Open Science and Research Initiative in Finland Pirjo-Leena Forsström PhD, Secretary General, Development Direrctor
Rationale for the initiative Openness is a not an end but a means to an end Facilitate high-quality scientific research Nourish expertise in science Strenghten the impact of science and research in society Help building efficient research environments Sustainability Usability Availability Trust in science Ability to change
The drivers for change Open Science Open Science Open Science Intelligent technologies are a product of culture: Willingness to share information and collaborate New understanding of core capabilities Systemic development Passion for radical innovations Will to find sustainable solutions Readiness to take risks Agility in reacting to change Open Science Open Science
Changing the way science is done From competition to collaboration and co-creation Platforms for distribution and utilization of scientific results: diffusion of knowledge, easy uptake of ideas Sharing research infrastructures: big investments, knowledge hubs Exhange of expertise: easy carieer moves to and from science to industry To governement jobs To support organizations (for example libraries) Global National Local Collaboration Funding instruments with same goal Merit system that supports collaboration and openness Clear guidelines for use Interoperable services and quality systems Increasing and maintaining expertise

Open Science and Research vision in Finland H i g h e r q u a l i t y, m o r e i m p a c t, m o r e e f f e c t i v e a n d m o r e i n t e r n a t i o n a l s c i e n c e c o m m u n i t y V i s i o n Open research leads to surprising discoveries and creative insights Reinforcing the intrinsic nature of science and research Strenthening openness-related expertise Ensuring a stable foundation for the research process Increasing the social impact of research
Objectives of the Roadmap Reinforcing the intrinsic nature of science and research Strengthening opennessrelated expertise Ensuring a stable foundation for the research process Increasing the social impact of research Openness and repeatability increase the reliability and quality of science and research Those working within the Finnish research system know how to harness the opportunities afforded by openness to boost Finland s competitive edge Good and clear basic structures and services enable new opportunities of openness to be harnessed in a timely manner and ensure a stable basis for research Open science and research creates new opportunities for researchers, decision-makers, business, public bodies and citizens
Open Science and Research Available for research Available for everyone Increasing the quality of science Developing new ways for collaboration Increasing impact of science Supporting life-long learning Increasing the innovation capacity Ensuring trust in science and research Developing citizen science Machine-readable format No costs No re-use limitations
Supporting open research process Utilization Evaluation Preparations Publication Research activities Results TutkimusPAS KDK-PAS Tietoarkistot tukevat koko prosessia
Open science and research: accelerator Availability and easy uptake of publications, metods and ideas Meta-searches and combination of results pose new hypotheses New research idea New research plan Active scientific debate Faster validation and verification of results Open research data evaluation and re-use Publications advances research activities Collaborative research New research possible by combining produced data sets
Implementing open science operating culture in HEI s in 2015 The operating culture was studied in four sections: Strategic guidance Policies and principles Supporing openness Reinforcing expertise The maturity assessment: Basic information from openly available material on the web was collected to assess the open science operating culture in December 2014 This information base was improved with supplementary information from a survey to the HEIs, response rate 88% The HEI s commitment and perceived challenges to the Open Science and Reseach roadmap was assessed
The overall maturity level of the open science operating culture in in+finland/35d97d67-4a21-4daf-b e8 Research Institutes LEVEL 5 JYU Strategic Higher Education Institutes LEVEL 5 LEVEL 4 Managed LEVEL 4 JY HY LEVEL 3 LEVEL 2 SYKE VTT IL TTL MML GTK VATT STUK THL LUKE EVIRA Defined Partly managed LEVEL 2 LEVEL 3 LTY MAMK SAMK ÅA CENTRIA KARELIA TTY AALTO ISY TAY TY HUMAK HANKEN HAAGA-HELIA OY VY SEAMK LAUREA LY LEVEL 1 KOTUS Unmanaged LEVEL 1 SEVERAL HEIs SEVERAL HEIs No progress In the rise No progress In the rise
Results from the strategic guidance part There is a lack of strategies targeting open science and the intent is not sufficiently brought up Openness in the strategies is usually a value, not an overall theme Strategic guidance has shortages in acknowledging the openness of the whole research cycle There is wide engagement in carrying out the measures needed for open science and research Consideration of the persevering development of the strategic work, in many cases the inclusion of openness in the strategic work is only in the beginning Level 1 LEVEL 1 Progress LEVEL 2 Not controlled Openness is not addresses in the strategic guidance in a controlled manner LEVEL 3 LEVEL 4 ÅA SEVERAL HEIs Level 2 Partial LEVEL 5 CENTRIA LTY TURUN AMK No progress Openness is partially addressed in the strategic guidance Level 3 Defined JY TTY Openness is commonly agreed and partly embedded in the stategy ISY LAUREA TAY HUMAK Level 4 Managed TY LAMK HY AALTO SEVERAL HEIs SEAMK In the rise Openness and its progress is followed actively in the strategy Level 5 Strategic The current and future needs of openness are addressed in the strategic guidance
Policies for Open Science Principles for Information availability and usability : Framework principles: Appreciating primary sources Change management, life cycle Services to facilitate better science Requirements for openness Modularity Knowing how to harness the opportunities Good basic structures and services Openness and repeatability of science and research New opportunities for all stakeholders
Actions for Open Science and Research Measuring the culture of Openness Reinforcing the intrinsic nature of science Strenghtening expertise Ensuring a stable foundation Increasing impact Skills level Politicies and strategic guidelines Self evaluatio n tool Openness, in peer review and merit Researcher handbook Certification plan Educationa l materials Education on open methods Target architecture for activities Model for citizen science Service map Education and guidelines Knowledge base of publications Piloting certificate Architecture guides development Developing services for data and methods utilization Measurement Professorships National publication pilots Digital preservation plan Incentives and merit Metadatarealated actions certificate Digital Preservation Development Digital Preservation Suggestions for indicators Peer Review Culture of Openness Strenghtening the networks Roles and responsibilities Activation of companies Skills
What do we want to achieve? Reinforcing the intrinsic nature of science and research The availability of research results will be self-evident, and no separate solutions for openness will be required, only development of science and research as a whole. Openness will promote transparency, more extensive assessment and verification of research results, and new work on the basis of existing data. Openness will make the research process more effective and improve quality through, for example, greater utilisation of research infrastructures. Openness will have made it easier for scientists to grapple with complex, multidisciplinaryresearch questions.

Key performance indicators The ATT strategy group set indicators for monitoring the progress. The number of organisations at the highest level in the analysis of openness of the operational cultures (openness has become a strategic strength) 10 % of HEIs in % of HEIs in % of HEIs in 2020 Doctoral programs with open science training 90% of programs in % of programs in 2020 Open access of publications in the EU assessment 65% in % in % in 2020 Of new datasets 25% are licenced in 2017 and 30% in 2018 In % of new datasets are licenced and their metadata are found in national metadata catalogues
