2 Digitize India Platform DIP is an initiative of Government of India under Digital India program to digitize physical records and reduce piles of papers stored in record rooms or offices of Government, Government organizations and even non-governmental private organizations. It allows organizations not only to free their warehousing real estate but enables them to keep their records longer and in safer environment. Presently District CSC team has taken up the Digitization of Transport department and Law department in the State.
3 CSC 2.0 Scheme in J&K The Government of India launched the CSC 2.0 scheme in 2015 to expand the outreach of CSCs to all Gram Panchayats across the country. Under CSC 2.0 scheme, at least one CSC was required to set up in each GP. CSCs functioning under the scheme was also strengthened and integrated across the country. CSC 2.0 scheme has helped in consolidating service delivery through a universal technology platform, thereby making e-services, particularly G2C services accessible to citizens anywhere in the country. Vision of SPV CSC J&K To develop CSCs as a reliable and ubiquitous IT-enabled network of citizen service points connecting local population with government departments, business establishments, banks, insurance companies and educational institutions, with an impact on primary, secondary and tertiary sectors of the state economy. 5 Tele-Law The concept of Tele-Law is to facilitate delivery of legal advice through a panel of lawyers stationed at the state Legal Services Authorities (SALSA) and CSC. The project initiates to connect citizens with lawyers through video conferencing facilities by the Para-Legal Volunteers stationed at identified panchayats. Skill India Skills Online is an initiative of the National Skill Development Corporation (NSDC) under the Ministry of Skill Development and Entrepreneurship. NSDC, through this initiative, brings online learning to the skill-aspirants registered for skill training schemes. The NSDC facilitates initiatives that can potentially have a multiplier effect as opposed to being an actual operator in this space. In doing so, it strives to involve the industry in all aspects of skill development. Under National Action Plan for Skill Training of PwDs, CSC SPV will train 5000 (Five thousand) Persons with Disabilities (the Orthopadically Disabled candidates) through Common Services Centres in six job roles such as CRM Domestic Non-Voice, Domestic Data Entry Operator, Telecom-in-Stora Promoter, Customer Care Executive (Call Centre, Trainee Associate, and Domestic Biometric Data Operator. Evahan The Ministry of Road Transport & Highways has been facilitating computerization of more than 1000 Road Transport Offices (RTOs) across the country. RTOs issue Registration Certificate (RC) & Driving License (DL) that are valid across the country. It was necessary to define same standards for these documents on a pan-india level to ensure interoperability and correctness and timely availability of information. SCOSTA committee setup for this purpose had recommended uniform standardized software across the country. Ministry entrusted National Informatics Centre the task to standardize & deploy the software VAHAN for Vehicle Registration and SARATHI for Driving Licenses and compilation of data with respect to Vehicle Registration and Driving Licenses of all the states in State Register and National Register. CSC has been deployed to work under this scheme to provide all the RTO services at their doorsteps.
6 Tele-medicine Telemedicine refers to the provision of remote clinical services, via real-time two-way communication between the patient and the healthcare provider, using electronic audio and visual means. Telemedicine is usually in the form of video conferencing and phone calls, where the patient seeks the doctor s advice about by directly seeing with each other or talking on the phone. The real role of telemedicine at present lies in the convenience it offers to patients and practitioners by obviating the necessity for a physical visit to get medical advice or treatment. It is cost-effective, in comparison to the process of waiting to see a doctor or other practitioner. CSC centers have done tremendous work on educating citizens and helping them to connect with the doctors of Apollo Healthcare Delhi. DigiPay CSC e-governance Services India Limited has collaborated with The National Payments Corporation of India (NPCI) to launch Aadhaar Enabled Payment System (AePS) at locations where CSC has been acting as Business Correspondent. This payment system is called as DIGIPAY. This system facilitates disbursement of government entitlements like NREGA, social security pension, Handicapped, Old Age Pension etc of any Central or State Government institution/entity, using Aadhaar authentication service of UIDAI. which reduces the threat of any fraud or non-genuine activity. Aadhaar facilitate anytime, anywhere, anyhow authentication for the citizen/customer.
7 PMGDISHA The Pradhan Mantri Garmin Digital Saksharta Abhiyan, a project launched under Skill India scheme is an initiative that aims to impart digital literacy to rural citizens across the country. The digital literacy project is expected to be one of the largest initiatives of the world with an overall target of training 6 crore citizens by In order to attain this large reach, CSCs have been deputed at grass root level to work at Gram Panchayats. Swabhimaan CSC has more than women entrepreneurs working since long and provides numerous G2C and B2C services at their CSC Centre it is called Digital Kendra s of that Village. Now they will be also called as Social Kendra s as CSC has launched a Project called Swabhimaan, under this Project, Sanitary Napkin Manufacturing Units are to be setup at CSC Centers. The project focuses on training and establishing a sanitary napkin manufacturing unit for women and girls to promote menstrual hygiene and to support village level entrepreneurs. Law and IT Minister Ravi Shankar Prasad along with the Minister of Information & Broadcasting and Textiles Smriti Zubin Irani inaugurated the workshop on International women s day. CSC is empowering its women entrepreneurs not to only provide sanitary pads at their centres but also to educate women of their society to overcome this social taboo and encourage the usage of sanitary pads. Mr. Prasad today directed the government special purpose vehicle CSC e-governance Services India to start making sanitary napkins in every block of the country. In this regard CSC J&K started campaigns across the state to make women and girls aware about the scheme.
8 Various Workshops and Seminars held by CSC Team in District Budgam Workshop was conducted at New Conference Hall DC office Budgam on 8 Th Dec 2016 to train the VLEs about all modes of digital payment DFIAA under Digital Financial Inclusion Awareness and Access. More than 90 VLEs participated and imparted the training to citizens in their own panchayats by conducting small workshops. A series of workshops were conducted in all 6 Degree colleges of the district where large group of students participated along with their teaching and non teaching staff and learnt about all odes of digital payments.workshops were conducted in District and Sub District Hospitals where Doctors, Medical staff, and other administrative staff were given hands on training about digital payments. The village Lanura has become First Cashless Village in Jammu and Kashmir in presence of District Informatics Officer Budgam, Numberdar (Mr. Mohammad Shaban Malla), District Mangers CSC,local merchants and the citizens. The Certificate of Cashless Village was awarded by Numberdar to VLE, Mr. Muzamil Khurshid Ali. On the occasion one merchant sold few items and accepted payment of Rs.130 through PayTm Lanura declared first cashless village of J&K.
9 Workshop on GST Workshop on Goods and Service Tax was held in the office of District Development Commissioner Budgam on 26 th Aug Dr. Nazir Ahmad Bhat S.T.O Excise Department Budgam was also present to clear all the doubts of the VLEs. More then 75 VLEs participated and got the training about GST registration.
10 Workshop on Tele Law Workshop was conducted on 10 th Feb 2018 at Budgam to give extensive training about Tele-Law project. VLEs and Para Legal Volunteers (PLVs) participated the workshop. Budgam District has the most number of cases registered and resolved in the State. More than 1200 cases have been registered and 1000 cases has been resolved so far. Ms. Shabnum Gul being the best performing PLV in India. Legal Literacy Project Legal Literacy Project workshop was held in DIET Beerwah, Budgam on 15 th Nov 2017 by CSC team in collaboration with District Administration Budgam. The event was inaugurated by Deputy Commissioner Budgam Mr. Harun Malik and Ex. MLA Beerwah Dr. Mohd. Shafi. More than 150 people participated in the event in which State Project Manager Mr. Asif Iqbal and District Managers Mr. Mohsin Nazim, Miss Yasira Jan, District Consultants Mr. Waseem Raina and Mr. Asif Bakshi explained Legal Literacy programme and Tele-Law in detail along with audio-visual aids. Deputy Commissioner Budgam emphasized on e-
11 governance project and highlighted the ease of Access to Justice through this programme and said we all should be part of this project by making general public aware about it. Ex. MLA Dr. Shafi also encouraged the CSC team for initiating such projects in rural areas of the state and was impressed by the work done by CSC team Budgam. Many success stories of Tele-Law were shared by Miss. Shabnum and other PLVs from Budgam in an interactive session where beneficiaries were also present and they spoke about their experiences and success in their cases. A National Movie for Legal Literacy and Tele-Law project was also shot in the district and many beneficiaries were interviewed. Miss. Shabnum Gul awarded a Laptop for Best Performing VLE in India.
12 E-vahaan and E-saharthi workshop On 17 th March 2018: A district level workshop was organized for E-Vahan Service (Transport) and Bharat Interface for Money (BHIM) for promoting digital payments. Mr. Mubashir Jan ARTO Budgam addressed the workshop and inaugurated the E-Vahan service in the district, It was the first workshop for Transport service held in the Jammu and Kashmir and initiative was taken by ARTO Budgam. District managers CSC Budgam Mr. Mohsin Nazim and Miss Yasira Jan, District Consultants Mr. Waseem Raina and Mr. Asif Bakshi were Present. Mr. Mubashir Jan emphasized on making the ARTO office and transport services paperless and cashless. ARTO Budgam extended full support for making this project successful. Live demonstration on E-Vahan service was given by Mr. Sahil regarding all the services which can be availed online through CSC centers without going to the ARTO office; services include Tax, Permit, Fitness certificate, Learners License, Driving License and many more.
13 VLE AWARESSNESS CAMPS VlEs of District Budgam conducting awareness workshops in gram sabhas, village camps, degree colleges, schools, BDO offices, etc. Awareness camps with Anganwadi workers and Asha workers were also conducted in the blocks. VLE SOCIETY MEETINGS A meeting for District Level VLE Society was organized. Top VLEs of District are in process of creating a Cooperative society for the welfare of the society.
14 PMGDISHA In series of conferences /workshops being organized by CSC E-Governance, Ministry of Information Technology Govt. of India, magnificent function was held in Conference Hall Dy. Commissioner premises Budgam. Besides the chief of JK CSC Khawaja Farooq Renzu Shah, the MLC of Khan Sahib Mr. Saif ud din Bhat who was Chief Guest of the function, the officers of District Administration, Add. D.C Budgam Mr. Farooq, DIO Mr. Rouf Ahmad and other District officers participated in the event. Mr. Saif ud din Bhat said that in present era digital knowledge is most essential component for everyone. Additional DC Budgam also advised all officials of district administration to take benefit of this free computer programs. The thrust on computer literacy is need of an hour particularly in a district which has lowest literacy rate in general traditional education map.
