8 Threats Natural Disasters: Typhoons Flooding from Typhoons or heavy rains Landslides caused by deforestation and high rainfall Volcanoes Earthquakes In addition to this there is ongoing conflict: Central Mindanao between government and Moro Islamic Liberation Front (MILF) Nationwide between the New Peoples Army and Government Presence of Clan Warfare in many areas.

12 Strengths Fundamentally is a Democracy A strong and active Civil Society with development and advocacy groups and organizations dealing in all aspects of development. International NGO s and UN agencies are well entrenched due to the continuous supply of emergencies and needs. Core group of professionals and organizations that work in assessment and response field with the international and UN agencies

14 Disasters The most vulnerable are those where development is targeted The most vulnerable are those most at risk Disaster stops development and often moves it backwards due to the most vulnerable going into survival mode
15 Coping Capacity Communities cope if they have no access to services.to a certain extent In communities that are exposed to continuous or repeated assistance they know what they can get. Culture of dependence can occur, loss of the notion of counterpart. Supply driven response suppliers need to be responsible and hold communities responsible and vice versa

24 The Humanitarian Response Consortium The HRC will strive to provide the highest quality humanitarian services to affected populations with the humanitarian response being: Rapid and timely, with the HRC reducing time in mobilization and decisionmaking by pre-establishing a mode of implementation. Appropriate in terms of localizing international standards and accounting for cultural and environmental conditions. Efficient in providing quality assistance at reasonable costs and minimizing wastage. Responsible in reducing the long-term effects of response on local development efforts, ensuring that resilience is built and is protective of the environment. Maximizing participation of IDPs and affected populations, especially of women, in the humanitarian effort. Coordinating with all actors, such as government and non-government actors, as well as the affected communities, and taking on humanitarian advocacy as part of the humanitarian response.
