with regards to crosssectoral issues, the Leaders will focus on, in addition to improvement of the investment climate and enhancement of infrastructure financing through public private partnership, (1) adopting comprehensive assessment methods that considers key quality elements in evaluation of infrastructure project proposals, and (2) enhancing the application of good practices and people-centered investment for planning and implementing infrastructure projects. As a follow up of the APEC Connectivity Blueprint, the project will focus on capacity building of government officials in charge of infrastructure projects in APEC economies in order to share their good practices and lessons learned and enhance their understanding on quality infrastructure from both institutional and technical perspectives. (2) OBJECTIVES This project will aim to further enhance capacity among high level officials in charge of infrastructure investment, share the good practices and lessons learned and identify challenges and possible solutions in order to implement Quality Infrastructure Investment (QII). Through the activities, the main objectives of this project are as follows: - To conduct APEC High Level Meeting on Quality Infrastructure in Tokyo and ensure participants (mainly high rank government officials in APEC economies) share good practices and lessons learned and identify challenges and possible solutions in order to implement QII. The workshop also provides the participants with many opportunities to see and experience quality infrastructure investment accumulated in Tokyo. - The conference written above will include at least one session of public-private dialogue so that the participants (wider target than government officials) will build network for QII and also the awareness will be raised among society on the need to promote QII. 2. DATE May 29 (Monday) - 30 (Tuesday), 2017 (2 days) 3. VENUE TBD (In Tokyo) 4. PARTICIPANTS All 21 APEC member economies will be welcomed and invited to attend as well as to actively participate in the Conference. To ensure quality of discussion and participation, we invite up to two participants from each APEC economy, preferably including director-general level participants from ministries in charge of infrastructure such as Minstry of Public Works. Up to two active participants from each of the APEC travel-eligible economies will be funded by APEC. The APEC travel eligible economies are: Chile, The People s Republic of China, Indonesia, Malaysia, Mexico, Papua New Guinea, Philippines, Peru, The Russian Federation, Thailand and Viet 1

4 Nam. Representatives from non-travel-eligible economies are alsoencouraged to attend the Conference on self-funded basis. 5. AGENDA The tentative agenda of the Conference is attached as ANNEX I. Detailed meeting materials will be sent to the participants by the Project Overseers after receiving the participant nomination from the most economies. 6. LANGUAGE The Conference will be conducted in English. 7. INSTITUTION The Conference will be organized by the Ministry of Land, Infrastructure, Transport and Tourism, Government of Japan (hereinafter referred to as MLIT ). APPLICATION PROCEDURES Focal points of respective Governments of the APEC member economies in the Committee on Trade and Investment (CTI) will nominate their participants to attend the Conference through the following procedures: (1) APEC CTI focal points applying to attend the Seminar willsend the Nomination Form (ANNEX II), to MLIT by no later than17 February (2) Two participants from each APEC economy will be invited, preferably including directorgeneral level participants from ministries in charge of infrastructure such as Ministry of Public Works. The Project Overseers will be reviewing nominations to ensure that the participant profile requirements are fulfilled. In addition, participants will need to come to the conference prepared to engage on issues relating to quality infrastucture investment in the Asia Pacific region. 9. ALLOWANCE AND EXPENSES (9.1) Allowance principles The APEC Secretariat will provide APEC funding for invited speakers and participants on following principles: Active participants from travel-eligible APEC member economies: Up to two participants from each APEC travel-eligible economy will be provided with round-trip airfares of restricted economy class and in the most direct route, and per-diem (including accommodation). (The 11 travel eligible APEC economies for the Seminar are Chile, The People s Republic of China, Indonesia, Malaysia, Mexico, Papua New Guinea, Peru, Philippines, Russia, Thailand and Viet Nam) (9.2) Signing of Undertakings for APEC-funded speakers and participants Once the APEC Secretariat receives the final list of participants from the organizers, each APEC-funded participant needs to contact the APEC Secretariat in Singapore (see page 2 above for contact details of the Secretariat). Please send Mr. Joel Bassig (jgb14@apec.org) an itinerary and air-ticket quotation for review and approval before purchasing the air-ticket. Once the APEC Secretariat has approved your air-ticket and itinerary, they will send you a travel undertaking for your signature. The undertaking is a contract between you and the APEC Secretariat, in which you agree to perform the Terms of Reference and they commit to reimbursing you for your travel expenses. An undertaking must be signed and returned by each APEC-funded traveler at least 8 working days before their travel commences. The APEC Secretariat will not reimburse travel costs which are not supported by the signed undertaking. The undertaking will be based on the quotation of the most direct and economical return trip (including airport and airport taxes, if any) to attend the Conference. This quotation should be obtained by the APEC-funded travelers from his or her local travel agent. The complete travel itinerary and quotation should be forwarded to the APEC Secretariat for approval before the traveler firms up their travel arrangements. The APEC Secretariat assesses received quotations through Internet searches of travel web-sites including, where possible, those in the traveler s home economy. 3

6 (9.3) Per-diem The per diem amounts to no more than US$271 per person per day to cover the participant s accomodation and daily expenses during their stay in Tokyo for a maximum of 3 days (per diem for 3 days and 75% of one day s per diem to cover miscellanenous expenses). Actual reimbursment is also subject to actual itinerary approved/travelled. (9.4) Reimbursement/ Advance payment Airfare, per diem allowance, additional payment, or honorarium, if applicable are normally provided on reimbursement basis which will take 20 working days after the Secretariat s receipt of the claim and necessary documents from the APEC-funded travelers after the Seminar. If APEC-funded participants require an advanced payment, they must make request to the APEC Secretariat on an individual basis (this request should be made together when you submit your airfare quotation and itinerary) and the deadline for advance payment is May 1, 2017, thereafter, all payment will be reimbursed after the event. If you and/or your department/organization have previously obtained an advance from the APEC Secretariat (any APEC-funded projects) and have not been discharged of the obligations (i.e. obtained the relevant certification and/or submitted your travel documents) under that advance, you will not be able to receive an advance for this Seminar until your previous advance has been accounted for. (9.5) Accommodation MLIT will arrange bookings of accomodation for all participants. A transportation from hotel to conference venue will be provided if necessary. 10. MISCELLANEOUS (1) After confirmation of acceptance, participants financed by APEC are required to arrive in Tokyo, Japan on or before 28 May 2017; (2) Participants financed by APEC should assume responsibility for other expenses incurred during travel between their economies and Japan; (3) Participants financed by APEC shall make their own arrangements for any other financial matters of a personal nature; (4) Participants are required to strictly observe the Conference schedule;. (5) An entry VISA to Japan is required for some participants. These persons should contact the Japanese Embassy or Consular Representative in their respective economies prior to their departure.
