2 Foreword Chief Executive Officer SALGA Xolile George A very warm welcome to all participants of the 12th National Municipal Managers Forum, hosted with the City of Mbombela in White River, Mpumalanga. From humble beginnings in 2011, the Municipal Managers Forum brings together Municipal Managers from across all municipalities in our country and has grown into an important platform for Local Government. With the diversity and riches of knowledge, experiences and imagination vested in this collective body of Municipal Managers, the Municipal Managers Forum has also become an opportunity for SALGA to get feedback and thus enabling SALGA to become more effective in our advocacy work. Let us use this platform to learn from one another, pool our experiences and share our local expertise to ensure that the our Municipal Councils are better run institutions set to improve the quality of life in villages, towns and cities across all corners of the country. This gathering convenes in the midst of important developments in our country that we hope will further strengthen the system of local government. We look forward to working with all stakeholders to reinforce the significant role of developmental Local Government. As I committed in the 11th National Municipal Managers Forum in George, Western Cape; in addition to considering the policy agenda of Local Government and matters affecting Municipal Managers, the 12th National Municipal Managers Forum will expose Municipal Managers to innovations that have the potential to significantly improve municipal performance and governance. An exhibition will showcase proven innovations in water and sanitation; energy and electricity and municipal financial management by public and private sector institutions such as the Water Research Commission, CSIR, Altron, Comsol, Sembcorp and USAID. Key policy issues to reflect on at the meeting include the recently published Public Audit Amendment Bill and updates on regulations for senior managers (upper limits); management of competency assessment for senior managers; job evaluations and support to amalgamated municipalities. SALGA will also update Municipal Managers on collective bargaining & related matters and sign an MOU with the Arbitration Foundation of South Africa. I wish us an inspiring and insightful engagements that will bring about durable solutions in our quest for a resilient Local Government. 2
3 Welcome Municipal Manager City of Mbombela Mr Neil Diamond The City of Mbombela welcomes all Municipal Managers and participants to the 12th National Municipal Managers Forum hosted in the City of Mbombela from 20 to 21 February We appreciate the confidence bestowed on us by SALGA, trusting in our ability to successfully host the forum here at the picturesque part of Mpumalanga, the province of the rising sun. We remain committed to Outcomes 9, to be a RESPONSIVE, ACCOUNTABLE, EFFECTIVE AND EFFICIENT LOCAL GOVERNMENT SYSTEM as enshrined in the 12 outcomes of government. The local sphere of government, as we appreciate it, is at the coal face of service delivery which calls for resilience and tenacity to achieve at all times. The City of Mbombela, not only the capital of Mpumalanga and proud seat to the provincial legislature but also prides itself as a gateway to a number of tourist attractions that see visitors descending to our province from various countries around the world all year round. The internationally acclaimed Kruger National Park is just a stone throw away from this venue, lying in the eastern part of our City. The unspoilt nature of the park is the gem of our city s eco-tourism. The Sudwala Caves is another popular stop-over by nature lovers and is tucked away at western corner of the city. We are also waiting in huge anticipation for a positive inscription from UNESCO in their next sitting later in the year to declare Barberton Makhonjwa Mountains as one the World Heritage sites in Geology, beginning of life forms. This part of the city, perched in the southern region, bordering Swaziland, brings a huge tourism potential which will be a welcome economic injection to the City of Mbombela. Mbombela is also home to the Umsebe Accord and Economic Partnership between South Africa (Mbombela and Nkomazi), Mozambique (Matola) and Swaziland (Mbabane). Our City is an economic destination of choice for most of our partners and the continuous development of our business, tourism and agriculture sectors is part of our Vision 2030 to make Mbombela a City of Excellence and the Ultimate Destination. We wish that you will take some time to venture into our tourist attractions or diverse shopping destinations during your stay, opening up an opportunity for many happy returns in the future and trust that you will enjoy your time in the beautiful City of Mbombela. 3
