Description of Requirements DESCRIPTION OF REQUIREMENTS The United Nations Office at Geneva (UNOG) is one the largest conference centers in Europe and serves as the global center for Sustainable Development, Humanitarian, Human Rights, Disarmament and Disaster Risk Reduction activities of the organisation. The original buildings were built between 1929 and 1936 with the E building (office tower and conference facility) completed in The Strategic Heritage Plan (SHP) team at UNOG intends to launch in the near future a Request For Proposal (RFP) for Technical Support Services for three years with two possible one year extensions. These Technical Support Services are required to assist the UNOG SHP team in managing the overall refurbishment and renovation of the United Nations Office complex in Geneva, Switzerland in an efficient and coordinated manner with consideration to tight cost, schedule, quality and risk management controls. The SHP team is seeking qualified international firms to provide these services during all phases of the renovation/refurbishment project as follows: i) design pre-construction; ii) construction; iv) project completion and post completion. 2 The Firm shall act as Independent Technical Support Provider. The Firm will be working with the SHP team and closely with the other project consultants and with the United Nations relevant stakeholders. The companies need to have a deep understanding of project planning, design, construction, commissioning and appreciation of the user s needs. These services will cover the following: (a) Space planning and programme office move logistics The expert will develop work as the project focal point for space planning, phasing and transition planning for all phases of the project. The expert will develop and coordinate phasing plans, coordinate and monitor staff moves and liaise with the designers and the occupants at all levels to ensure that all operational continuity is maintained and that all office moves occur smoothly and in a timely manner. (b) Conference congress systems (low voltage) The engineer for low voltage systems will: (i) work in close collaboration with the designated consultant on the overall coordination and planning of conferencing systems such as simultaneous interpretation, webcasting, audio visual, media asset management and broadcast; (ii) assess the technical requirements for all low voltage systems and develop the related output specifications to be used for the procurement process of the technical equipment; and (iii) work in close collaboration with the Broadcast Conference Support Section at the United Nations Headquarters in New York and the Division of Conference Management in Geneva. (c) Energy saving systems and sustainability management The expert will, with the assistance of the lead design consultant, evaluate the existing systems and facilities to identify opportunities to reduce energy usage, consult with relevant authorities on matters related to energy standards, and make recommendations for incorporation into the various project design packages. The expert will serve as the lead in obtaining sustainability certification for the project. (d) Historical preservation The expert will: (i) assist in the evaluation and monitoring of the heritage aspects of the Palais des Nations, serve as the project expert in matters regarding heritage preservation, advise the Project Director in heritage preservation matters, liaise with the local authorities for questions related to heritage; (ii) coordinate with those UNOG personnel responsible for the inventory of the art collection owned by United Nations Office at Geneva and the subsequent development of the strategy for the management (including protection, cleaning, movement, storage, reinstallation, etc.) of the art pieces during the construction phase.. (e) Site Quality Assurance Manager The expert will monitor work carried out on a construction site to ensure adherence to contract drawings and specifications, approved submittals, building codes and industry standards of quality. The Quality Assurance Manager will evaluate the construction contractors Quality Control Plan submittals and then monitor compliance during the execution phase. The Quality Assurance Manager must have extensive field experience in the role, with great depth of practical knowledge with regard to all aspects vertical construction projects, to include structures, medium and low voltage electrical systems, plumbing, HVAC systems, building controls, architectural finishes, etc. The Quality Assurance Manager will monitor all aspects of the contractors quality control operations, generate reports, maintain logs and supplement inspection records with photographs. Document Control Manager 14. Administrative Support II. Specific Requirements / Information: The EOI should be expressed from firms / entities with: a. Minimum of five years of proven experience in providing Technical Support Services and control for projects of similar scope and profile. b. Proven track record of project management, contract administration of large, complex vertical construction projects. c. A minimum of three international project references must also be provided in relation to the relevant services indicated above. The project value for these is to be a minimum of CHF 50,000,000. d. Experience and expertise in local construction environment required. e. The ability to provide on-site in Geneva the required full time personnel within 45 days, short term personnel within 3 days.
