2 ENVIRONMENTAL MANAGEMENT ACTION PLAN India: Coal Fired Generation Rehabilitation Project Bandel Thermal Power Station West Bengal Power Development Corporation Limited (WBPDCL) has commissioned an independent Environmental Audt and Due Dihgence (EADD) Study for Bandel Thermal Power Station. The EADD has been prepared considering the project preparation requirements of the Coal Rehabilitation Project proposed to be funded by the World Bank. The project proposes Rehabihtation and Modernization (R&M) of 5[h Unit of Bandel TPS. The EADD, accepted by WBPDCL/BTPS during March-April 2008, recommends specific measures for improving environmental performance of 5th Unit (210 MW) as well as the plant level environmental performance including Unit 1-4 in the station. The Environmental Management Action Plan (EMAP) consolidates the recommendations of EADD including the agreed investment requirements for improving environmental performance. The EMAP comprises three levels of actions including: (a) mitigation measures to be implemented as part of R&M activities for the 5th measures proposed to be integrated as part of Institutional strengthening and capacity building; and (c) measures to be taken up by Bandel TPS for the power station as a whole. Each management measure included in the EMAP includes cost estimates and implementation schedule. The relevant portions of the EMAP has been integrated in to the technical specifications of the R&M bidding documents. The EMAP also provides necessary measures for environmental monitoring and compliance with West Bengal Pollution Control Board's (WBPCB) consent for operation. The analysis of environmental issues, supporting data and descriptive details of mitigation measures are covered in the EADD report. Thus, the EMAP need to be read in conjunction with the EADD report for Bandel TPS, March 2008.
3 Environmental Management Action Plan I Environmental Management Measures to be Integrated as Part of R&M Oesigns~Activiks for Unit - 5, Bandel Thermal Power Station Unit 5 complies with the stipulated air quality standards Particulate emissions from the Unit 5 of the plant are currently managed within permissible limit by using Ammonia dosing. The ESP performance efficiency need to be further improved as part of R&M activities. Dry fly ash evacuation system is to be augmented I Improvement of ESP performance by integration of pedormance enhancement measures in to R&M design specifications, including: (a) Replacement of faulty collecting electrodoes; (b) Replancement of faulty emitting electrodes; and (c) Replacement of rapping motors; (d) Automatic control system for Ammonia Injection; (e) detailed inspection of ESP's for alianment of fields for 100% availabilitv. Stack online monitoring system for PM, SOX, NOx, and CO > BTPS has established dry ash collection silo and conveyance 2.50 I Coterminous with implementati on of R&M activities I I for effective.functioning I system with relevant dry ash ejection mechanism. Absence of boiler silencer causing noise pollution evacuation system need to be auimented with provision of vacuum pump in place of hydro ejector + one stand by, and one 100% compressor for dry ash evacuation.. > Installation of silencer for the boiler as part of tech specs for boiler renovation As Above -As Above - I Total Cost of Environmental Measures integrated in to R&M Activities I Rr Million I Measures to be lntegrated as Part of Institutional Strengthening and Capacity Building Strengthening of Environment Management Cell: Training of BTPS personnel who are associated with Environment, Health and Safety (EHS) for industrial health and safety management through certificate course on Industrial Health and Safety Management would further facilitate the worker health management aspects Management measures to include: (a) Documentation centre with office accessories; (b) Developing EMS for the plant and obtaining IS ; (c) preparing onsite emergency plan; and (d) IS0 audit certification for 2 professionals > Formal training of the BTPS EHS personnel (about 6 in number) for Industrial Health and Safety Management through short term (not more than 2 months) Certificate course, accredited by West Bengal State Government (lumpsum) Novemb November, I
4 Awareness amongst workers on importance of Occupation Health and Safety (OHS) measures including use of Personal Protective Equipment (PPE). This aspects also lacks integration of awareness for contract labour Sustained hazard exposure for section of workers in the plant. No existing policy on job rotation P BTPS to conduct regular (at least once in 6 months) awareness generation programs for imparting practical know how on OHS. Awareness to include cross section of workers from managers to floor level employees. P Mandatory compliance with OHS requirements for all the works contracts as well as temporary labour hiring P Job rotation Policy Plan to be developed by BTPS based on skill requirement and feasibility of manpower rotation P Awareness program for workers and their unions to sensitize on importance ofjob rotation Cost to be internalized in ongoing safety awareness programs Cost, if any to be estimated by Personnel Dept. of BTPS First awreness program to complete before March Policy Plan by June. lmplementati on Dec Currently there is no system established for Root Cause Analysis to analyse accident cases. Lack of such systems could lead to increased chance of recurrence of similar accidents (Ref. Further, as part of annual maintenance and capital overhaul, BTPS wd: > (a) Replace faulty collecting Replancement of faulty emitting electrodes; and (c) Periodic inspection of ESP's for alignment of fields for 100% availability Periolc inspection of ESP's on continual basis for 100% availability of fields. Cost to be internalized as part of regular plant O&M costs Regular basis
5 Fugitive Dust Emissions from Coal Handling Plant Ambient Air Quality Monitoring complying with consent conditions of WBPCB Compliance with utilization with dry fly ash as per Fly Ash Utilization Notification is partially achieved > Installation of Dust Suppression system at Wagon Tiplers and Coal Handling area b Revamping dust extraction system at impact crusher of CHP > Use of dust suppressants/ chemicals as part of water sprinkling to retain moisture during summer season Currently BTPS complies with Ambient Air Quality Monitoring requirements. This arrangement will be continued > Dry ash collection system is in place for the plant. The utilization to be completely achieved by making necessary off-take arrangements with the consumers such as brick manufacturers, other uses for filling purposes, and cement manufacturers > Awareness generation in villages around Bandel TPS for utilization of fly ash for different purposes Current BTPS operation BTPS to prepare fly ash utilization plans and implement 100% utilization Works to be initiated by Feb for effective implementati on by June November 2010 Ash pond water recycling complying with WBPCB's consent conditions Water pollution due to storm water from coal yard. Oil spillages at oil unloading area leading to oil pollution in nearby drains. Wastewater from Canteen Ash pond restructuring for construction of a settling basin to further improve water quality (current water discharges from ash pond meets discharge standards) Piping and pumping of water from settling basin for reuse in plant. BTPS to conduct feasibility and design studies. Collection of strorm water from coal yard area of 45,000 sq.mt. by redirect the storm water drains (total construction of drain length of 265m with approx width and dept of l m each as well as renovation of existing drains) in to the existing oil pond to act as settling basin. Oil pond to be renovated with lining. BTPS will prepare necessary drain designs and procure contractor for implementation of the measure. > Channelizing the oil spillages and runoffs in to single area. - > Construct f il separator with relevant arrangement for oil collected from API separator Considering the above measures, BTPS will prepare relevant engineering designs and implement the proposed changes Installation of small package modular wastewater treatment plant of 20 m3/day capacity with provisions: (a) screen; (b) holdinq tank; (c) alum mixinq arranqement; (d) final settlinq; [block cost estimate) August June 2010 December, August 2010 January

The measurement data shall necessarily consist of the following: > Three cooling water vertical mixed flow pums of 9500 M~/H~. each > 4 Nos Cooling Water pumps of 2400 M3/Hr.each > Two number service water pumps of loo M3/~r.each > Two number DM water service pumps of 60 M3/Hr.of capacity each > Cooling water discharge channel Scrap yard development including land area development clearing the existing scrap, construction of fencing and internal road Floor paving and construction of storage facility including shed. Facility to comply with West Bengal Pollution Control Boards stipulations Establishing Occupational Health Centre with the following facilities: > Developing an Occupational Health Centre with dedicated space, computers, printers, office accessories etc. > Purchasing personal safety gears (civil) 1 (cost of non-contact meters and wierlnotch for CW channel) May 2010 June - As Above - December June August
7 Environmental Monitoring Regular Monitoring and Annual Environmental Audit of compliance with EMAP 2. Purchasing equipment for medical facilities k Developing a documentation centre on occupational health and safety Establishing Laboratory and Equipment for Environmental Monitoring as specified under Tableg.1 of the EADD Report 2. BTPS will conduct regular monitoring: (a) online stack monitoring; (b) ambient air quality monitoring as per WBPCB consent condition; (c) effluent water quality monitoring covering STP outlet, ETP outlet, Ash Pond overlow; DM neutralization outlet, and cooling water discharge temperature at river confluence point; (d) water balance assessment covering all the intake, utilization, recycling, and discharge points; and (e) Occupational Health Assessment twice in a year. 2. Reporting: BTPS will prepare mothly monitoring reports covering the relevant parts of the above referred monitoring k BTPS will support WBPCBs independent monthly monitoring. k WBPDCL in close coordination with BTPS, will conduct third partylindependent Annual Environmental Audit to verity compliance with this agreed Environmental Management Forms part of BTPS operationa l costs 1 I Action Plan Total Cost of Station Level Environmental Management Measures to be Implemented by BTPS August On regular basis
