3 Primary Energy Production of Biogas in Europe Biogas in Germany Biogas plants in Germany Legislation in Germany Number of plants Installed el. capacity [MWel] Renewable Energy Law (EEG): Grid operators must pay a government-specified feed-in tariff to energy generators supplying energy to the grid from renewable sources. The historical development dates back until 2001 The last version of the EEG entered into force on 1 January 2009, replacing the previous act of 2004 Electricity feed-in tariff for biogas for 20 years (2009): 150 KW 0,1167 /kwh Plus premiums for e.g. 500 KW 0,0918 /kwh innovative technologies, 5 MW 0,0825 /kwh use of manure, etc. 5 MW - 20 MW 0,0779 /kwh Learning effect: Reasons why German biogas plants struggled in 2007/2008 Drawbacks and Achievements in Germany OUT: electricity EEG OUT: wasted heat IN: only corn silage; High corn prices in 2007/08 Many biogas plants use corn silage as feedstock increasing corn prices in 2007/08 caused economic problems Most biogas plants are used for electricity production many biogas plants wasted the heat, causing economic problems Updated and new legislation in 2009 improved the economic feasibility of biogas plants Currently about 47 biogas plants are producing biomethane which is fed into the natural gas grid
4 Typical biogas plant in Germany Typical biogas plant in Germany Average Size (2009): 500 kwel Average Size (2010): 430 kwel Biogas use: electricity Feedstock: mainly corn silage, but also manure, waste, etc Size of the plants By 2013 VERBIO is replacing a nuclear power station by biomethane Size of the plants VERBIO is a biodiesel and biomethane producer Waste material from ethanol production is fermented Capacity of biogas plant 2010 in Zörbing, Germany: 30 MW Planned capacity in 2012 in Zörbing, Germany : 125 MW NAWARO Bioenergie AG Largest plant in Güstow, Germany 42 Mio m³ Biomethane Investment: 97 Mio. few large-scale plants are set up, but with large impact! Size of the plants In contrast to the large-scale plants, the industry is providing also small-scale plants 150 KW 0,1167 /kwh (EEG) 3. 5 Current policy developments The government planned to reduce considerably the support for RE, especially for PV The lifetime of nuclear power stations was extended in Conclusion The disaster of the nuclear power station in Fukishima, Japan changed this situation drastically! Most politicians want to stop nuclear power in Germany and want to switch to renewable energy Conclusion Germany has developed a sound biogas market which still grows considerably (6.000 biogas plants; 47 methane injection plants) This is due to many favourable framework conditions - Support of electricity from biogas - Support of grid-access for biomethane injection - Simplified permit procedures - Open-minded financing institutes in favour of biogas The difference of biogas plant size is increasing: increasing number of smaller plants vs. construction of few very large-scale plants Details are described in the German Renewable Energy Action Plan The nuclear power crisis in Japan will have impacts on RE development in Germany THANK YOU VERY MUCH FOR YOUR ATTENTION!! 6 Biomethane grid injection: framework In 2008 improved legislation for opportunities to inject biomethane into the natural gas grid: - Gas Grid Access Ordinance (GasNZV) - Gas Grid Fees Ordinance (GasNEV) - Incentive Regulation Ordinance (ARegV) No discrimination for biomethane producers to grid access Priority grid access for biomethane gas Gas grid connection obligation for gas grid operators Split gas grid connection costs between gas suppliers and grid operators. Costs of operating the connection point by the grid operator Grid flat rate (0.7 cents/kwh) paid to gas producer Extended balancing: Biogas-balancing of 12 months 31 6
