3 3 Foreword and Greetings Dear participants of the "Modernization of Recycing and Waste Management", Romania is ceebrating its 10 th anniversary as a member state of the European Union. This membership means the fuy impementation and adaption of the Acquis Communautaire with a environmenta reguations as we. This is aso refected in the country profie Romania has prepared for the review of the EU environmenta poicy 2017 encompassing a Member States. Germany can refer to more than 40 years of egisative experience in waste and recycing aw. The first federa reguation was created in 1972 with the Waste Disposa Act. Today, the German Circuation Economy Act (1994) is the core of the reguations on waste disposa. In this way, Germany is pursuing a comprehensive approach towards environmenta protection and resource recovery. The primary goa of a circuar economy is to cosey interock the waste and resource management, to conserve natura resources and primary raw materias and thus to reduce the consumption of primary raw materias. The current waste egisation is characterized by a arge number of European ega acts. On December 2, 2015, the European Commission presented the Legisative Waste Package with amendments to the Landfi Directive, the Waste Directive, the Packaging Directive and the Directive on eectronic waste. Negotiations are being hed in Brusses. They are sti to be adopted under the Estonian Presidency of the Counci in In Germany, a high-performance waste management industry has deveoped over the past few decades, with about direct and indirect empoyees and an annua turnover of approximatey 70 biion euros. In the meantime, Germany currenty covers between 14 and 16% of its raw materia requirements through secondary raw materias, depending on the cacuation method, and thus repaces imports with an annua equivaent of approx. 10 biion euros. At the internationa eve, the voume of the circuar economy market is expected to rise from biion euros (2013) to 170 biion euros in The different market segments show different growth rates. An annua growth of 10% is projected for the area of wastemateria recycing. The German companies account for a share of about 17% of the goba circuar economy market. In the fied of waste and recycing management, Germany is a eading goba payer with a market share of 23-25%. Accompanying German sma and medium-sized enterprises (SMEs) to the word market is of great importance for the Federa German Ministry for Economic Affairs and Energy (BMWi). Since 2016 our house has been supporting the deveopment of SMEs on foreign markets by the Export Initiative Environmenta Technoogies, a sub-program of the Market Entry Program (MEP). After a water management reated business trip to Bucharest in September 2015 and a purchasing trip for Romanian decision makers to Munich in May 2016, today's event is the first in the waste sector. Romania's waste sector wi undergo further major changes in the coming years. The upgrading need in technoogy and processing at existing faciities/centers, the buiding and impementation of further integrated management centers (SMID) as we as the cosure of a arge number of non-eu-compiant andfi sites are expected to be the major short- and medium-termed issues in this fied and thus their consideration is part of this event. Extensive EU funding is avaiabe and access to it may be improved by preparing and structuring the approaches in a proper way. This event may hep enforce cooperation between two countries and its sectors in order to tacke the mentioned issues and absorb the funding and other financia means. Today's event can be the first step towards a coser cooperation. We wi be coming together to debate ega reguations in the area of waste, but aso to discuss specific steps and soutions for a modern circuar management. 4 4 Industry overview in Germany As mentioned in the foreword above, the circuar economy of Germany has been impacted by the European Laws and European court decisions and it continues to be more and more directy inked to those. Over the ast years the extended producer responsibiity approach (EPR) of the EU has attracted more and more attention of a stakehoders and heped to improve the recycing and treatment processes. Due to the state based / decentraized aw system in Germany responsibiities and power in circuar economy reies on the states and on sub-aw and reguatory base aso with Municipaities. The waste management hierarchy has been impemented throughout the system in a states and is core to a actua and future discussions and approaches, ensuring a we-functioning sector and providing a stakehoders a reiabe ega, economic and ecoogica framework. Accordingy, the important steps foowing the avoidance of waste generation are the re-use (Germany aready has specific return and re-use systems known as Pfandsysteme in pace where househods are abe to return used packaging) and recycing foowed by energy and resource generation and composting. The next step is treatment / incineration and andfiing. Regarding the atter, it is important to notice that the andfiing amount has consistenty been reduced since 1998 and since June 2005 the andfiing of househod waste is even forbidden. Nowadays, Germany is generating around 400 Mio. tons of waste per year, out of which about 98% of it has been sent to specific treatment faciities. Herein incuded are primary and secondary waste streams (i.e., waste that has been pre-treated or imported). The hazardous waste accounts for about 7% of the tota amount. The amount of waste generated by construction and demoition accounts for more than 50%, the water- and wastewater as we as reated waste counts for about 12% and about 10 % of treated waste has been generated by househods, with waste generation per person and year in Germany averaging at 450 kg. Germany is depoying more than treatment faciities in tota to sort, recyce and (re-) treat the mentioned amounts of waste throughout a waste streams and fractions - e.g., in 2013 about 148 Mio. tons of waste have been treated in presorting and -treating faciities. In the same year about 4,5 Mio. tons have been treated at mechanica-bioogica-treatment faciities (MBTs) and about 14,7 Mio. tons have been treated in bioogica treatment faciities (compost & reated outcomes). Incineration faciities count for about 46,1 Mio. tons of waste treatment and 55,4 Mio. tons have been sent to andfi. Due to the resource scarcity and the cimate protection goas, Germany has undertaken serious steps to recover resources and to repace raw materias by secondary raw materias. To achieve that, the circuar economy has created a connected patform and network which incudes more than recycing and treatment faciities. Out of those faciities 321 shredding machines are annuay treating about 0,9 Mio. tons of eectronic and eectric waste (WEEE). Another 782 are treating pastics and produce so-caed refuse derivate fues (RDF). Usuay modern andfis are simutaneousy in service. These facts show the importance and progress of the circuar economy in Germany. However, what has to be kept in mind when aigning an economy with cimate protection goas is the importance of job creation and socia responsibiity. The circuar economy in Germany is generating a turnover of 70 biion euros and accounting for more than direct and indirect jobs in the areas of Research & Deveopment, Coection and Transportation, Recycing, Commerciaization and Treatment - up to Landfiing. 5 5 Since the mid-1990s, the circuar economy in Germany has been dominated by privatisation measures resuting in a private-owned dominated business environment ( privatization trend ). This was especiay the case for the coection, transportation and treatment of waste. In 2003 ony 35 % of the waste coection companies were state or municipaity owned. However, this trend did not continue for a ong period of time. Over time, increasing numbers of companies were converted back to municipaity-owned companies ( re-municipization trend ). In 2015 about 45 % were municipaity owned. Nowadays the sector counts about companies throughout Germany handing about 6,5 Mio. tons of waste per empoyee. The private companies in Germany are very much fragmented. There are ony few arger corporations providing the whoe vaue chain of the waste and recycing sector. Just the big four account for around 13% of the market. The majority and backbone of the German sector with a market share of more than 48 % consists of cap sized and sma medium sized enterprises (SMEs) with an annuay turnover above 50 Mio. euros. For some sophisticated ong-term services with huge investment and technoogy requirements, ike MBTs and/or incineration, the Pubic Private Partnerships (PPPs) have proven to be a good soution. They are, however, sti not expoiting their fu potentia. Enabing and ensuring this status with a ot of innovations has ony been possibe by providing the sector with very cear specified, structured and we monitored framework at a reaistic time ine to impement the changes and adaptions. These fundamenta frameworks are going to remain very important for future adaptions and transformation measures. The companies are prepared for further transformations and are wiing to contribute towards a more sustainabe economy in Germany and gobay. Besides the authorities and companies, there are aso many non-profit-organizations and the society that are important and necessariy to be engaged. Some important stakehoders of the circuar economy sector are the industry nationa and internationa wide focused unions and associations inking industry, Authorities, society and other stakehoders ike, BDE (German association of the sanitation, water and resource industry), VDMA (German Association of the Manufacturing Industry), German RETech Partnership (association of the recycing and waste management industry with focus on export) and many others operating on severa eves. In this project magazine, the German companies participating in this event are presenting themseves and their product portfoio for the Romanian market and stating their areas of cooperation and market deveopment approaches with Romanian counterparts. The Romanian counterparts wi aso find the contact detais and get directy in touch with the German companies and aso using the patform of this event to eaborate chances and opportunities for future steps.
