2 REQUEST FOR INFORMATION REDEVELOPMENT, REUSE PLANNING, MARKETING & MANAGEMENT WILMINGTON AIRPARK, WILMINGTON OHIO The Redevelopment Subcommitee of the Economic Taskforce chaired by State of Ohio Lieutenant Governor Lee Fisher and Wilmington Mayor David Raizk solicits this Request for Information (RFI) from real estate, economic development consultancy, planning and engineering firms and organizations or consortiums of said professional organizations (hereinafter firms ) who may assist in managing, actively marketing, and/or consulting to the successful redevelopment/reuse of the Wilmington Airpark facility and/or adjacent parcels as described herein. PRE-RESPONSE MEETING A pre-response light lunch meeting and question/answer opportunity will be held: FRIDAY DECEMBER 19, 2008 at 12pm EST Community Room, Wilmington Municipal Building 69 North South Street Wilmington, Ohio Guided tours of the Airpark facility may be provided, but space is limited and available by RSVP only. 3 RESPONSE AWARD & RECOGNITION The State of Ohio, City of Wilmington and Clinton County are confident in this proactive approach to redevelopment and will recognize the top 3 ranked Responses and Responder Organizations with a symbolic award following review by the Redevelopment Subcommittee of the Economic Taskforce. The State of Ohio Department of Development and partner organizations will acknowledge the responding firms and award winners in regional, state and national press releases. RESPONSE DEADLINE Responses must be submitted by 4 pm EST on FRIDAY JANUARY 9, Please provide twenty (20) hard copies and one (1) electronic copy (PDF file or MS Word Document file format) of the response. 4 FURTHER INFORMATION State of Ohio Clinton County City of Wilmington DISCLAIMER A lack of response to this Request for Information (RFI) will not negate a consultant or developer s eligibility to respond to any subsequent requests for qualifications or proposals. The information the Redevelopment Subcommittee obtains during this RFI process will be used to further refine the project concept and help shape subsequent solicitation documents. It should be noted that this document is being issued by the Redevelopment Subcommittee of the Economic Taskforce as created by the State of Ohio, City of Wilmington and Clinton County as an RFI. This is NOT a notice of solicitation and does NOT constitute a Request for Proposals, Request for Qualifications, or Invitation to Bid. This RFI is for the use of the Redevelopment Subcommittee and the Economic Taskforce for planning purposes and seeks to provide interested parties an opportunity to assist in planning for innovative job creation and retention uses of the Wilmington Airpark, currently owned by DHL. Further, this RFI shall not be construed as a commitment in any manner whatsoever by the State, the City or the County (their assigns or partners) to enter into any contract, lease, or any other land use arrangement that might be suggested by interested parties, nor will the State, the City or the County pay for the information submitted in response to this RFI. The Redevelopment Subcommittee intends to use the information provided in response to this RFI to determine, in its sole discretion, the potential redevelopment and reuse options deemed appropriate and in the best interest of the State, City and County. This RFI also is for the purpose of seeking interested partners for future plans and development to assist in creation of a future bidders list for any potential future RFP. Failure to respond to this RFI does not exclude any interested party from future consideration for potential land use opportunities which may be solicited by the State, City or County through later procurement methods (Request for Proposals, Request for Qualifications, etc.) Interested parties submitting proposed ideas are advised that any information provided shall be deemed furnished with unlimited rights to the Redevelopment Subcommittee or their assigns, with the State of Ohio, City of Wilmington, or Clinton County assuming no liability for the disclosure, use, or reproduction of such information or ideas or data, etc. No proprietary information should be submitted. Respondents are further advised that the Redevelopment Subcommittee are under no obligation to acknowledge receipt of the information received, or to provide feedback of any kind whatsoever to respondents to this RFI with respect to information submitted under this RFI. It is also emphasized that the requested information, ideas, data, etc. are for preliminary planning purposes only and do not constitute in any manner whatsoever any commitment, implied or otherwise, that there would be any solicitation of any respondent for any procurement, related to or arising out of this RFI at any time in the future. The State of Ohio, City of Wilmington or Clinton County shall not be responsible for any costs incurred by any respondent to this RFI in furnishing any information, ideas, data, etc. in response to this RFI.

5 RESPONSE FIRMS Said response firms should have capable expertise and competency in the marketing and/or management of a large facility OR have consulted to the successful reuse of such, especially directly related to the aviation or transportation industries and answer or provide the following information including: The firm should describe in detail their professional competency and expertise in marketing or managing similar facilities: What is the size and scope of other marketing, managing or consulting experiences of the firm? What skills and creative tools, including modeling, cost estimation, economic forecasting and design/layout does the firm or consortium uniquely offer? What role has the firm played in other successful redevelopment case studies within the US and specifically within economically-challenged areas of the Midwestern US? What experience does the firm have working within a multijurisdictional environment, including federal and state agencies and multiple regional and local stakeholders? The firm should present or describe what types of redevelopment, reuse or management techniques or visions would be explored or employed: What would be the major management challenges and opportunities to a facility of this scale and character? What adaptive reuse techniques and what industries would the firm consider as prime ideas to explore further? o Assuming some existing air transport business remains o Assuming no existing air transport business remains How best to encourage supportive or symbiotic industries to locate here, assuming at least partial continuation of the existing business? What vision does the firm have for the site, related to aviation industry reuse and at least one alternative reuse that is not related to transportation or aviation?

6 HISTORY & CONTEXT The Wilmington Airpark, is the largest privately owned airport in the US, and a former Strategic Air Command base, acquired by the Wilmington Community Improvement Corporation (CIC) and then Airborne Express in DHL acquired Airborne Express in 2003 and consolidated their US operations here.
