Cradle to Cradle
Recycling & Composting Requirements Technical Nutrients Biological Nutrients
Curbside recycling provided to Seattle residents City of Seattle adopts a recycling goal of 60% Yard Waste banned from residential garbage Expanded the yard waste cart to include food waste Yard Waste banned from commercial garbage Paper and cardboard banned from commercial garbage All recyclables banned from residential garbage City of Seattle adopts Zero Waste Resolution Mandatory curbside food and yard waste service for single-family Polystyrene Foam Ban 2009 Recyclable or Compostable Food Service Packaging Required Mandatory food and yard waste service for multi-family Plastic Bag Ban Effective 2012 All recyclables banned from commercial garbage 2014 Food Waste banned from residential and commercial garbage 2015
City of Seattle Recycling Goal 60% Recycling Rate by % by 2022 Status: 57.1% in 2014 Seattle s 2008 Commercial Waste Composition
Commercial Waste Stream (2012)
Strategy Solve Problems at Their Source - Upstream To get all the food for composting, need to also get the food service ware that contains uneaten food. If food is in recyclable package and can t be removed by customer, it is not wanted in recycling stream, can contaminate other recyclables, and the food is lost to composting. How much additional food can you get with compostable packaging?
How Much Food? Carla Castagnero Agrecycle, Inc., Pa Venues that switched from disposable serviceware to compostable serviceware food scrap capture rate increased ~ 72% EPA and Green Restaurant Association (GRA) Fast food dining: Per $1000 of food sold, 200 lbs of waste is generated 32% is food waste 92% of that is postconsumer. GRA million tons of waste from fast food packaging Less than 1% recycled
What are the Contaminants? Seattle Public Utilities Organics Stream Composition 2012, King County Organics Characterization 2014 Varies by sector Polycoated paper, non-compostable plastic film, other MF same plus recyclables SPU 2016 study in process BPI Determining the Amount of Plastic and Compostable Plastic in Compost Overs, 2012 Overwhelming majority of plastics in overs are noncompostable plastics, especially film

Existing Legislation: Bags
What does it mean? Green coloring, bio eco, leaves and trees?
Proposed change: Bags Non-compostable bags shall not be tinted green. Compostable bags must be: Tinted green. Marked compostable Applies to bags provided by retailers/food service businesses.
Existing Legislation: EPS Foam Passed into law July 2008 Prohibition on use of expanded polystyrene food service products. Food service businesses prohibited from selling or providing food, for consumption on or off the premises, in expanded polystyrene food service products This includes packaging for raw seafood and meat
Proposed change: Foam EPS foam can not be tinted beige, tan or brown. Compostable foam must be: Tinted beige, tan or brown. Marked compostable Applies to foam used by food service businesses for food prepared and packaged on-site. Sellers of EPS foam products in Seattle to food service businesses must inform that those products are not allowed for use by food service businesses in Seattle.
Existing Legislation: Compostable or Recyclable Serviceware Passed into law July 2008 Compostable or recyclable food serviceware required. Food service businesses are prohibited from selling or providing food, for consumption on or off the premises, in or with disposable food service ware. Acceptable alternatives for prohibited disposable food service ware shall be compostable or recyclable. Must provide front of house recycling, compost, and garbage containers.
Food Packaging Requirements Compliance Requirements: Restaurants select packaging Must be Approved compostable or Must be Recyclable No Foam; No plastic or polycoated for dine-in customers Some temporary exemptions
Taco Time NW Switched to All Compostable Packaging
Taco Time NW Switched to All Compostable Packaging
Proposed changes: Food Serviceware Compostable serviceware, except uncoated paper products, must be labeled compostable, unless impractical due to size. Food service businesses to provide signage, stickers etc. to identify which serviceware is compostable, which is recyclable or which is garbage - at point where self serve customers pick up serviceware and where discarded. Food service businesses encouraged to follow BMPS and use or adapt signage/materials developed by Seattle. Food courts to provide signage on discard containers at approximately eye level. Stickers/labels put on compostable service ware must be compostable as of July 2019.

Additional Work and Issues Compost Contamination Reduction Workgroup Upstream BMPs New waste sorts of incoming organics to understand incoming contamination. Need comprehensive analysis of contamination at facilities, type, source, fate of, etc. Begasse, imported compostable service ware, align testing/certifications processes.
To get the food and not the contaminants requires effort! In Summary: Food service ware needs to be addressed. Addressing food service packaging and contamination is complicated. Many issues need to be addressed pre-consumer. Government regulation can be an important driver for innovation and good work, and can address some things industry can not do alone. Regulation is not enough other complimentary efforts are needed. We can succeed if we work together!
