2 ENERGY EFFICIENCY SERVICES LIMITED Ref : EESL/SECF/MFG-UNIT-EOI-1 Date: 06/07/2016 NOTICE IVITING EXPRESSION OF INTEREST (EOI) SETTING UP A MANUFACTURING UNIT FOR PRODUCTION OF BLDC MOTOR BASED SUPER EFFICIENT CEILING FANS Energy Efficiency Services Limited (EESL) is a Joint Venture of NTPC Limited, Power Grid Corporation of India Limited (PGCIL), Power Finance Corporation Limited (PFC) and Rural Electrification Corporation Limited (REC) to facilitate implementation of energy efficiency projects under the aegis of Ministry of Power. EESL will work as ESCO, as Consultancy Organization for CDM, Energy Efficiency, etc.; as a Resource Centre for capacity building of SDAs, Utilities, financial institutions, etc. EESL will also lead the market-related actions of the NMEEE. It is first such company exclusively for implementation of energy efficiency in South Asia and amongst a very few such instances in the world. Objectives To facilitate preparation of energy efficiency projects for Demand Side Measures including municipal functions, agriculture, public building, lighting etc. To implement schemes, programmes and policies of central and state governments or its agencies. Partner with private ESCO s and other companies to promote energy efficiency. To provide consultancy services in the field of energy efficiency, CDM projects, and other related areas. To identify and impart training to build the capacity of stakeholders. In this regard, EESL invites all interested Technologists / Organizations / Agencies (herein after called BIDDER) having requisite technology/experience as enumerated in the EOI document to submit their proposals for setting up a manufacturing unit for production of BLDC MOTOR BASED SUPER EFFICIENT CEILING FANS. It may be noted that EOI is being processed in two stages. The subject EOI is the first stage to obtain broad contours of different options/combinations of technology and methodologies for manufacturing the subject item. Subsequent to the deliberations based on the responses during first stage, detailed scope of work, roles and responsibilities of the each of the partners, financial parameters, etc will be formulated and will be finalized through the second stage of EOI to be published at a later date. 3 NOTICE INVITING EXPRESSION OF INTEREST (EOI) By ENERGY EFFICIENCY SERVICES LIMITED For SETTING UP A MANUFACTURING UNIT FOR PRODUCTION OF BLDC MOTOR BASED SUPER EFFICIENT CEILING FANS 1. INTRODUCTION ENERGY EFFICIENCY SERVICES LIMITED (EESL) proposes to set up a manufacturing unit for production of BLDC MOTOR BASED SUPER EFFICIENT CEILING FANS in partnership with the technology and manufacturing partners on following lines : a. Technology provider and Manufacturing partner will be responsible for preparation of Detailed Project Report, establishment of manufacturing unit and management of production operations. b. EESL shall be the financing partner providing the finances i.e. Capital expenditure for establishment of manufacturing unit and working capital management during production phase. The capacity of proposed plant will be Ten lakh units per year initially. At this stage, the proposed framework is tentative and will be finalized after discussions with all stakeholders. EESL therefore proposes to seek EOI from parties who may be interested to partner in this project. 2. BACKGROUND Domestic electricity consumption in countries with tropical climate is significantly dominated by electrical appliances that help cater to cooling requirement of households primarily. In India, majority regions experience annual average temperature between 25 C to 30 C which in summer often crosses the 40 C mark. Considering Ceiling fans are one of the economical options (as and when compared to the Air Conditioners), almost every electrified household in India has at least one unit of fan. Ironically, in spite of almost universal presence of ceiling fans in households, this domestic appliance has not attracted much attention for improving its energy efficiency. Considering the sheer population of the country, especially in the plains, it is quite evident that penetration of efficient ceiling fans will offer huge scope to reduce power consumption in residential sector. 4 As per the available data, about 40 million fans are manufactured in India every year. Leaving out table and pedestal fans as well as units exported, for the year , about 29 million ceiling fans are sold in the country annually. For the FY2011, around 350 million fans were in use in the Indian households and over 32 million were sold, with annual growth rate of around 6%. In spite of the available energy efficient technologies, ceiling fans sold in the country are of very low efficiency. If energy efficient market gets tapped appropriately then ceiling fans hold huge potential to dramatically improve the electrical energy savings at a reasonable cost. Market Size and Potential Although BEE s star rating program for ceiling fans is in place for last few years, but the penetration of star rated products in market remains less than 5%. This implies that there is an urgent need to devise an innovative market based mechanism for energy efficient ceiling fans for its adoption/penetration in India. Through replacement of Regular Ceiling Fans with BEE 5 Star rated ceiling fans, there is a potential to realize 40 billion units of annual energy savings. It is expected that 10 to 20% of the sales may constitute replacement of old Ceiling Fans due to ageing / failure. With the introduction of Super-Efficient Ceiling Fans at affordable rates, replacement market is expected to double in next 2 3 years. Govt. of India has laid great emphasis on encouraging use of energy efficient devices/appliances of which Ceiling Fans constitute a major category. As on date, high prices of Super-Efficient Ceiling Fans appear to be a barrier for users to adopt the same in large numbers replacing lower efficiency Fans in use at present. EESL has already taken steps to increase availability of Super-Efficient Ceiling Fans at affordable rates through aggregate procurement and direct distribution. As an additional measure, EESL is also planning to explore the option of encouraging Technology Providers and manufacturing units, which do not have their own manufacturing facilities and / or financial capability to take up manufacturing of Super-Efficient Ceiling Fans on their own, for teaming up with EESL in establishing Super-Efficient Ceiling Fans manufacturing unit, as per the model described on pre-page with the following Objectives : a. To widen the base of manufacturing of Super-Efficient Ceiling Fans in India. b. To provide an opportunity for the enterprising technologists / SME Sector to become partners in manufacturing to participate in Prime Minister s Start up India Initiative and to be part of initiatives of Government of India to encourage SME Sector. 3. To become a active partner in achieving the goals of GoI and Honorable Prime Minister s targets in the area of Energy Efficiency which in turn will be a part of INDCs to be achieved by India as per COP 21 commitments. f. Manufacturing partner Should be a manufacturer of Ceiling Fans(preferably) or any other type of Fans of 30 Watt capacity and above either under their own brand name or under job work for other OEMs. Should have manufactured at least 10,000 numbers of Fans per annum with cumulative production of One lakh production. Documents to be submitted : 1. Certificate of Registration with Excise Authorities. 2. Proof of manufacturing and supplies. 3. Copies of Test Reports for the performance parameters for the Fan Page 6 of 11

7 4 Holiday/Blacklisted status The BIDDER must not have been debarred/ blacklisted by any Central/State Govt. department, agency, PSUs/ Institution/ Agencies/ Autonomous organization. The BIDDER shall submit a self-certification by an authorized person to this effect. 6. GENERAL 6.1 This document contains -- pages including the cover page and comprises three sections namely, Notice Inviting EOI and Format for submission of EOI (Cover Letter & Annexure I). 6.2 All revisions, clarifications, corrigenda, addenda, time extensions etc, to the EOI will be hosted only on BIDDERs should regularly visit this website to keep themselves updated. 6.3 The BIDDER(in case of manufacturing partner) shall also furnish complete audited annual financial statements for last three financial years including balance sheets, profit & loss account statement and all other schedules, self-certification of being not under liquidation, court receivership or similar proceeding in support of their fulfilling the eligibility criteria. The same to be provided for all the partners, wherever applicable. 6.4 EOI may be submitted in hard copy at the address given below / may be sent through . However, it is the responsibility of Bidder to ensure/confirm receipt at our end. 6.5 The EOI must be complete in all respects leaving no scope for ambiguity. It is in the interest of the BIDDER to submit complete and comprehensive proposal to the maximum possible extent. EESL may evaluate the BIDDER on the basis of documents submitted in the first instance. 6.6 EESL will not be responsible for any cost or expenses incurred by the BIDDER in connection with preparation or delivery of EOI. 6.7 The BIDDER is required to furnish all information and documents as called for in this EOI in English language. Any printed literature furnished regarding this EOI may be in another language, provided that the literature is accompanied by an authentic English translation, in which case, for the purpose of interpretation of the document, the English version will govern. 8 6.8 EESL reserves the right to call the BIDDER for presentation at its office located in Noida, India and may visit the manufacturing unit of the BIDDER. The BIDDER shall have no objection whatsoever in this regards and shall facilitate EESL to obtain the same. EESL will not be responsible for any cost or expenses incurred by the BIDDER for visiting its office at NOIDA, India for presentation. 7. SUBMISSION OF EOI The BIDDER must provide a Cover letter on his official stationery (letter head) along with offer in the prescribed format provided with the EOI document as per FORMAT FOR SUBMISSION OF EOI. LAST DATE/TIME OF SUBMISSION OF EOI 8.1 The EOI should reach EESL on or before 23/07/ EOI submitted at any other place and after above time and date will not be accepted. 9. IMPORTANT NOTE This EOI does not constitute and will not be deemed to constitute any commitment on part of EESL to set up a manufacturing unit for production of BLDC MOTOR BASED SUPER EFFICIENT CEILING FANS in India. EESL has the sole discretion to qualify or accept the EOI and reject the proposal without assigning any reason whatsoever.
