HOMOSASSA WASTEWATER COLLECTION SYSTEM
Project Purpose To improve the water quality of the Homosassa River by removing septic tanks and package wastewater treatment plants from environmentally sensitive areas adjacent to the river. Septic tanks and package wastewater treatment plants in close proximity to the river were identified as a major source of nutrients and bacteria affecting water quality (Homosassa Water Quality Study 1989).
What Has Been Done So Far? Phase 1 - constructed a wastewater forcemain and pumping stations to take the failing Riverhaven WWTP offline and connect to the County s central sewer system Phase 2 constructed additional forcemains to take the subaqueous line under the river out of service and provide a point of connection for future projects on the south side of the river and US 19 (wildlife park) Phase 3 constructed wastewater collection system to serve all of Halls River Road Phase 4 constructed wastewater collection system to serve Chassahowitzka
Who is connected? Riverhaven All properties adjacent to Halls River Road Sweet Bay Shopping Center Publix Shopping Center Winn Dixie Shopping Center Riverside Inn Homosassa Elementary MacRae s The Freezer Homosassa Wildlife State Park Camp n Water Riverview MHP
Properties Connected to Sewer 2,326 Total improved lots 1,104 Lots with sewer connection 1,222 Lots with no sewer connection 47% of improved lots are connected
Grant Funding to Date Phase 1 (Riverhaven to Meadowcrest WWTP) - $3,500,000 Phase 2 (Yulee Drive) - $2,500,000 Phase 3 (Halls River Road) - $2,201,800 Phase 4 (Chassahowitzka) - $8,150,300 Phase 5 (Blue Water Forest/Spring Cove Rd) - $1,000,000 ($827,096 available) TOTAL = $17,352,100 (through 2/2008)
Why Now??? County recently received notification from the State that the remaining funds in the grant are not likely to be certified forward past this June. The County is working to preserve the funding for this project and to acquire additional funding.
Recent Funding Requests SWFWMD Cooperative Funding Application for FY 2014 funding Restore Act (BP Oil Spill) Funding Application submitted December 2012.
Assessments Riverhaven $1,258 (covered upgrades of existing system) Halls River Road $5,160 (covered project costs over and above grants) Chassahowitzka - $ (covered project costs over and above grants)
Proposed Phase 5 Project System expansion is targeted for areas that are in close proximity to the springs Proposed project would serve Blue Water Forest, certain homes on Fishbowl Drive, Bob Court, and Spring Cove Road (approx. 106 total properties) Project would be funded through a combination of available grant funds and assessments of benefiting property owners

Type of Sewer Options Area could be served by two different types of sewer systems, conventional gravity sewer or low-pressure sewer
GRAVITY SEWER Gravity sewer systems rely on gradually sloping pipelines to allow the wastewater to flow naturally downhill, away from your property and into the collection network. This network ultimately transports flows to a local or regional treatment plant.
Advantages and Disadvantages of Gravity Sewer Advantages: Minimal facilities in front of individual homes Low maintenance costs and high reliability due to fewer mechanical systems System functions reasonably well during power outages Disadvantages: Higher initial construction costs due to deep excavation to meet slope requirements
Gravity Sewer Manhole
Cleanout on sewer lateral
LOW PRESSURE SEWER Low pressure sewer systems rely on individual lift stations at each connection to pump wastewater into a shared forcemain, which ultimately pumps into the larger central wastewater collection system leading to a regional treatment plant.
Advantages and Disadvantages of Low Pressure Sewer Advantages: Lower initial construction costs due to shallower excavation and smaller pipe sizes Disadvantages: Requires that a small pump station be sited on each lot Electric costs are paid by the individual property owners Requires easements for pump station siting and access to electrical panel mounted on the exterior of the home May be less reliable during power outages
Typical Low Pressure Pump Station
Individual Pump Station
Low pressure pump stations in Harbor Isle
Electrical Control Panel on side of home
Cost Comparison of Sewer Options Conventional Gravity Sewer: Typical Capital Costs for prior projects west of US 19 Halls River Road - $10,082/connection (426 connections) Chassahowitzka - $13,661/connection (600 connections) Homosassa Ph5 estimate - $19,055/connection (106 connections) Low Pressure Sewer: Typical Capital Costs for low pressure sewer based on the recent Harbor Isle project - $15,831/connection Homosassa Ph5 estimate - $13,050/connection
Estimated Assessments for Sewer Options Conventional Gravity Sewer: Total project cost $2,019,830 FDEP Grant funds available ($ 827,096) SWFWMD Cooperative Funding - ($??? ) Total to be assessed $1,192,734 Per lot assessment (106 lots) $ 11,252 Low Pressure Sewer: Total project cost $1,383,300 FDEP Grant funds available ($ 827,096) SWFWMD Cooperative Funding - ($??? ) Total to be assessed $ 556,204 Per lot assessment (106 lots) $ 5,247
Other Fees Associated with Sewer Connections County Wastewater Connection Fee - $3,380 County Plumbing Permit Fee - $100 Estimated Plumbing cost to connect from house to new system - $1,400 to $2,000 Septic Tank Abandonment Permit Fee - $50 Estimated cost for a septic tank contractor to pump out and demolish septic tank - $500 to $1,200
The Bottom Line Per lot assessment County Wastewater Connection Fee Financeable Subtotal - $5,247 to $11,252 $3,380 $8,627 to $14,632 County Plumbing Permit Fee $100 Estimated Plumbing cost$1,400 to $2,000 Septic Tank Abandonment Permit Fee - $50 Estimated cost to demolish septic tank - $500 to $1,200 Out of pocket Subtotal - $2,050 to $3,350 GRAND TOTAL - $10,677 to $17,982 (New septic costs are around $12,000 plus $350 permit fee)
