Title of the RFI: Seismic Structural Engineering Design Consultancy Date of this RFI: 13 June 2017 Closing Date for Receipt of RFI at PD: 30 June 2017 RFI Number: RFIUNESCAP102 Address: Address RFI response by fax for the Attention of: Chief Procurement Officer Fax Number: UNCCS Code: , , Duties and Responsibilities DESCRIPTION OF REQUIREMENTS The United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) located at the United Nations Buildings in Bangkok, Thailand is seeking to have an analysis conducted of the Secretariat and service building for specific earthquake performance levels for the buildings before and after the retrofit. This analysis will be conducted using PACT software, or equivalent, in accordance with the ATC 58 methodology. The Applied Technology Council (ATC) in conjunction with the Federal Emergency Management Agency (FEMA) conducted a 10-year work to develop the ATC 58 methodology and the PACT software for the seismic performance assessment of individual buildings that properly accounts for uncertainty in our ability to accurately predict response, and communicate performance in ways that better relate to the decision-making needs of stakeholders. ESCAP Administration requires the consultant provide analysis for the following facilities in the compound: The Secretariat building (15-story building), The service building (4-story building) The scope of work is focused on quantifying the performance objectives, collapse prevention and life safety, in terms of parameters which are more concrete for the decision maker(s), the building owner(s). ATC 58 defines performance in a more quantitative way, in terms of the risk of life loss, direct economic loss, and indirect economic loss considering either individual earthquake events or the entire range of events that may affect the facility. Therefore the output from this Task Order (TO) will quantify the potential consequences of the retrofitting and un-retrofitted buildings response to the two design level

2 earthquakes(performance objectives noted above) as follows: Casualties (life loss and severe injury) Direct economic loss (repair and replacement costs) Indirect economic loss: Downtime (loss of use of damaged or destroyed facilities) The goal of the ATC 58 output is to gain a more accurate understanding of the building response and reduce the differential between the actual response behavior and the predicted response behavior of the building. Scope of Work The Consultant firm shall conduct a full ATC 58 analysis assessment, with the use of the Performance Assessment Calculation Tool, also known as PACT ( project) in order to complete this TO. The consultant will need to consider, at a minimum, the following input parameters: Building size and occupancy Element types, fragility and consequence functions Response data Since ATC 58 and PACT are generated within the United States, the consultant shall provide justification for the applicability of some default fragility specifications which may apply in the United States, but perhaps need to be adjusted for local context. The main output from the PACT software will be loss curves for the various parameters and shall be included in a report along with explanations of the results for two audiences: 1) the engineer and 2) for the design maker (non-technical). Results of Service Deliverables: The following activities and/or deliverables required for this scope of work include: Part 1: ATC 58 Analysis Part 2: ATC 58 Report a. A comprehensive report including the following information: i. Input parameters and notable assumptions ii. Output: Loss charts in terms of the casualties, direct economic loss and indirect economic loss. iii. Provide data for all 4 scenarios: collapse prevention (un-retrofitted), life safety (un-retrofitted), collapse prevention (retrofitted), and life safety (retrofitted) iv. Provide clear comparison of retrofitted to un-retrofitted conditions in terms of asset value. v. Clearly define the degree of property loss in terms of structural components, partitions, interior finishes, cladding, plumbing and HVAC, and any other applicable components. vi. Identify the repair time required for each of the 4 scenarios. vii. Identify the safety component by graphically showing the amount of fatalities and injuries. Expected Duration 1-3 months, 3rd quarter of 2017 Requirements Availability The consultant shall be available from mid-july through August to complete the outline of deliverables. Experience: A minimum of 15 years of professional experience in structural engineering and seismic design. Experience with conducting ATC 58 and/or HAZUS analysis. Licensed Professional Engineer. Master degree or higher required in the field of civil or structural engineering. Experience working internationally.

5 RFI INSTRUCTIONS 1) Registering as a Vendor with the United Nations Vendors interested in fulfilling the requirement described above must be registered with UN in order to be eligible to participate in any future solicitation.
