23 These Changes Will Increase Processing Costs If we are to continue to recover increasing amounts of material we are going to have to deal with these changes Reduced commodity values with reduced newspaper Increased volume but reduced weights with lightweight packaging Packaging that was three dimensional that is now two dimensional All of this will add costs to processing DSM Environmental Services, Inc. 24 And, We Have a Growing Contamination Problem We are seeing relatively large jumps in contamination rates at single-stream MRFs Average for CT = 16.5% in 2015 Hartford, CT = 11.5% in 2012 Average for MA in % New study for MA communities 15 to 20% in 2016 Changes in contamination rates have large impacts on MRF costs and revenues Translate into higher costs to municipalities An increase of 1% in the contamination rate can mean a $5 per ton increase in costs to the MRF The role of glass at single-stream MRFs is under debate Contributes to costs, hard on equipment, and can contaminate other materials How do we best deal with glass DSM Environmental Services, Inc. 25 Reasons For Increased Contamination Contamination is more of a problem when commodity prices are lower High commodity prices mask a whole lot of sins! Our analysis of set-outs indicates that much of the plastic packaging that is not typically accepted at Single-Stream MRFs is being placed in the recycling cart/bin Expanded PS, Film, Pouches This appears to be wishful thinking recycling DSM Environmental Services, Inc. 26 Reasons For Increased Contamination Cart based programs increase contamination Unacceptable material not left behind Some households will simply put their waste in the cart! And many municipalities put their programs on auto-pilot with minimal education and enforcement Terminology may be part of the problem Zero Sort, Single-Stream imply we can sort garbage to many! 49 Recycling Rates Recycling Rates have long been the performance metric of choice But Recycling Rates have significant limitations Real Recycling Rates for Delaware In 2005, 12% - 81% measured In 2014, 42% and 72% measured as performance metrics tightened up And Recycling Rates are falling with the changing ton Light weighting of packaging and declines in newsprint are impacting even the highest performing programs It is not clear that we aren t succeeding, but we may not be succeeding at measuring our success! 66 Opportunities Food rescue and diversion can feed a lot of people Adding 10 percent slurried food waste to a manure digester doubles energy output Even low levels of increased diversion can make up for declining recycling rates Food waste is heavy! 67 Costs Separate organics collection is costly Food waste really does need to be collected no less than once per week from residents Even more frequently in some cases from large commercial generators Much of the food waste is heavily contaminated with packaging Especially plastic packaging Plastic is a contaminant in compost, and in digestate if you are not going to landfill the digestate Broken glass is also a potential contaminant in the digestate Plastic also reduces the efficiency of Anaerobic Digesters DSM Environmental Services, Inc. 70 There Is A Common Theme Running Through This Presentation The growth in plastic packaging impacts all that we do Single-stream MRFs will have to develop technologies to sort films and pouches Ballistic separators, new disc screens that don t wrap as easily, bag breakers and air removal systems Development of viable anaerobic digesters and other organics processing facilities will depend on the ability to remove plastic packaging DSM Environmental Services, Inc. 71 But That Is Not Enough The plastic industry broadly speaking can and must do much more to finance plastic collection and recycling Definition of plastic industry resin producers and all of the consumer goods companies that package their products in plastic While we can certainly applaud the Recycling Partnership and the Closed Loop Fund The total investment is really a drop in the bucket compared to what needs to be spent both here in the U.S., and more importantly in developing countries to reverse the flood of plastic waste entering our environment DSM Environmental Services, Inc. 72 Plastic Production Continues to Grow Exponentially, And With It Discharges to the Environment A Scientific American article estimated that in 2012 roughly 8.8 million tons of waste plastic was discharged into the ocean!
