2 What is a Smart Grid? (accrding t brasilian gvernment) The term Smart Grid was used fr the first time in 2005 in an article written by S. Massud Amin and Bruce F. Wllenberg, published in IEEE P&E, with the title "Tward A Smart Grid" (1). There are several settings fr the cncept f smart grids, but all cnverge fr the use f digital elements and cmmunicatins netwrks ver de grid that carry the energy. These elements enable the exchange f a range f data and infrmatin fr the cntrl centers, where they are treated, assisting in the peratin and cntrl f the system as a whle. The main functins required in a smart grid are: Self-healing; Mtivate cnsumers t be mre participatry; Resist physically and t cyber attacks; Prvide an imprved pwer quality; Allw multiple types f generatin and energy strage; Increased invlvement f the market; Allw greater use f intermittent pwer generatin. With the real-time measurement and tw-way cmmunicatin, cmbined with tariff schemes with multiple statins, cnsumers can be rewarded fr their effrts t save energy = Cnsumer Respnse; Electrnic meters are able: f prcessing data and send cmmands t varius ther equipment; t cmmunicate with ther equipment installed n netwrk r cnsumer units; t suspend and restre the pwer supply remtely; t btain infrmatin n the quality f pwer supply; t assist the repair time in case f malfunctins r accidents that lead t interruptin f supply; t cntrl lsses in the grid allwing interactin acrss the supply chain; t enable cnsumers t act as an energy prducer. 4 ANEEL new Regulatin n Smart Grid New regulatin frm ANEEL are designing the main features f the future Smart Grid: Resluçã nrmativa n.º 479/ changing Resluçã Nrmativa nº 414/2010, which ne establishes general cnditins t electricity supply (new tariff scheme with multiple statins). (Resluçã nrmativa n.º 482/2012) Establishes the cnditins fr access t distributin systems by distributed micrgeneratin and minigeneratin and the cmpensatin rules. (Resluçã nrmativa n.º 502/2012) Regulates electrnic meters systems fr cnsumer units f Grup B.

5 Resluçã nrmativa n.º 482/2012 Creates cnditins fr spreading the distributed micrgeneratin (pssibility f cnsumers act as small generatrs f alternative energy surces) Micrgeneratin 100 kw r less / Minigeneratin between 100kW and 1MW Establishes a kind f net metering mdel in which the energy intrduced in the grid by the cstumer/micr/minigeneratr shuld be cmpensated r discunted frm the energy it has cnsumed Bth kind f generatrs are free frm the executin f the use and cnnectin cntract minigeneratrs will sign an Operatinal Agreement and the micrgeneratrs an Operatinal Relatinship the amunts f energy cmpensated by the distributr will be cnsidered ver cntracted energy fr tariff calculatin purpses, with n effect n the Energy Trading Chamber (CCEE)

6 Resluçã Nrmativa nº 502/2012 da ANEEL Prvide the basic requirements fr electrnic measuring systems f electricity cnsumptin units f type B (residential, rural and ther classes, except fr lwincme cstumers and public lighting) Distributin cmpanies will have 18 mnths t start ffering electrnic meters t cstumers (n demand), starting frm 04/18/2012 If the measuring system is equipped with remte cmmunicatin system, the distributr must adpt prcedures and technlgies that ensure the security f data traffic cllected frm cnsumer units, especially thse f persnal nature Since prudence f investments and lw tariffs are bserved, the distributr can adpt measurement systems with additinal requirements besides thse nes set ut by ANEEL

Taxatin issues Hw ICMS (value added) taxatin will impact distributed generatin? the electricity cmpensated by micr/minigeneratrs will be ignred by ICMS taxatin?
