Strengths Fundamentally is a Democracy A strong and active Civil Society with development and advocacy groups and organizations dealing in all aspects of development. International NGO s and UN agencies are well entrenched due to the continuous supply of emergencies and needs. Core group of professionals and organizations that work in assessment and response field with the international and UN agencies

Disaster and Response how it affects local development

Disasters The most vulnerable are those where development is targeted The most vulnerable are those most at risk Disaster stops development and often moves it backwards due to the most vulnerable going into survival mode

Coping Capacity Communities cope if they have no access to services.to a certain extent In communities that are exposed to continuous or repeated assistance they know what they can get. Culture of dependence can occur, loss of the notion of counterpart. Supply driven response suppliers need to be responsible and hold communities responsible and vice versa

Effect on Development Change of focus by community Human Resource Allocation Destruction of development structures.
