EXECUTIVE SUMMARY The ASEAN Secretariat (ASEC) is a Regional Intergovernmental Organization established in Located in Jakarta, Indonesia, ASEC is supported by two categories of Staff, Openly Recruited Staff (ORS) from ten (10) ASEAN Member States (AMS); i.e. Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand, and Vietnam; and Locally Recruited Staff (LRS) made up of Indonesian Nationals. The establishment of ASEAN Community 2015 and the commitment of ASEAN Forging Ahead Together have charted out the future directions for ASEAN and provide fresh impetus to consolidate ASEAN Community. In aligning its staff capability to support achievement of strategic priorities of ASEAN, ASEC provides relevant training on annual basis, as part of its capacity development initiatives to enhance the competency of its new and existing staff, facilitating them to excel in their work. This Request for Proposal (RFP) is made to prospective Training Provider in the provision of training on Writing with Logic and Impact (TOEIC ), and testing facilities for the acquisition of the TOEIC Certification to the staff of ASEC, as detailed in the Terms of Reference (TOR); appendix 1. B. TRAINING PROVIDER ACCOUNTABILITY 1. Training Provider must have a proven record of experience in conducting training and testing for TOEIC Certification 2. To submit a proposal based on the requirements stipulated in the TOR; (Appendix I) 3. To demonstrate ability in meeting the following ASEC requirements: 3.1. Prior to the training implementation: Provision of learning materials (Handouts, Book, CD, etc.) that will be used for the training, for review by ASEC to ensure the provider s accurate understanding of ASEC s requirements of the training contents; To conduct a one (1) day face-to-face introductory session for all participants, ensuring they are briefed and guided on the learning method and achievement expectation Throughout the training duration: To monitor participants progress and set up periodic reminder for those who are seen as lagging in their learning activity, so as to ensure their eligibility to undertake the TOEIC Certification Assessment, upon completion of the training; To provide overall Learning Progress Report of all participants to ASEC and, Individual Progress Report to each participant on a monthly basis; To provide an online access for ASEC HRD to facilitate the monitoring of staff s learning To assign one (1) officer as the contact person from the provider that will liaise with ASEC HRD officer(s), should any inquiries/clarifications are required At the end of the Training: To conduct and administer TOEIC Certification Assessment for all participants; To provide TOEIC certificates for each participant; To provide an overall report to ASEC HRD on; detail TOEIC Score of each participant effectiveness of the training for each participant, using relevant, internationally accepted and proven Training Effectiveness Measurement tool(s) To provide one (1) set in hard copy, all documents/materials used during the training. 4. To submit to ASEC HRD, all reports and documents/material, not later than one month upon receipt of TOEIC test result. 2 hrd/rar/22mar2018

3 Appendix I Terms of Reference Writing with Logic and Impact (TOEIC ) ASEAN Secretariat, Jakarta 1. Background The establishment of ASEAN Community 2015 and the commitment of ASEAN Forging Ahead Together have charted out the future directions for ASEAN and provide fresh impetus to consolidate ASEAN Community. These new goals and aspirations have a corresponding effect on the expectations placed upon the ASEAN Secretariat (ASEC) in fulfilling its role in providing coordination of ASEAN organs and in the implementation of ASEAN projects and activities. The ASEAN Secretariat shall ensure that all projects and programme are aligned to the achievement of strategic priorities of ASEAN and follow the established criteria of addressing regional issues and benefiting ASEAN. In aligning the organizational capability to support the achievement of strategic priorities of ASEAN, ASEC undertake relevant capacity development initiatives on an annual basis, to enhance the competency of its new and existing staff so as to facilitate them to excel in their work areas. Among the critical competencies required in the Work Value Standards for Assistant Director and Senior Officer level at ASEC is; excellent command of English (written and spoken) as their primary work function requires extensive communication within the International arena. Apart from the above, staff at the Assistant Director level are required to have a high-level interpersonal, negotiation and communication skills, while the Senior Officers are required to demonstrate sound oral and written communication, and interpersonal skills. It is without doubt that they have already been acknowledged with having these skills by ASEC, and thus, the next level initiative is to provide them with a Certification proving their highproficiency level for English Communication in International work environment, which would add further value to their existing competencies. As the nature of work of these staff entails them to travel regionally and internationally at most times, to have them all at a training session in a classroom setting throughout would be much a challenge. The most practical way to consider administering the preparation towards the above certification is through blended learning, i.e., face-to-face and e-learning/mobile learning. It is expected that using this method of training delivery would be able to address the concern of time and venue constraints, as well as to mitigate a situation of staff missing classes. 3 hrd/rar/22mar2018

Training Objectives To provide the Openly Recruited Staff (ORS); Assistant Director and Senior Officer level, a comprehensive training program towards the acquisition of TOEIC Certification, on proficiency in English Communication in International Setting; covering high level skills in written communication. 3. Deliverables/Outcome of Training By the end of the training, participants are expected to be ready for the TOEIC Certification Assessment, with enhanced capability to: Write with logic and impact that is able to influence audience/readers. Produce documents that narrate actions. Produce documents to influence, persuade, motivate and inspire readers. 4. Training Topics The provider shall propose topics that are relevant to the requirements of the TOEIC Certification Assessment, which will help guide the participants towards the acquisition of their certificate of proficiency. 5. Training Duration & Number of Lessons The provider shall propose the most practical and appropriate number of lessons and training duration (not less than 4 months but not exceeding 6 months), that would be sufficient to equip the participants in the preparation towards TOEIC Certification Assessment. 6. Total Number of Participants and Level Number: 15 Level: Assistant Director and Senior Officer Level. 7. Proposed Dates: Between 2 May to 31 October Term of Payment: 30% after PO received 70% upon submission of all reports and documents/material Proposals must be submitted in a sealed envelope clearly indicates the Title of the Proposal and the Name and address of the Company in each envelope.
